Job Title: BSA/AML Manager
Position Location: Raleigh, NC. Hybrid - 2 days in office.
Job Summary:
The BSA/AML Manager leads, develops, implements, and maintains the Credit Union's Bank Secrecy Act (BSA), Anti-Money Laundering (AML), USA PATRIOT Act, Office of Foreign Assets Control (OFAC), and Customer Identification Program (CIP) compliance programs. This role serves as a subject matter expert, provides guidance across the organization, ensures regulatory readiness, and mitigates financial and reputational risk.
As a key contributor to the Coastal team, your responsibilities will be:
- (30%) Program Development, Oversight, and Regulatory Compliance: Develop, implement, and maintain a comprehensive compliance framework to ensure ongoing adherence to BSA, AML, USA PATRIOT Act, OFAC, and CIP regulations. This includes revising and implementing compliance policies, operational procedures, forms, and internal controls to meet regulatory standards and Credit Union best practices.
- (20%) Risk Assessment and Compliance Monitoring: Design, facilitate, and maintain the annual BSA/AML risk assessment, including evaluating products, services, members, delivery channels, and geographic exposure. Monitor the effectiveness of compliance controls, assess ongoing compliance with regulatory requirements, and make revisions to risk mitigation efforts as conditions and regulations evolve.
- (20%) Regulatory Examinations, Audits, and Reporting: Prepare for, coordinate, and support regulatory examinations and internal or external audits related to BSA/AML and OFAC compliance. Manage compliance examination responses, track findings, implement corrective actions, and oversee required regulatory reporting, including reports designated by FinCEN.
- (15%) Advisory Support, Research, and Subject Matter Expertise: Serve as the Credit Union's BSA/AML subject matter expert by advising management and employees on regulatory requirements, emerging risks, and evolving regulatory guidance. Research and respond to inquiries and consult with leadership on the establishment and enhancement of compliance controls.
- (15%) Training, Communication, and Operational Risk Mitigation: Coordinate and administer BSA/AML and fraud-related training programs for Credit Union employees. Maintain regular communication with employees involved in BSA/AML-related functions, support reviews of business controls, participate in new product or special project reviews, and ensure staff remain current on fraud patterns, suspicious activity indicators, and regulatory expectations. Ensure division's ongoing compliance operations with business continuity practices.

Team of BSA/AML Analysts and Specialists (approx. 6).

Experience:
- Eight years in BSA/AML and OFAC compliance with a Credit Union, bank, or regulated financial institution managing or overseeing an AML/BSA compliance program, including SAR/CTR filings and OFAC screening
- Hands‑on experience with regulatory examinations and audits, including direct interaction with regulators (e.g., NCUA) and responsibility for exam preparation, response, and remediation
- Experience in risk assessments related to AML, OFAC, sanctions, and financial crimes, including methodology development and documentation
- Experience interpreting and applying federal regulations and guidance (BSA, USA PATRIOT Act, OFAC sanctions programs, FinCEN guidance)
- Experience supervising or leading AML analysts or investigators, including workflow oversight, quality assurance, and escalation decisioning
Education:
- Related bachelor's degree or four years of additional experience in lieu of degree
- Current Certification Bank Secrecy Act or the ability to procure it within 90 days
