FEMA Program Management Services
Position Overview
The QA/QC & Reporting Analyst will support quality assurance, quality control, reporting, documentation, and performance management activities for FEMA disaster recovery and Public Assistance programs.
The position will help ensure that program deliverables, project documentation, reports, and data are accurate, complete, consistent, and aligned with applicable FEMA requirements, client standards, and established program procedures. The role will work closely with the Program Manager, Project Managers, Program Controls, Financial & Grants, Grants/Compliance teams to identify deficiencies and support timely corrective actions.
Key Responsibilities
- Conduct quality assurance and quality control reviews of project documentation, reports, deliverables, and program records.
- Review program and project information for accuracy, completeness, consistency, and compliance with established standards and procedures.
- Develop and maintain reporting templates, quality control checklist, procedures, and documentation standards.
- Prepare and consolidate project and program status reports, dashboards, performance metrics, and management reports.
- Coordinate with Project Managers and functional leads to validate data, resolve discrepancies, and ensure timely submission of required reports and deliverables.
- Identify documentation, reporting, and quality deficiencies and track corrective actions through resolution.
- Support audits, monitoring reviews, client reviews, and requests for information by organizing and validating supporting documentation.
- Monitor reporting deadlines, deliverable requirements, and quality standards across assigned workstreams.
- Analyze program data and reporting trends to identify recurring issues, performance gaps, and opportunities for process improvement.
- Support continuous improvement initiatives to strengthen reporting accuracy, documentation quality, consistency, and overall program performance.
Required Qualificactions
- Bachelor’s degree in Business Administration, Project Management, Public Administration, Quality Management, Engineering, Data Analytics, or a related field.
- Minimum of 3 years of experience in quality assurance/control, program or project management, reporting, compliance, data analysis, or a related field.
- Experience reviewing documents, reports, data, or project deliverables for accuracy and completeness.
- Strong proficiency with Microsoft Office applications, particularly Excel, Word, and PowerPoint.
- Experience preparing reports, dashboards, presentations, or other management-level deliverables.
- Strong analytical, organizational, and attention-to-detail skills.
- Excellent written and verbal communication skills.
- Ability to manage multiple deadlines and work effectively in a fast-paced program environment.
Preferred Qualifications
- Experience supporting FEMA Public Assistance, disaster recovery, infrastructure recovery, or federal programs.
- Familiarity with FEMA Grants Portal, Project Worksheets, Damage Inventories, scopes of work, or related disaster recovery documentation.
- Experience with Power BI, Microsoft Project, or other reporting, data visualization, or project management tools.
- Experience developing QA/QC procedures, checklists, reporting standards, or corrective action processes.
- PMP, CAPM, Lean Six Sigma, or other relevant certification.
- Experience working in Puerto Rico or other post-disaster recovery environments.
- Bilingual English/Spanish communication skills are preferred.

Work Environment and Travel
This position may be based in a remote, or client-site environment depending on contract requirements. The position may require regular travel to client offices, project sites, field locations, meetings, and other program-related activities.
