Job Summary:
The Deputy Chief Human Resources Officer is a key operational leader responsible for the effective execution, administration, and continuous improvement of Human Resources programs and services across Salisbury University. Reporting to the AVP and Chief Human Resources Officer, this position provides day to-day leadership of HR operations and ensures that departmental initiatives, policies, and programs are implemented effectively, consistently, and in alignment with university priorities.
The incumbent oversees multiple Human Resources functions, including recruitment and talent acquisition, benefits, retirement, wellness programs, employee and labor relations (including two bargaining units), compensation, and classification. This role provides direct leadership and guidance to HR staff, manages operational workflows, ensures timely delivery of services, and supports the successful implementation of HR programs that meet the needs of the University community.
The Deputy Chief Human Resources Officer plays a critical role in maintaining operational excellence by strengthening processes, ensuring compliance with employment laws and institutional policies, improving customer service, and promoting efficient and effective HR practices. The position serves as a resource to campus leaders, managers, and employees by providing guidance, resolving complex HR matters, and ensuring consistent application of policies and procedures.
The successful candidate will be an experienced HR professional with strong operational management skills, the ability to execute programs and initiatives, lead teams, manage priorities, and deliver high-quality HR services. This position is essential to advancing a responsive, service-oriented Human Resources organization that supports Salisbury University’s workforce and fosters a positive employee experience.
Required Qualifications:
Education: Bachelor's degree in business, Human Resources or a related field Experience: 10 years of relevant human resources focused experience Certifications / Licenses: Other knowledge, skills, and abilities: Exceptional judgment, discretion and understanding of the complexities, importance, and operational impact of all relevant areas of HR. A solid understanding and ability to develop, interpret and apply policies and procedures, to include their context within USM Policies and Federal and State laws, to ensure accurate information and appropriate responses are provided. High level of integrity, confidentiality, and professionalism. Ability to develop, implement and interpret policies and processes, adapt and apply guidelines, regulations, policies, and procedures to all programmatic aspects. Must be detail oriented and have excellent interpersonal, customer service, mediation, negotiation, conflict resolution skills. Additionally, must employ exceptional organization and planning, prioritization, analytical, problem solving, follow through, time management, and oral and written communication skills. Further, must be flexible and possess the ability to successfully handle multiple tasks/projects simultaneously and work well under pressure, and lead a team-oriented environment. Proficiency with Microsoft Office Suite and Workday is required.
Preferred Qualifications:
Certifications / Licenses: PHR/SPHR or SHRM CP/SHRM-SCP certification and higher education experience is preferred.
