The Opportunity:

CACI is seeking a Task Order Manager to join our team supporting Department of Homeland Security. This person is responsible for planning, direction, and overseeing the DSS HQ’s Network Operation Center, Security Engineering, and Information System Security Officer support teams under the CISO directorate. This role provides overall technical, security, and program management leadership for cyber, systems/applications, network, and AI-enabled services supporting the HQ IT enterprise. The Task Order Manager is responsible for coordinating task orders, acting as the main point of contact with DHS Federal Stakeholders, and ensuring all assistance aligns with mission requirements and service level goals. This manager will primarily report to CACI’s facility with occasional meetings at the DHS facilities within the NCR.


Responsibilities:

             Provide overall leadership, direction, and day to day management for all work performed under the CISO Task Order, ensuring alignment with DSS 3.0 objectives, service levels, and security requirements
             Serve as the primary point of contact with the DHS CISO Directorate Stakeholders overseeing the Security Engineering, NOC, and ISSO teams, driving services, products, and innovations, coordinating status, risks, and decisions, and ensuring clear, timely communication
             Organize, direct, and manage complex, inter related IT and cybersecurity projects spanning systems engineering, network operations, endpoint services, cloud integration, and security engineering in both classified and unclassified environments
             Ensure effective IT service management using ITIL processes (Incident, Problem, Change, Event, Configuration, and Release Management), integrating these with DHS SELC and HQ governance to support secure, resilient operations
             Develop, implement, and maintain a staffing plan that ensures sufficient cleared and qualified personnel across all required roles (systems, network, security, service desk, AI support, project management) to meet dynamic workload and surge demands
             Monitor performance metrics against DHS SLAs, conduct regular reviews to identify trends or patterns, and implement corrective actions, innovations, and process improvements
             Lead transition in and transition out activities for the task order, ensuring seamless knowledge transfer, asset handoff, and continuity of secure services with no degradation in availability or security posture
             Direct integration efforts across the end user services and IT lifecycle, ensuring that CISO relevant tools, controls, and processes are consistently applied across infrastructure, cloud, and application environments
             Oversee implementation and remediation of IT infrastructure and systems Plan of Action and Milestones (POA&Ms) and vulnerability mitigation activities in coordination with HQ security engineering and compliance teams
             Ensure robust backup, restore, disaster recovery, and continuity of operations planning and execution for systems and services within the CISO task order scope, supporting COOP and continuity of government objectives
             Drive continuous improvement, process standardization, and performance management for security and IT operations, including metrics, dashboards, and reporting for availability, incidents, vulnerabilities, and compliance
             Oversee development and delivery of end user training and documentation related to security tools, policies, and secure use of HQ IT services, ensuring materials are updated as services and threats evolve
             Ensure rapid response (within defined timeframes) to performance, service, delivery, and technical issues, ensuring timely escalation and resolution of critical incidents and security-related events

             Act as a senior escalation point and be ready to authorize resources for real-time reallocations and/or to take necessary actions to resolve incidents and requests
             Ensure incident response process is followed at all times but especially during major outages and security incidents
             Perform additional duties as assigned.



Qualifications:

Required: 

             Ability to obtain a DHS Entrance on Duty (EOD)
             Ability to obtain a Top-Secret w/SCI clearance
             Bachelor’s degree and 15 years of relevant experience or equivalency
             ITILv4 Foundations w/strong command of ITIL best practices and framework
             Proficiency with SNOW
             Demonstrated experience managed teams delivering systems, network, and security operations for mission-critical environments
             Strong customer facing experience operating at a senior level, including conducting PMRs, collecting requirements, and setting expectations
             Experience with crisis or incident response and documented post-mortem reporting

             Excellent written and verbal communication, including executive-level briefing skills
             Proven ability to lead, coach, and develop technical teams
             Ability to travel locally within National Capital Region



Desired:

             Previous DHS or DoD experience
             Masters degree in Cybersecurity, Information Assurance, IT Management or related technical field
             Project Management Professional
             ITIL v5
             Demonstrated experience leading AI or automation initiatives, cloud and hybrid-cloud integrations, and security controls

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$120,800 - $265,800
