The City of Bellevue is working on a long-term city-wide program to implement modern, user-friendly enterprise technologies that will make work more efficient and provide better data insights. This program called Business Transformation, will ensure Bellevue’s business systems, processes, employees, and technology meet the needs of the community and workforce, both now and in the future.
We are looking for an enthusiastic and experienced Organizational Change Management Lead to join our Business Transformation Program team, under the Information Technology Department. You will bring strong strategic, analytical, and communication capabilities, paired with a commitment to driving positive organizational change and supporting people through transformation. As a core member of the program team for this highly complex effort, you will be responsible for supporting the implementation and adoption of multiple critical enterprise systems.
This role is a limited term with an expected duration of 5 years.

The successful candidate will have the following essential duties and responsibilities:
- Design, implement and oversee comprehensive change management strategies, methodologies, tools and plans to support the successful adoption of city-wide Business Transformation change initiatives and enterprise system deployments.
- Provide coaching, guidance, training and support to leaders and employees on Business Transformation change management strategies, methodologies, tools and plans, promoting a positive and resilient organizational culture.
- Lead and guide cross-functional teams in executing Business Transformation change initiatives, ensuring alignment with Business Transformation goals and objectives and managing and mitigating potential risks and challenges to ensure desired outcomes are achieved.
- Monitor and evaluate the effectiveness of change initiatives, capturing feedback and making necessary adjustments to change management strategies, methodologies, tools and plans.
- Stay up to date with industry best practices and emerging trends in organization change management.
- Provide direction, guidance and support to those completing change management tasks on Business Transformation initiatives.
- Proven experience introducing and overseeing organization change management practices for an organization, including technology and business initiatives.
- Strong expertise in Change Management frameworks
- Experience and knowledge of change management principles, methodologies and tools
- Strong leadership skills, with the ability to motivate and inspire others during times of change.
- Exceptional communication skills, both written and verbal, with proven ability to effectively engage and influence at all organization levels.
- Exceptional problem-solving and decision-making abilities, with a strategic mindset.
- Proven ability to navigate ambiguity and adapt to evolving organizational needs.
Education, Experience, and Other Requirements
- Bachelor's Degree in communications, business management or related field. Master's in organizational development or leadership preferred.
- Five or more years of progressively responsible related experience in organizational change management or related roles, with a proven track record of leading enterprise-wide change initiatives.
- Prosci or CCMP certification preferred.
- Project Management skills and experience preferred.
FLEXIBLE/HYBRID WORKING:
A hybrid work schedule is available for this position after an orientation period. Remote work for this position is subject to the department's operational needs and will be discussed with candidates during the selection process. Full-time remote work is not an available option. Once hired, employees must reside in the State of Washington and within reasonable commuting distance to Bellevue City Hall.
Limited Term Employee (LTE): A fully benefited employee appointed to serve in a position scheduled to work a minimum of 30 hours a week for a specific project with a specific ending date which is anticipated to last more than five months but in no event longer than five consecutive years (60 months).
