About This Position
Austin Facilities Management (AFM) is seeking an Inventory Control Manager I to plan, direct, and manage the department's materials and inventory operations, including surplus inventory, uniform inventory and procurement, fleet inventory coordination, and citywide mail room services that receive and deliver mail for the entire City of Austin government. This position supervises a team of 4-6 staff members, including mail room personnel, and is responsible for developing strategies that optimize inventory levels, manage vendor and contract relationships, and ensure efficient service delivery to every City department and employee who relies on AFM's support functions.
The ideal candidate will bring strong inventory management expertise, budget and contract oversight experience, and proven supervisory skills to lead a multi-functional team through competing priorities and daily operational demands. In this role, you will lead the implementation of 5S methodology to improve workspace organization across AFM facilities, manage a $100,000+ operational budget, oversee uniform procurement contracts, and develop the systems and processes that keep materials moving efficiently across the City. Job Description:
Manager I, Inventory Control
Purpose:
Under general direction, this position plans, directs, and manages the programs, activities, and personnel engaged in materials and inventory management, including developing and implementing strategies to manage departmental inventory operations, scheduling and coordination, inventory management and purchasing.
Duties, Functions and Responsibilities:
Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.
Develops and implements strategies to manage departmental inventory operations by initiating reviews of internal and external processes, identifying problem areas, and establishing action plans for improvement; directs reviews of inventory levels to maximize return on investment and materials availability; ensures the transfer of assets into inventory and coordinates with stakeholders to meet requirements.
Develops and implements strategies to manage the timely procurement, use, and disposition of materials; initiates stakeholder meetings to ensure understanding of priorities and to identify shortfalls that could impact departmental mission; and reviews and implements new material standards.
Oversees the development of new contracts to include researching purchase history and product information; coordinating and compiling requirements; developing specifications/scopes of work, effective terms and conditions, and contractor performance measurements; managing contractor and vendor performance for compliance with contract terms and conditions; and resolving or leading the resolution of contract issues.
Develops business cases for new mission changes by evaluating new customer requirements, determining resources needed, validating costs, creating supporting documentation, and presenting a business plan to support increased requirements.
Manages evaluation of new inventory management systems and enhancement of existing systems by identifying deficiencies in existing systems, providing supporting documentation for new systems, coordinating needs, presenting requirements to stakeholders, and participating on internal team to review and test new systems.
Prepares annual budget, initiates purchase requests, schedules expenditures, analyzes variances, and initiates corrective actions. Monitors and ensures section operates efficiently within appropriated budget.
Oversees staff management of inventory investment which may include an annual physical inventory; customer participation and validation of items; submission of findings to departmental financial management for appropriate action; identification of items for disposition.

Minimum Qualifications:
Graduation with a Bachelor’s degree from an accredited college or university with major course work in a field related to the area supported, plus five (5) years of related experience, including two (2) years of experience which were in a supervisory or management capacity.
Experience may substitute for education up to the maximum of four (4) years.
Graduation with a Master’s degree from an accredited college or university may substitute for up to two (2) years of experience.
Licenses and Certifications Required:
Valid Texas Class C Driver License, if required for the position.
Legally mandated training must be completed within one (1) year of employment, if required for the position.
Preferred Qualifications:
Experience developing or implementing inventory management strategies, such as stock levels, reorder points, or safety stock.
Experience supervising or leading a team, preferably in a warehouse, inventory, or materials management environment.
Experience managing a budget and overseeing vendor/contractor relationships, including contract specifications and performance evaluation.
Experience implementing 5S or a similar lean/organizational methodology.
