Position Title: Program Manager Analyst

Reports to: Operations Manager

Location: Fort Bragg, NC

Work Schedule: Full-Time, Monday – Friday, 8:00 AM to 4:30 PM

FLSA Status: Non-Exempt 


Position Summary: Aldevra is currently seeking a qualified Program Manager Analyst to support the United States Army Reserve (USAR) in Fort Bragg, NC. We are looking for someone who brings a positive attitude, strong attention to detail, clear communication, and a willingness to jump in where needed. This position is contingent upon contract award.


DUTIES AND RESPONSIBILITIES

The essential functions include, but are not limited to the following:

  • Use information systems and automation tools—including ATAAPS, DCPDS, DCPS, FMS-Web, GFEBS, PROBE, and TAPDB-R—to complete assigned tasks, safeguard PII, and ensure submissions comply with applicable policies and templates.
  • Analyze Force Management structure changes and provide monthly reports on impacts to personnel, workforce shaping, training, recruiting and retention, and performance management.
  • Research and analyze human capital needs, including performance management, benefits, training, and leader development, and provide monthly findings and recommendations to support human capital planning.
  • Provide updates to portions of the document based on changes, called segment updates, seven days of the requested update. 
  • Document, track, and analyze personnel information to assist CPMO in human resource planning, such as succession planning and workforce development. 
  • Update and maintain data in existing Microsoft Access databases and Microsoft Excel spreadsheets to ensure that all personnel information, education, and training reports are current and accurate. 
  • Serve as the quota manager for Civilian Education System (CES) training for the Army Reserve. 
  • Provide a monthly report which analyzes civilian education quota utilization, training needs assessments, competency gaps, and the effectiveness of civilian training programs and civilian leader development programs. 
  • Provide segment updates to this report within seven days of the requested update. 
  • Consolidate FY training program accomplishments upon completion of the current FY training program and analyze data to provide training quota recommendations for the following fiscal year to Director and/or designee(s) 
  • Analyze current internal and external focus areas, surveys, and initiatives, such as the Talent Management Framework and Employee Engagement and provide a report which recommends mitigation strategies and courses of action to ensure that requirements are met with the resources at hand. 
  • Provide segment updates to this report within three days of the requested update. 
  • Research CES-related topics and use findings to draft or update policy for Government approval, including onboarding, mentorship, career development, training needs, proficiency assessments, and HR liaison opportunities.
  • Provide monthly report of findings within the first five working days of each month. 
  • Perform budget analysis which considers the current command structure but also analyzes what budgetary impact there will be with the implementation of future changes to the command structure. 
  • Provide an analysis of the budget implications of standardization of civilian personnel classification and organizational design across the footprint. 
  • Perform an analysis of civilian personnel pay execution trends and propose solutions to build requirements and maximize civilian personnel pay execution in accordance with the command’s current hiring strategy and future changes to the command structure. 
  • Perform budget analysis on non-civilian pay execution trends and propose solutions to effectively manage program execution. 
  • Provide segment updates to these reports within seven days of the requested update. 
  • Perform an analysis of civilian personnel pay execution under specified Management Decision Packages (MDEPs) / Program Evaluation Groups (PEGs) to provide expenditures and trends, and to identify potential excesses and/or shortfalls in the programs, MDEPs, and/or Operating Budgets. 
  • Provide segment updates to these reports within seven days of the requested update. These segment updates usually occur on a bi-monthly basis but can occur as often as weekly. 
  • Provide a forecast of future manpower, training, and budget requirements based on current and future changes to manpower and budgets on a quarterly basis. 
  • Serve as the Site Content Administrator for the Army Reserve CPMO SharePoint Page. 
  • Provide training to personnel within CPMO on how to use the CPMO SharePoint page, how to update information, and troubleshoot issues that users have using the SharePoint page. 
  • Grant and manage the CPMO SharePoint page access and permissions. 
  • Review information on the CPMO SharePoint page and ensure Information Security (no PII) is maintained, that content is current, and accurate information is maintained. 
  • All other duties as assigned.

Requirements

Security Requirements:

  • Must be able to obtain CAC clearance.  

This position requires passing an extensive background check.


Mental and Physical Requirements:

This position is based in an office environment, primarily involving computer work, meetings, and collaboration with team members.

  • Ability to perform prolonged computer-based work, including use of a keyboard, mouse, telephone, and other standard office equipment. 
  • Occasional standing and walking within an office environment; ability to review electronic and printed documents; and ability to attend meetings and briefings.
  • Ability to analyze workforce, human capital, training, budget, and force-management data; interpret policies and personnel information.
  • The position also requires experience with organizational design, force-management changes, training needs, SharePoint, and PPBE processes.


Qualifications:

  • Minimum of seven (7) years experience in Civilian Human Resources, with at least five (5) years of that experience being in a DoD Staff Environment; 
  • Associate degree in Human Resources Management, Business Administration, Management, Public Administration, or a related field.
  • Minimum of one (1) year experience in the development and coordination of publications to include Operations Orders, Briefings, Decision Making briefs, and functional working group actions; 
  • Minimum of one (1) year experience with performing analysis of force structure initiatives and their effects to the overall force; 
  • Minimum of one (1) year experience in the use of automated information systems and databases relating to Army Civilian Human Resources (or DoD equivalent), Force Management, and Budget; 
  • Minimum of one (1) year of experience assessing training needs and evaluation of capability gaps; 
  • Minimum of one (1) year experience with organizational design and force management structure changes; 
  • Minimum of one year experience with the design and content management of SharePoint pages; 
  • Minimum of one (1) year experience with the Army Planning, Programming, Budget, and Execution (PPBE) process. 
  • Valid Real-ID state-issued driver's license
  • Excellent verbal communication skills and telephone manner
  • Excellent and accurate written communication
  • Familiarity with Windows operating systems; online calendars and cloud systems; intermediate to advanced skills Microsoft office products required
  • Excellent attention to detail; accurate data entry
