The Manager, Security and Emergency Services oversees security operations, emergency preparedness, life safety programs, third-party contracts, security technology, budgets, forecasting, accruals and stakeholder relationships at Square One Shopping Centre (SQ1). It requires a decisive leader who can manage major incidents, coach internal and contracted security teams, collaborate with tenants and public authorities, and implement projects on budget and within targeted deadlines.

The Manager, Security and Emergency Services, reporting to the Director, Square One, is responsible for safeguarding the property, supporting a safe and welcoming environment, and ensuring compliance with corporate safety, security, emergency management and health and safety policies, procedures and applicable legislation.

You Will Be Responsible For

Security Operations Management and Leadership

  • Oversee day-to-day shopping centre security operations, including the direct management and development of the Assistant Security Manager (ASM) and the oversight and management of the third-party security contractor.

  • Manage and build all stakeholder relations with the Peel Regional Police (PRP), Emergency Services, and City personnel.

  • Work with the SQ1 Director and team on security related events including, but not limited to, the Santa Clause Parade.

  • Working with the ASM, ensure effective patrols, CCTV monitoring, body-camera review, access control, opening and closing procedures, security briefs, standard operating procedures and scheduling practices.

  • Drive a strong customer service culture (both tenants and customers) as part of the everyday operation of the Security Department.

  • Coach the ASM, the contractor Lead Supervisor and Supervisors to support sound decision-making, consistent performance and team growth.

  • Review security reports and incident interactions, identifying corrective actions and delivering coaching where required.

  • Act proactively to identify any security risks or concerns and meet regularity with the Director to review these with potential solutions (working with respective operations team members).

  • Work out of the Security Office at least 50% of the time including interactions with all security and supervisors to ensure full understanding of the department and current requirements.

  • Working with the ASM, respond to major security incidents and coordinate with police, fire, emergency medical services and other authorities as needed.

  • Work with Oxford corporate security to ensure compliance with all assessments, standards, and guidelines

  • Ensure a high level of team culture within the Security Department and enhance cooperations with the SQ1 operations personnel (i.e.: Senior Operations Manager (SOM), Marketing Manager, Specialty Leasing Manager).

  • As required, be available after hours and weekends during any high level incidents or emergency situations.

  • Develop and maintain a strategic and outward-facing vision for property security by researching, recommending, and implementing innovative, technology-driven solutions that enhance safety, operational effectiveness, and the overall guest and tenant experience.

Contract Oversight, Budget and Security Technology

  • Manage security and life safety budgets, contracts and third-party vendors, including surveillance, alarm systems, security personnel paid duty PRP and related services.

  • Ensure contracted services are delivered in accordance with agreements, coverage requirements and performance expectations.

  • Working with the SOM, estimate, recommend and implement capital and operational security projects on budget and within targeted deadlines.

  • Responsible for building and inputting the annual budget, monthly variance analyses, monthly accruals (tracking and system inputting) and quarterly reforecasting.

  • Continuously evaluate, recommend, and support the implementation of emerging security technologies, including participating in pilot projects and innovation initiatives that enhance security effectiveness and operational efficiency.

Emergency Planning, Life Safety and Response

  • Develop, maintain and update the site Emergency/Incident Response Plan in alignment with corporate procedures, national program guidance and industry standards.

  • Lead emergency preparedness and response programs for tenants, internal staff and security personnel.

  • Plan and conduct annual fire drills, emergency evacuations and other training exercises, including Incident Command System, bomb threat, pandemic and active-threat response.

  • Manage real-time responses to fire alarms, medical emergencies, evacuations, active threats and other critical incidents.

  • Ensure the site has appropriate emergency response resources and that required training is completed by internal and external parties.

  • Lead the Incident Command team as related to security matters.

  • At least once a week, and in conjunction with the ASM or Lead Supervisor, conduct a thorough centre tour/inspection focusing on back corridors, stairwells, entrances, and parking decks.

Health and Safety Responsibilities and Accountabilities

  • Oversee the compliance with employer responsibilities under the applicable provincial occupational health and safety legislation and corporate procedures.

  • Apply and enforce legislative roles and responsibilities and support the effective operation of the site Health and Safety Program.

  • Provide advisory leadership to the Health and Safety Committee, ensuring meetings are conducted and required information boards remain current.

  • Conduct accident, illness, injury and near-miss investigations in accordance with the Corporate Health and Safety Manual.

  • Coordinate prescribed notifications to the Ministry of Labour or other authorities when required by applicable legislation.

  • Manage security, life safety, health and safety, community, police and training initiatives on an ad hoc basis.

Customer, Tenant and Stakeholder Relations

  • Maintain strong relationships with tenants, including store managers, Loss Prevention Managers, senior retail leaders, visitors and other stakeholders.

  • Address security concerns and support a safe, welcoming environment for customers, tenants and employees.

  • Align with store management on security needs, incident reporting procedures, store openings, special events and line-up management.

  • Investigate security-related complaints and infractions and support timely, service-oriented resolutions.

  • Coordinate property claims related to medical incidents, injuries, slips and falls, and liaise with risk and insurance partners as required.

  • Responsible for completing all Risk-related reports with internal stakeholders.

Reporting, Compliance and Continuous Improvement

  • Ensure all detailed security incident reports are in compliance with applicable regulations, safety standards and corporate policy.

  • Provide regular updates to shopping centre management on security performance, including trends in theft, vandalism, incidents and areas for improvement.

  • Coordinate with law enforcement to report serious incidents and support follow-up investigations.

  • Monitor security, emergency management, life safety and health and safety procedures on a continual basis and recommend improvements.

  • Collaborate with internal and external stakeholders to mitigate risk and support broader business objectives.

Required Skills & Experience

  • 10 years of security experience. Previous experience in a shopping centre or large institution is considered a strong asset.

  • 5 years of supervisory or people leadership experience managing security teams.

  • Valid Security Licence.

  • Current First Aid and CPR certification.

  • Health and Safety training or certifications.

  • Excellent written and verbal communications skills.

  • Proven success in team building and team culture.

Preferred Skills & Experience

  • Post-secondary education in law enforcement, justice, security, police foundations, emergency management, public safety, protection, security and investigation, or a related discipline.

  • Professional designations such as Certified Protection Professional (CPP), Associate Protection Professional (APP), Physical Security Professional (PSP) or Professional Certified Investigator (PCI) through ASIS are considered an asset.

  • Training and certification in emergency management and Incident Command System.

The expected salary range for this position is $115,000 to $130,000 per year.
