Job Purpose:
Rapid Interventions Through Shared Engagement (RISE) is funded by the U.S. Department of State, Bureau for Humanitarian Assistance and Disaster Response (DHR) through the RISE Consortium Fund. The project will be implemented in Gaibandha, Jamalpur districts. In Gaibandha district, activities will be carried out in Gaibandha Sadar and Fulchari upazilas. In Jamalpur district, the project will cover Islampur and Madarganj upazilas. Duration of this project is initially 12 months. Project also covered at Cox’s bazar as well under Rohinga camp and host community.
The M&E Officer, reporting to the Project Manager will be engaged as a full-time employee and will be responsible to the implementation of the monitoring and evaluation (M&E) activities and ensure the result-based management in the project areas as per the project design. The position holder will develop/customize different M&E tools/system/process/M&E plan and implement an efficient project M&E, track output delivery and assess outcomes to understand project progress towards achieving objectives, hold regular routine monitoring, post distribution monitoring, survey design and conduction, compile information and produce monthly / quarterly report for project management team to take decisions. Data quality assurance is one of the key responsibilities of this position holder and will provide effort for capacity building of staff on updated M&E issues to ensure data integrity and data management. The M&E Office will support the Project Manager for donor reporting and manage the RISE (consortium) reporting systems per need.
S/he will continuously perform back-end scripting in cloud-based applications (ODK, KoBotoolbox) to collect data and validate to prepare any ad-hoc reporting for the Project Manager. The staff would liable to conduct and ensure the quality of baseline and end-line surveys in consultation with PQ Manager –National Office. This position will require frequent field visits and participation in various audit/DQA/monitoring events and sharing the findings with the Supervisor and implementation management team in consultation with PQ Manager –National Office. S/he needs to facilitate different need-based training to mitigate the findings and build the capacity of field implementation colleagues on to day aspect of M&E, reporting and quality data flow system. S/he will also be responsible for data centre administration comprising with mid ranged applications for reporting to the donor.
Key Objectives:
Provide technical support and guidance to the project team, result-based management and the targets of the project.
Establish on going monitoring and effective PDM monitoring and analytical report writing.
Lead & provide technical support to conduct any assessment study and review of secondary data support to the development of further project concept note and project proposal appropriately for the Grant & PNS project (as applicable).
Guide for developing and reviewing project log-frame, M&E plan, ITT and DIP (if required) based on assessment results/ concept note and develop project implementation guidelines for proper implementation of project interventions in collaboration with the project team.
Guide & provide technical support for developing and reviewing ToR, including survey methodology, sampling technique, sample size selection process, data collection tools and guidelines etc. for conducting baseline & evaluation of the project as per the schedule.
Take the lead to develop M&E & MIS system, including monitoring tools/checklist/format, M&E work plan to monitor progress towards achievement and ensure the quality of monitoring data regular basis.
Take the lead in developing project reports (quarterly, semi-annually and annually) as per donor required standards.
Conduct data validation at the field level and share results with respective stakeholders for making corrective decisions.
Ensure M&E relevant reports/documents are available during the project implementation period for next level uses.
Build the capacity of project staff members for the effective functioning of the monitoring system.
Conduct study/research/meta-analysis (quantitative & qualitative) to measure impacts, identify gaps and document learning to make programmatic decisions.
Work closely with WVB AP, APC, Cluster and NO departments as per requirement.
Keep reporting system functional at a monthly basis which will contribute to the WVB National Officer's total achievement.
Design, plan, implement and maintain MIS operation and M&E system
Design and support baseline survey, following the RISE guideline, update ITT and other M&E documents as appropriate.
Assist in developing and formulating M&E plan with defined indicators and a reporting schedule aligned with project requirements.
Provide extensive support for developing M&E framework for new intervention or extension. Ensure clear and concise M&E plan for tracking progress.
Ensure indicators and targets, data collection methodology and relevant tools for monitoring and reporting of project activities and results
Maintained M&E system with up-to-date information for donor reporting
Both offline data development systems and online comprehensive cloud-based application/database development and implementation (Kobotool, offline base data tracking system)
Determined core information needs of the project management team and donors.
Maintained procedures for data gathering from data sources, report automation and dissemination.
Develop and implement routine monitoring for quality implementation of the project.
Perform regular data analysis and share findings to the project team to make appropriate decisions.
Organizational learning, strengths and challenges are properly documented.
Complete project closure report as per donor guideline.
Process Documentation, Training and Dissemination
User manuals for operating the system for internal and external users are prepared for database and cloud-based application including ODK/ KoBotoolbox.
Manage the MIS of the project and provide necessary inputs on database development, data transfer/uploading from remote devices (tablets) to the project server as well as in operating the database system.
Training materials related to system operation prepared and trained.
M&E and MIS standards and procedures relevant sectors disseminated timely and efficiently.
Support to prepare standard operating procedures (SOP) in collaboration with the project team for quality deliveries of project interventions, where applicable and share with the field implementation team.
Access to Information, security, safeguarding and data support
All relevant users’ access to the database system ensured.
Operational reports produced efficiently.
Beneficiary tracking system operational and data security secured.
Ensured disaggregated data/ integration and social inclusion in field implementation.

Maintenance Planning, Monitoring, Data validation and consistency check using DQA
Develop and implement a data quality assurance process and implement periodic data quality audits.
Proper monitoring of database security and backup schedules ensured for indicators, ITT, etc.
Registration, Inventory, Output Matrix, risk matrix, Service, shelter information and distribution labelling maintained.
Data validation by looking at data sources and at database was conducted.
Ensured data integrity, consistency, accuracy, and timeliness to implement processes in donor indicators reporting.
Support to implement project-level requirements and initiated necessary processes promptly to keep the process uninterrupted.
Coordinate, collaborate and work closely to extend technical support to relevant staff including stakeholders
Provided necessary support to program assessments, baseline, study and evaluations.
Provide day-to-day support to staff for routing monitoring, quality monitoring, different rapid survey/ assessments/ capacity assessment.
Actively engage with partners for implementation and monitoring on the progress and project deliverables, jointly work and support for need based capacity building. Ensure engagement, participation and contribution of partner staff in every step of M&E activities.
Reporting and visualizing the changes
Indicators reporting to donor RISE reporting link as guided by the the project Manager and PQ Manager in NO.
Narrative report to the Project Manager visualizing the impact and changes, whether negative or positive for improvement or celebration.
Feedback report to the field implementation team for improvement in case of gap/s identified.
PBI dashboard maintain for data visualization and reporting
Knowledge, Skill & Experience:

Education:
Master’s degree in Statistics/Social Science/Anthropology/Economics/Data Science or relevant subjects
Required Professional Experience:
Consecutive 5 years/+ of relevant working experience in the area of M&E, MIS and large volume of database management.
Intensive experience on grants funded project on leading M&E activities and MIS.
Experiences on working with mobile devices and windows based mobile applications.
Data analysis skill using SPSS/Excel and familiarize on AI tools and applications
Problem solving and decision making and high skill on presentation.
Previously worked in emergency program/project data management and reporting experience for some renowned grants funded project.
US funded project experience will be added value, but highlights at least major donors experience like EU/ADH/MOFA Japan/GAC/DFAT Augtralia etc.
Knowledge and Skills :
Advanced knowledge on M&E, reporting, documentation, designing and security of large-scale database systems both in offline and online cloud system.
Sound knowledge on database backup, maintenance, replication and synchronization setup along with performance monitoring techniques expected.
Program performance monitoring skills based on indicators set at the results framework and expertise in data validation tools and techniques.
Training facilitation skills and ability for presenting M&E and learning agenda related to critical/technical phenomenon in non-technical audience.
Data analysis skills using SPSS/STATA, Excel, Access is highly required.
Knowledge on ODK/Kobo scripting is must.
Donor reporting experience and understanding on donor compliances.
Healthy, well fit and interested to travel remote villages.
Expert in motorcycle driving and have valid driving license.
Required Language(s):
Excellent communication skills in both Bangla and English (written and spoken).
Strong English report writing and documentation skills.
