Technology Infrastructure Services Manager

As the Technology Infrastructure Services Manager, you will develop, operate, and manage the Airports Authority’s technology infrastructure throughout the airport campuses, roadways, and data center locations. You will be accountable for lifecycle management of physical technology infrastructure, including planning, design coordination, operations, maintenance, documentation, compliance, contractor oversight, and staff leadership.

Serves in the Technology Operations Department of the Office of Technology, based at either Reagan National Airport (DCA) or Dulles International Airport (IAD).

Directly and through subordinate and contract staff, ensures the Office of Technology can provide continuous, broad-scope, high-quality technology infrastructure services to the Airports Authority’s business units, tenants, and concessions.

GENERAL RESPONSIBILITIES

Designs, operates, and manages the Airports Authority’s outside plant (OSP) and inside plant (ISP) technology infrastructure, including physical cabling, terminations, conduits, pathways, and related demarcation point and communications room hardware.

Plans upgrades, manages relationships, ensures standards and regulatory compliance, and aligns telecommunication infrastructure goals with business goals.

Manages the Airports Authority’s technology infrastructure, including maintenance, repair, moves, additions, and changes. Works with the Airports Authority Office of Engineering and other stakeholders on construction activities involving new and existing technology infrastructure.

Provides project management oversight for technology infrastructure initiatives, including scope definition, schedule coordination, budget tracking, risk management, stakeholder communication, construction management, coordination with multiple contractors to meet project deadlines, preparation and delivery of executive briefings on project status, milestones, risks, and decisions needed, and delivery of assigned infrastructure projects from planning through implementation and closeout.

Ensures adequate testing and documentation of all technology infrastructure projects and tasks; performs technical reviews of all infrastructure installations.

Supports Airport Authority technology infrastructure locations including Reagan National Airport (DCA), Dulles International Airport (IAD), Dulles Toll Road (DTR), Tysons Tower, Lee Pumping Station, and leased Data Centers (Richmond and Ashburn, Virginia).

Maintains infrastructure technology standards for documentation, collaborating with Enterprise Architecture and business stakeholders to ensure infrastructure technologies deployed are resilient, reliable, scalable, and standardized.

Maintains the inside/outside plant design manual to ensure it remains current through annual reviews and publication.

Serves as a Contracting Office Technical Representative (COTR) and is required to monitor contractor performance.

Conducts audits and develops and maintains disaster recovery and risk management plans for telecommunications infrastructure.

Manages assigned telecommunications resources, including team management, task assignment, training and development, and performance monitoring.

Performs other duties as assigned.

QUALIFICATIONS

Eight years of progressively responsible experience with technology infrastructure within a large business enterprise.

Management experience leading technical staff and/or contractors across multiple locations, including work planning, resource allocation, performance management, and staff development.

Experience managing technology infrastructure projects involving planning, design coordination, construction, installation, testing, commissioning, documentation, and closeout.

Expertise in managing technology infrastructure standards, quality assurance, safety, compliance, and technical documentation within a regulated or complex operating environment.

Ability to manage multiple concurrent infrastructure projects and operational priorities, assess risks, resolve complex technical and operational issues, and make sound decisions in a time-sensitive environment.

Knowledge of supervisory principles and ability to manage the operations and programs of the unit/team.

Ability to speak and write effectively, with emphasis on communicating technical issues to nontechnical audiences.

Skill in using a computer and modern office suite software.

PREFERRED QUALIFICATIONS

Project Manager Professional (PMP) certification or similar.

Nationally recognized manufacturer or professional association’s structured cabling, system design and/or fiber certifications.

EDUCATION

Bachelor of Science in telecommunications, engineering, business administration, or related field.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver’s license in good standing.

NECESSARY SPECIAL FACTORS

Operates vehicle airside and landside (requires AOA permit).

Work may be performed on an active airfield around large operating aircraft, or in high-traffic areas, both inside and outside in all types of weather.

Work may be physically demanding and requires bending, stooping, crouching, or otherwise positioning self to access confined spaces, work in cramped or awkward positions, and hard to reach places and high structures. Work requires personal protective equipment.

Work may require use of a ladder, scissor lift, or scaffolding to reach work objects at heights of 40+ feet and is subject to fall from high elevations while performing various duties. Follows safety precautions and procedures.

May require the ability to lift, push/pull, or position items weighing up to 50 pounds. Utilizes appropriate conveyance tools to move or lift objects weighing more than 50 pounds.

Subject to shift holdovers and recall on a 24-hour basis, including night hours and weekends, to manage technology infrastructure emergencies or construction urgencies.
