Job Summary
Our client, a leading company in the Petroleum & Logistics industry, is seeking an experienced Area Maintenance Manager to oversee engineering projects, maintenance operations, asset reliability, and technical activities across assigned retail locations. The successful candidate will lead the execution of new retail outlet construction and facility upgrade projects while ensuring effective planned and reactive maintenance across assigned sites. The role will also involve contractor management, budgeting, regulatory compliance, HSE, asset reliability, and leadership of regional technical teams.
Key Responsibilities
1. Project Management
- Lead the end-to-end execution of new retail outlet construction and facility upgrade projects.
- Ensure projects are delivered on time, within budget, and according to corporate specifications.
- Coordinate engineering activities with contractors, vendors, consultants, and internal teams.
- Monitor project progress, quality, costs, and timelines and address issues promptly.
2. Maintenance Operations
- Direct regional technical teams in delivering Planned Preventative Maintenance (PPM) and Reactive Maintenance across assigned retail locations.
- Develop and monitor maintenance schedules to ensure timely completion of planned activities.
- Respond to equipment breakdowns and maintenance issues and ensure corrective actions are implemented promptly.
- Ensure maintenance activities are carried out safely and according to required standards.
3. Asset Reliability
- Ensure maximum reliability and minimum downtime of critical station equipment.
- Monitor the condition and performance of Underground Storage Tanks (USTs), piping, fuel dispensers, canopy structures, and point-of-sale automation systems.
- Analyse equipment failures and breakdown trends and implement measures to improve asset reliability.
- Ensure appropriate maintenance strategies are in place for critical assets.
4. Contractor & Vendor Management
- Supervise third-party contractors and vendors undertaking civil, electrical, and mechanical works.
- Issue permits to work and review Risk Assessments and Method Statements (RAMS).
- Monitor contractor performance, quality of work, timelines, and costs.
- Ensure contractors strictly follow company requirements and Health, Safety and Environment (HSE) procedures.
5. Budgeting & Cost Control
- Develop and manage maintenance budgets for assigned areas.
- Monitor operational expenditure and identify opportunities for cost optimisation.
- Negotiate and manage vendor contracts where required.
- Monitor energy consumption, operational efficiency, and spare parts inventory.
- Ensure maintenance activities are delivered within approved budgets.
6. Regulatory & HSE Compliance
- Coordinate with authorities including EWURA, OSHA, and NEMC on project approvals, site inspections, and compliance requirements.
- Ensure engineering and maintenance activities comply with applicable environmental, safety, and regulatory requirements.
- Maintain proper records of inspections, approvals, permits, and compliance activities.
- Promote a strong safety culture across all maintenance and project activities.
7. Continuous Improvement
- Conduct regular site inspections to identify maintenance requirements, operational risks, and areas for improvement.
- Analyse maintenance data, breakdown trends, and equipment performance.
- Develop and implement initiatives to improve machine reliability and reduce downtime.
- Evaluate contractor performance and recommend improvements where necessary.
8. Team Leadership
- Lead, coach, and develop regional maintenance and technical teams.
- Coordinate work allocation and maintenance schedules to ensure effective service delivery.
- Ensure technicians receive appropriate technical, legal, and safety training.
- Promote accountability, teamwork, and a strong culture of service excellence.
Qualifications & Requirements
- Bachelor’s Degree / B.Sc. / B.E. in Civil Engineering or Electrical Engineering
- 5–8 years of relevant professional experience in engineering, maintenance, and project management.
- Minimum 2 years of experience in a supervisory or management role.
- Mandatory experience in managing and executing engineering projects within the Petroleum Retail sector.
- Strong experience in petroleum retail construction, retail outlet development, facility upgrades, or related engineering projects.
- Candidates with relevant petroleum retail experience from established local companies such as TotalEnergies, Oryx, or similar organisations will be highly considered, while international/India-based candidates with relevant experience from companies such as Reliance, Nayara, or similar organisations may also be considered.
- Experience managing contractors, vendors, consultants, and technical teams.
- Strong understanding of petroleum retail facilities, engineering works, maintenance operations, and asset reliability.
- Good knowledge of HSE requirements and regulatory compliance within petroleum-related operations.
- Experience working with relevant authorities and regulatory requirements will be an advantage.
- PMP or related project management certification is highly desirable.
- Strong project management, problem-solving, budgeting, cost-control, and reporting skills.
- Strong leadership, communication, coordination, and stakeholder management abilities.
