GIS Software Developer (TS/SCI) — Geospatial Applications

Location: Arlington, VA (on-site at federal facilities)
Clearance: Active Top Secret/SCI security clearance
Citizenship: U.S. citizenship required

About the Role

cFocus Software Incorporated is seeking a GIS Software Developer to enhance and sustain mission-critical geospatial modeling and analysis applications for DHS CISA, including the platforms the Government uses to map and assess the nation's communications infrastructure. You will develop within a secure, classified environment under a disciplined federal SDLC, with full ownership of the development repository, build pipeline, and delivery documentation.

Responsibilities

  • Enhance and upgrade Government geospatial software tools, models, and features — including infrastructure mapping and internet analysis platforms — following the DHS Systems Development Life Cycle (SDLC) and Section 508 accessibility compliance guidelines
  • Prepare and present decision briefings to the Government for approval prior to initiating any development, from minor changes to large-scale enhancements; design and develop as prioritized and directed by the Government
  • Deliver complete documentation, annotated source code, references, libraries, and third-party dependencies for all applications
  • Migrate application development and testing entities to designated Government cloud/enterprise environments as directed
  • Maintain the development repository as the primary storage for all tool development; enforce synchronization between the repository and precompiled source for production builds using industry best practices for version control
  • Communicate all repository updates to the Government through documented change lists
  • Produce and deliver a Tool Installation and User Guide with each tool developed or updated
  • Conduct training on new and updated tools upon delivery and semi-annually thereafter, in lecture/demonstration format for larger audiences and desk-side for small groups, including preparation of training guides
  • Apply information system security engineering principles per NIST SP 800-27 throughout specification, design, development, implementation, and modification
  • Create and implement security assessment plans; perform unit, integration, system, and regression testing commensurate with modification complexity; produce documented evidence of security test execution; and operate a verifiable flaw remediation process
  • Support integration of application code, data dependencies, and frameworks during Government-directed environment migrations and any transition activities

Required Qualifications

  • Active, final Top Secret/SCI clearance granted by the U.S. Government; U.S. citizenship
  • Bachelor's degree with three (3) years of specialized experience, Master's degree with one (1) year, or seven (7) years of equivalent specialized experience
  • Demonstrated experience developing applications including user interfaces, workflows, and APIs
  • Experience developing on or integrating with the ESRI ArcGIS platform (e.g., ArcGIS API for JavaScript, ArcGIS API for Python, ArcGIS Enterprise services)
  • Proficiency with disciplined version control (Git or equivalent) in controlled or air-gapped environments, including repository synchronization and documented change management
  • Experience developing under a formal federal SDLC with decision-gate briefings and Government-approved requirements
  • Working knowledge of federal security policy environments such as DHS 4300A/4300B and NIST SP 800-53, and secure coding / security testing practices
  • Section 508 accessibility compliance experience
  • Strong technical documentation skills, including installation guides, user guides, and annotated source code
  • Availability for occasional after-hours support during national emergency surge events

Preferred Qualifications

  • Python and JavaScript proficiency; experience with geoprocessing services and web GIS application patterns
  • Experience developing in classified enclaves or secure facilities
  • Database-backed geospatial application experience (enterprise geodatabases, spatial SQL)
  • Experience with automated testing frameworks and CI practices in restricted environments
  • Prior DHS, DoD, or intelligence community software delivery
