Description
The Enterprise Resource Planning (ERP) Program Manager leads strategic ERP modernization efforts across the enterprise, ensuring alignment with County priorities of transparency, efficiency, and collaboration. This role oversees implementation of Infor CloudSuite, working closely with all levels of project stakeholders and executive leadership to ensure structured, policy-aligned, and performance-driven outcomes. The ERP Program Manager serves as a subject matter expert of systems, integrations, and processes associated with enterprise fiscal and human resource management used by all divisions and agencies of Frederick County Government. The position leads the governance and portfolio management of technical fiscal administration to ensure audit, reporting, and data driven decisions. The ERP Program Manager provides business process analysis and recommends areas of improvement along with developing a truly resilient ERP landscape, going beyond that of Infor. This job class will hold the appropriate level of authority and accountability to make decisions and may directly or indirectly supervise employees and contractors, conduct purchasing solicitations, contract reviews, and implement projects from initiation to closing within the ERP project portfolio and its operations. This role works closely with the IIT Project Management Office (PMO) and receives supervision from the CIO.

- Serve as liaison between the CIO, ERP Steering Committee, and departmental directors, ensuring transparency and coordinated decision-making
- Administer and monitor change control processes, including system updates, module enhancements, and workflow refinements in collaboration with the IIT PMO
- Manage vendor relationships, contractual obligations, budgetary components related to ERP platforms and professional services
- Ensure ERP system compliance with data governance, security policies and audit requirements
- Collaborate with technical teams to maintain system stability, integration integrity, and data security
- Integrate automation, analytics, and AI-enabled tools into ERP workflows to enhance operational insight and decision quality
- Provide leadership, supervision, and mentoring to staff and cross-functional team involved in ERP initiatives
- Track project performance, resource utilization, and measurable outcomes tied to County performance goals
- Promote a culture of accountability, collaboration, and continuous improvement across teams involved in ERP operations

- Bachelor’s Degree in Information Systems, Business Administration, Public Administration, or a related field
- Minimum of 8 years of work experience in Information Systems, Business Administration, Public Administration, or related field which must include 2 years of work experience supervising or directing the work of others

PREFERENCE MAY BE GIVEN FOR:
- Advanced degree in Information Systems, Business Administration, Public Administration, or a related field
- Project, Program, and/or Business related certifications or licenses
- Prior ERP implementation work experience across business functions
- Work experience with Infor
