Position Overview

The B0 11KV Chargeman is responsible for the safe operation, maintenance, and management of the high voltage electrical systems and associated infrastructure for a 190,000 square foot banking facility in Petaling Jaya. This critical role ensures continuous, reliable power supply to support essential banking operations, data centers, and business continuity requirements while maintaining strict compliance with all electrical safety regulations and the highest standards of safety for building occupants and electrical systems.

Key Responsibilities

High Voltage Electrical System Management

Operate, monitor, and maintain the 11KV high voltage electrical distribution system in accordance with Energy Commission (Suruhanjaya Tenaga) regulations and Tenaga Nasional Berhad (TNB) requirements. Perform switching operations for main switchboards, sub-main distribution boards, and associated electrical equipment with particular attention to critical banking infrastructure. Conduct routine inspections of high voltage switchgear, transformers, circuit breakers, protection relays, and associated equipment to ensure zero downtime for critical banking operations. Monitor electrical load distribution and optimize power consumption across the facility, with special focus on mission-critical areas including data centers, server rooms, dealing rooms, ATM networks, and core banking systems. Ensure the main switch room, high voltage room, and all electrical installations are properly secured, maintained, and accessible only to authorized personnel in compliance with banking security protocols. Maintain continuous power supply through effective monitoring and preventive maintenance programs, recognizing that power interruptions directly impact banking transactions and customer service.

Critical Infrastructure Power Management

Provide dedicated electrical support for mission-critical banking infrastructure including data centers, server rooms, mainframe systems, network equipment rooms, and disaster recovery facilities. Ensure redundant power supply configurations are operational and tested regularly to support 24/7 banking operations. Monitor and maintain N+1 or 2N power configurations for critical loads as per banking infrastructure requirements. Coordinate closely with IT teams to understand power requirements for banking systems and ensure electrical infrastructure meets these demands. Manage power distribution to trading floors, dealing rooms, and time-sensitive banking operations where power reliability is paramount. Support business continuity planning by ensuring electrical systems can sustain operations during emergencies or disaster scenarios.

Electrical Maintenance and Preventive Maintenance Programs

Develop and implement comprehensive preventive maintenance schedules for all high voltage and low voltage electrical systems with minimal disruption to banking operations. Conduct regular testing and inspection of electrical equipment including transformers, switchgear, distribution boards, UPS systems, generators, and emergency lighting during approved maintenance windows. Perform thermographic scanning to identify potential hot spots and electrical faults before failures occur, scheduling interventions proactively. Coordinate and supervise external contractors performing specialized electrical works or maintenance activities, ensuring compliance with bank security clearance requirements. Maintain electrical equipment in optimal operating condition to minimize downtime and extend equipment lifespan, particularly for systems supporting critical banking functions. Carry out corrective maintenance and repairs on electrical systems promptly to restore normal operations, escalating issues that may impact business operations immediately. Ensure all electrical installations comply with relevant standards including MS IEC, Suruhanjaya Tenaga regulations, and bank-specific technical standards. Schedule major maintenance activities during non-business hours or designated maintenance windows to avoid disruption to banking services.

Safety and Compliance

Ensure strict compliance with all Suruhanjaya Tenaga regulations, guidelines, and safety requirements for high voltage installations. Maintain a valid Certificate of Competency (Chargeman B0) and ensure all electrical work complies with certification requirements and banking industry standards. Implement and enforce electrical safety procedures, lockout/tagout protocols, and permit-to-work systems in accordance with bank safety policies. Conduct risk assessments for electrical work and ensure appropriate safety measures are in place, particularly when working near sensitive banking equipment. Maintain electrical safety equipment including insulated tools, personal protective equipment, safety barriers, and testing equipment in good working condition. Investigate electrical incidents, near misses, and equipment failures, documenting findings and implementing corrective actions with detailed reporting to Building Manager and relevant stakeholders. Ensure all electrical work is performed in accordance with relevant legislation including Electricity Supply Act 1990, Occupational Safety and Health Act 1994, and Bank Negara Malaysia guidelines where applicable. Adhere to bank security protocols when accessing restricted areas or working near sensitive banking infrastructure.

Energy Management and Efficiency

Monitor energy consumption patterns across the banking facility and identify opportunities for energy optimization and cost savings without compromising operational requirements. Track maximum demand charges and implement load management strategies to minimize electricity costs while ensuring adequate capacity for peak banking operations. Recommend energy-efficient solutions and upgrades to improve facility performance and support the bank's sustainability goals. Prepare monthly energy consumption reports and analysis for the Building Manager, highlighting trends and anomalies. Support sustainability initiatives and energy conservation programs within the facility in alignment with bank corporate responsibility objectives. Monitor power factor and ensure compliance with TNB requirements to avoid penalty charges. Analyze energy usage patterns for different zones including banking halls, offices, data centers, and back-office operations.

Emergency Response and Business Continuity

Serve as first responder for all electrical emergencies and power-related incidents within the facility, recognizing the critical impact on banking operations. Coordinate with TNB during planned or unplanned power outages and manage restoration procedures with urgent prioritization of critical banking systems. Operate and maintain standby generators and UPS systems to ensure uninterrupted power supply to critical loads including core banking systems, ATMs, servers, and security systems. Conduct regular testing of emergency power systems including automatic transfer switches (ATS), ensuring readiness for immediate deployment during power failures. Participate in bank-wide emergency response drills and business continuity exercises, providing technical input on electrical system resilience. Maintain 24/7 availability through on-call roster to respond to critical electrical issues outside regular working hours, understanding that banking operations cannot be interrupted. Execute emergency power restoration procedures in coordination with IT, Security, and Operations teams to minimize business impact. Maintain detailed emergency contact lists and escalation procedures for various power failure scenarios.

Documentation and Reporting

Maintain comprehensive records of all electrical maintenance activities, inspections, test results, and repairs in accordance with banking documentation standards. Prepare and submit statutory reports to Suruhanjaya Tenaga as required by regulations with copies to Building Manager. Keep accurate logs of high voltage switching operations and equipment status with timestamped entries for audit purposes. Maintain up-to-date single-line diagrams, as-built drawings, and equipment specifications for all electrical systems. Document equipment warranties, service contracts, and vendor contact information in organized filing systems. Prepare regular reports for the Building Manager on electrical system performance, maintenance activities, incidents, and recommendations for improvements. Maintain records of electrical contractor certifications and ensure compliance with regulatory requirements and bank vendor management policies. Provide documentation support for internal audits, regulatory inspections, and compliance reviews. Generate incident reports for any electrical events affecting banking operations with root cause analysis and preventive measures.

Coordination and Supervision

Liaise with TNB on matters relating to power supply, maintenance coordination, new connections, and capacity upgrades to support bank expansion. Coordinate with building management and bank operations teams on electrical works affecting banking services, ensuring advance notice and proper scheduling. Supervise and monitor electrical contractors and vendors performing work within the facility, ensuring compliance with bank security and safety protocols. Provide technical guidance to facilities team members on electrical matters and support their professional development. Coordinate electrical shutdown schedules with IT, Operations, and business units to minimize disruption to banking services and customer experience. Work closely with other building systems teams including HVAC, fire safety, building automation systems, and physical security to ensure integrated facility operations. Participate in change management processes for any electrical work affecting critical banking infrastructure. Attend regular coordination meetings with Building Manager and facility stakeholders to discuss electrical system performance and upcoming activities.

Asset Management and Lifecycle Planning

Maintain inventory of critical electrical spare parts and consumables specific to the facility's equipment to minimize downtime during failures. Recommend equipment replacements and upgrades based on condition assessments, lifecycle management, and alignment with banking operational requirements. Manage electrical equipment asset registers and maintenance histories using computerized maintenance management systems (CMMS). Ensure proper storage and handling of electrical materials and equipment in designated secure areas. Support capital expenditure planning for electrical system upgrades and replacements, providing technical input and cost-benefit analysis. Track equipment age, performance trends, and failure rates to develop proactive replacement strategies. Maintain relationships with equipment manufacturers and authorized service providers for technical support and parts procurement.

Required Qualifications

Mandatory Certifications and Licenses

  • Valid Certificate of Competency (Chargeman B0) issued by Suruhanjaya Tenaga (Energy Commission of Malaysia) - MANDATORY
  • Current registration with Suruhanjaya Tenaga as a competent person
  • First Aid certification (or willingness to obtain)
  • Working at Heights certification (if applicable to facility requirements)
  • Confined Space Entry certification (preferred)

Education

  • Diploma or Certificate in Electrical Engineering, Electrical Technology, or related discipline from recognized institution
  • Technical training in high voltage systems and electrical safety

Experience

  • Minimum 5-7 years of experience as a B0 Chargeman in commercial, corporate, or large-scale facilities
  • Experience in banking, financial services, data center, or mission-critical environments strongly preferred
  • Proven experience managing 11KV electrical distribution systems with high reliability requirements
  • Experience with facilities of substantial size (preferably 150,000 sq ft and above)
  • Familiarity with TNB requirements, procedures, and coordination processes
  • Experience with transformers ranging from 1000 kVA to 2000 kVA or higher
  • Experience supporting 24/7 critical operations and understanding of business continuity requirements

Technical Knowledge and Skills

  • Comprehensive knowledge of Electricity Regulations 1994 and amendments
