[What the role is]

As a broad-based grantmaker, Tote Board strives to achieve its vision of “A Caring and Resilient Singapore” by providing grants to support projects that encourage healthy lives and well-being, create empowered communities, foster a cohesive and resilient society and make Singapore a sustainable and liveable home.

You will be part of the Planning & Performance team within the Grants Division, playing a key role in strengthening how Tote Board understands and improves the impact of its grants. Sitting at the intersection of data, strategy, and accountability, you will undertake data analytics and systems development initiatives - uncovering strategic insights to evaluate programme and project effectiveness, and creating dashboards for performance tracking. You will also drive the planning and implementation of grant systems and relevant digital projects, working closely with key stakeholders to ensure the Division has the tools and infrastructure to deliver its work effectively.

[What you will be working on]

1. Collaborate with Grants teams to understand business context and strategic priorities, and translate these into well-defined data, digital, or system use cases and requirements.

2. Collect and review relevant data from various programmes and projects, and perform data validation and cleaning.

3. Work with Grants teams to analyse programme and project data, and derive insights to evaluate effectiveness and identify potential enhancements.

4. Create user-friendly dashboards using Tableau to present insights, enable performance tracking and reporting, and support the development of management reports.

5. Drive and support the development, enhancement and maintenance of grant systems and relevant (whole-of-government) digital applications to support grant work.

6. Drive project implementation from conception to delivery, ensuring alignment across stakeholders.

7. Design and maintain systems and processes to ensure the Grants Division’s compliance with organisational data and system governance policies and procedures.

8. Undertake any other tasks and projects as assigned.

[What we are looking for]

Requirements

1. Possess knowledge in Economics, Mathematics, Statistics, Data Analytics, Computer Science, Information Systems, Data Science, Accountancy and/or related subjects

2. Proficiency in scripting languages and data analytics tools (e.g. Python, R)

3. Proven experience in building and maintaining dashboards using data visualisation tools, with strong working knowledge of Tableau

4. Strong analytical and problem-solving skills, ability to translate data into actionable insights

5. Knowledge of IT system administration duties

6. Familiarity with whole-of-government data and data platforms

7. Good project management skills

8. Good communication skills with the ability to work closely with internal and external stakeholders
