Description

An incumbent to a position in this class is responsible for developing, implementing and coordinating all programs where the City receives federal grants from the U.S. Department of Housing & Urban Development (HUD) for programs and/or the development of policies within city departments, Subrecipients, and/or contractors.  Work involves the responsibility for and oversight of the development of procedures of City departments to follow that will ensure compliance with all HUD regulations.   This includes being responsible for assisting in the creation of the Consolidated Plan with other departments, consultants and other relevant entities of which collaboration is relevant.  Incumbent is also responsible for the creation of the Annual Action Plan as well as detailing all program objectives and working with relevant staff to achieve this objective. The HUD Program Manager collects and/or oversees the collection of all required information for the Consolidated Annual Performance and Evaluation Report (CAPER) and manages the submission of the CAPER to HUD on an annual basis.  Immediate supervision is received from the Executive Director of the Mayor’s Office of Strategic Planning and independent judgment is exercised in the planning and organization of work, based on HUD regulations and City policy.  Supervision is exercised over personnel assigned, including the HUD Grants Program Administrator.

Reviews and implements all program regulations per HUD directives for all HUD grants received by the /City;

Develops, reviews, updates and implements written program procedures for all City departments, sub-recipients, and contractors to ensure program compliance with all HUD regulations;

Responsible for the federal integrated Disbursement and Information System (IDIS), as well as working navigation of the federal SPEARS and SAGE systems;

Develops new systems and updates existing systems and procedures as necessary;

Conducts special field audits of public/private books and records in which the City has an interest by virtue of agreements;

Monitors and/or oversees the monitoring of sub-recipients for compliance with grant regulations, policies, and procedures as well as contractor provisions such as Davis-Bacon, Section 3 and Fair Housing requirements;

Coordinates with the Department of Administration, Finance, Policy and Urban Affairs andthe City Comptroller’s Office on fiscal compliance procedures, and timely drawdown of HUD funds;

Collects required fiscal information from the Department of Administration, Finance, Policy and Urban Affairs and City Comptroller’s Office for inclusion in the Consolidated Plan, Annual Action Plan and CAPER and relevant reports;

Prepares reports for monthly/quarterly program performance and related functions;

Plans and delegates work assignments and supervises staff assigned to the function;

Assists in the establishment of Sub-recipient Agreements of the City as it relates to Entitlement Grants and other HUD grants;

Undertakes the Amendment process for the Annual Action Plan, Consolidated Plan, and/or CAPER;

Remains current with all HUD grant program changes and program complexities and ensures the proper staff persons are made aware of such changes and technicalities;

Organizes and facilitates public meetings;

Provides technical assistance and program training for staff as necessary;

Acts as the liaison between the City of Buffalo and HUD offices including local, regional, DC headquarters, and the HUD Office of the Inspector General; responsible for communication with those offices;

Works with Records Custodian to ensure all relevant records are properly stored and maintained;

Performs related duties as required.

Continuous and permanent status as a HUD Grant Program Administrator in the Office of Strategic Planning for at least one year.

Master’s or Bachelor’s Degree in Business Administration, Public Administration or a closely related field from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education, plus four (4) years of full-time qualifying experience* as defined below:


Preferred qualifying experience

*Qualifying experience for this position is defined as experience in compliance, research, strategic planning, or monitoring of grant management or capital programs;

In addition, two (2) years of staff management or oversight experience and two (2) years of civic engagement and/or public speaking experience is also desired along with a working knowledge of federal reporting software such as the Integrated Disbursement and Information System (IDIS)

Ability to understand, interpret and apply federal rules and regulations;

Ability to conduct studies and apply statistical information;

Clear written and verbal skills that can be departmentally and publically conveyed;

Good judgement, accuracy, and integrity;

Physical condition commensurate with the demands of the position.
