INFORMATION TECHNOLOGY SPECIALIST / NETWORK ADMINISTRATOR – HEADQUARTERS

 40 HOURS PER WEEK – FULL-TIME


We are seeking a skilled and service-oriented Information Technology Specialist / Network Administrator to support the technology infrastructure that enables exceptional library services for staff and the community. The ideal candidate will be an experienced IT professional with expertise in network administration, security, systems support, and troubleshooting, along with a strong commitment to customer service, problem-solving, and delivering reliable technology solutions that meet the needs of Sonoma County Library staff and the communities we serve.

ABOUT THE POSITION:

Under the general direction of the Information Technology Manager, the Information Technology Specialist / Network Administrator serves as a technical specialist responsible for the design, administration, security, and ongoing support of the library’s technology infrastructure. This position provides excellent customer service while overseeing network systems, servers, and related hardware and software.


The Information Technology Specialist / Network Administrator plans, designs, tests, installs, troubleshoots, and maintains complex computer networks and systems; supports technology projects and upgrades; and evaluates and recommends improvements. The position plays a key role in ensuring dependable technology services for library operations, staff productivity, and public access to information.

DEFINITION

Under general direction, provides excellent customer service, serves as network administrator and is assigned oversight of network security and email administration; administers telecommunication and information systems servers, and related hardware, software, and operating systems; plans, designs, tests, installs, troubleshoots and maintains computer networks, phone and wireless systems; performs other duties as required.


SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Information Technology Manager or other supervisory or management staff.  May provide training and technical oversight to library staff, and contractors. 


CLASS CHARACTERISTICS

This is a specialist class in the Information Technology job series responsible for the design, administration, and oversight of the operations and maintenance of computer networks, servers, wireless access, email, telephone network, and wiring. Duties include oversight of staff involved in server administration, desktop computer development, and second level technical support for library computer systems. In this classification, incumbents resolve the most complex and difficult issues and assists library management with the planning and implementation of projects.  Performance expectations include the application of industry best practices, library policies and procedures, library computing policies, and broad job knowledge to the development of technical solutions to a wide range of issues. Independent judgment is used in selecting methods and techniques for obtaining solutions. This class is distinguished from the Information Technology Manager in that the latter is responsible for the oversight and management of the entire Information Technology Department including policy development, budget administration, and regular strategic planning with the library Director and other members of the library management team. 


EXAMPLES OF TYPICAL JOB FUNCTIONS (Illustrative Only)

  • Researches, installs, configures, and maintains all network hardware and software, including switches, routers, and firewalls, for functionality and security.
  • Manages network architecture, including local area network (LAN) and wide area network (WAN) technologies.
  • Manages multiple servers, workstations, and terminals, ensuring proper integration of these components with existing system architecture.
  • Implements new systems, programs, and hardware and software upgrades; supports technical requirements of software for users; identifies, analyzes, and resolves software and network problems.
  • Coordinates projects, personnel, and systems to facilitate access to the library’s inter-networked computer systems; provides adequate, smooth, and efficient computer data network services for library staff and users; receives, prioritizes, and coordinates responses to work orders; estimates and provides adequate materials, equipment, and staff needed.
  • Maintains and troubleshoots networks, systems, and applications to identify and correct malfunctions and other operational problems; provides advice and consultation to management on the operation of telecommunication and network systems; assesses systems and makes recommendations for improvements.
  • Troubleshoots network connectivity problems; monitors the performance of the network system; tracks possible problem areas affecting response time and prepares recommendations for correction of problems and improvement in performance.
  • May provide direction to information technology support staff; may assist with scheduling and assignment of work and review work upon completion for quality control purposes.
  • Plans, coordinates, and administers the library’s telecommunication systems.
  • Designs, configures, installs, replaces, repairs, and maintains various computer networks and hardware; installs and replaces wiring and wireless systems.
  • Creates email boxes for users and departments; troubleshoots email connection, access, security, firewall, and storage issues; maintains the active directory of users by adding, removing, and/or editing users; creates access rights to users and user groups; creates groups and mailing lists.
  • Reviews and manages inventory levels of network and technology supplies and equipment; conducts product and vendor research; reviews, coordinates, and authorizes minor purchases; makes decisions about when to retire particular computer models, may recommend major software and equipment acquisitions and upgrades.
  • Confers with vendors to obtain information, resolve problems, arrange and conduct demonstrations and evaluations; orders repair parts, supplies, and documentation. 
  • Communicates orally, in writing, or through graphic representations and statistical summaries with library staff and users.
  • Performs other duties as assigned.

Ability to:

  • Perform difficult computer information system network installation, repair, and maintenance work.

  • Perform a variety of functions in the operation of a variety of computer equipment and peripheral components; troubleshoot related problems and take appropriate action.

  • Identify and resolve hardware and software problems and perform minor repairs.
  • Read, interpret, and apply a variety of technical information (e.g., technical manual documentation).

  • Train staff on software applications and hardware usage.
  • Work with and maintain confidential and sensitive information.

  • Establish and maintain a variety of filing, record keeping, and tracking systems.

QUALIFICATIONS

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:


Education and Experience:

Equivalent to an associate’s degree from an accredited college or university in computer science or related field and four (4) years of experience providing technical support to users of complex, multiplatform technology systems, at least two (2) of which must have included network management or system analysis. 


Licenses and Certifications:

Must possess and maintain a valid California Class C Driver License.


PHYSICAL DEMANDS

Must possess mobility to work in a standard office and library setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; hearing and speech to communicate in person, before groups, and over the telephone; the ability to operate a motor vehicle and to visit various branches and meeting sites.  This classification primarily works indoors and requires movement between work areas. Finger dexterity is needed to access, enter, and retrieve materials and data using a computer keyboard or calculator and to operate standard office equipment. Sufficient eyesight to allow for seeing small wires and color vision is needed to interpret color codes. Positions in this classification occasionally bend, stoop, kneel, reach, push and pull when installing and repairing computers and various other equipment. Positions in this classification occasionally lift and carry reports, records, and materials that typically weigh less than fifty (50) pounds. Employees may push wheeled carts loaded with library equipment weighing up to and occasionally more than one hundred (100) pounds.  


ENVIRONMENTAL ELEMENTS

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures. Employees may come into contact with abrasive or disruptive people.


WORKING CONDITIONS

May be required to work flexible schedules including evenings and weekends.
