Filtration Plant Maintenance III

Under general supervision performs advanced skilled technical level maintenance, repair, overhaul, fabrication, and installation of mechanical, hydraulic, plumbing, and electrical equipment used in the operation of the City’s water treatment facilities.  Duties include welding, machinist work, pump and equipment repair, and Plant Operator A responsibilities, including operation of pumping stations, generators, treatment processes, and the Supervisory Control and Data Acquisition (SCADA) system.  Serves as a lead worker by providing guidance and training to assigned maintenance personnel.   

1. Perform preventive and corrective maintenance, troubleshooting, repair, and installation of mechanical, hydraulic, and related plant equipment and systems, including pumps, valves, diesel and internal combustion engines, and facility infrastructure.
2. Perform machinist and millwright duties, including fabricating, modifying, and installing replacement parts using machine shop equipment such as lathes, milling machines, boring mills, drill presses, and other precision tools.
3. Maintain, repair, and assist with the operation of diesel generators, circuit breakers, synchronous and induction motors, and other electrical and mechanical equipment under the direction of the Plant Electrician.
4. Perform facility and grounds maintenance, including lawn care, landscaping, tree and shrub trimming, snow removal, and installation and removal of seasonal decorations and displays.
5. Perform plumbing and steam-fitting tasks on boiler heating system.  Reads and interprets pressure gauges and operates a variety of test devices.
6. Serves as a lead worker, providing guidance and training to Filtration Plant Maintenance II and Plant Laborer I staff.
7. Maintain accurate maintenance records, work orders, inspection reports, and service documentation using the plant maintenance management system.  May research and locate parts and supplies for purchasing or budgeting recommendations.
8. Operate and monitor high/low head centrifugal pumps, remote pumping stations using the Supervisor Control and Data Acquisition (SCADA) system to maintain system performance, water pressure, and reliable plant operations.
9. Operate diesel generators in the diesel power generation station.  Monitors and records readings of gauges, indicating water and electrical conditions, oil levels, pressures and other parameters.
10. Assist with water treatment operations, including refilling of chemical hoppers, collecting samples, chemical and bacterial testing, and filter backwashing.
11. Provide emergency maintenance and operational support, assist with plant security monitoring and communications, and support equipment and facility modifications as required.
12. Monitor pumping systems to ensure performance within standards and respond promptly to equipment malfunctions, alarms, and emergency situations to maintain acceptable water pressure.  
13. Adhere to all utility security policies and procedures, including those outlined in the Emergency Response Plan (ERP) and Risk and Resilience Assessment (RRA) documentation, to ensure the ongoing security and resilience of the water system's infrastructure, operations, and water quality.
14. Immediately report any actual or potential physical or cybersecurity threats, vulnerabilities, or incidents to the designated utility security point of contact or supervisor.
15. Performs other duties as assigned.

• Certificate of formal training in Machining required.  An equivalent of 2 years work experience in machining, lathe operation, millwright, drill press operator, or welding may be substituted for formal training.  

AND
Experience: 
One of the following is required:

• Two (2) years of experience as a Filtration Plant Maintenance II or 
• Two (2) years of experience in a machine shop, welding, fabricating and/or repairing mechanical equipment.

Licenses and Certifications

• Possession and maintenance of Michigan Department of Environment, Great Lakes, and Energy (EGLE) Drinking Water Certification F-4 required.
  • If not in possession at time of hire, once eligible, must obtain F-4 certification within four (4) test cycles of hire.
• Possession and maintenance of a State of Michigan Driver’s License.
• Ability to obtain Aerial Lift Operator Training and Forklift Operator Certification within one (1) year of start in position.
• Ability to obtain Overhead Crane Operator’s Certification within Two (2) years of start in position.

Knowledge of

• Safety practices, including OSHA standards and safe work procedures in an industrial environment.
• Recordkeeping and maintenance documentation practices.
• Confined space and lockout/tagout procedures.
• Hydraulic and electrical principals.

Skill In

• Use of diagnostic/testing equipment, hand tools, power tools, and specialized equipment.
• Reading and interpreting maintenance manuals, diagrams, and blueprints and apply them in daily work.
• Troubleshooting mechanical systems.

Ability to

• Prepare and maintain maintenance reports, logs, and inventory records
• Prioritize tasks, meet deadlines, and work independently with minimal supervision.
• Follow written and verbal instructions and adhere to established procedures.
• Properly use required personal protective equipment.

• Demonstrates strong mechanical aptitude, including the ability to diagnose issues, perform repairs, and complete preventive maintenance on treatment plant equipment.
• Learn and develop a working knowledge of department-specific computer software, including inventory, preventive maintenance, and the plant's Supervisory Control and Data Acquisition (SCADA) system, sufficient to perform assigned job duties.
• Maintain regular and reliable attendance in accordance with City policies and departmental operational needs.

Work Environment
Work is performed primarily in a municipal water treatment plant and maintenance environment with frequent exposure to indoor and outdoor conditions. The position requires exposure to moving mechanical equipment, electrical equipment, confined spaces, elevated work areas, vibration, loud noise, chemicals, fumes, and airborne particles.  Duties may require responding to emergencies outside of normal business hours.
This position requires the use of personal protective equipment (PPE), including full- or half-face respiratory protection, in accordance with OSHA regulations and the City's Respiratory Protection Program. Employees must successfully complete required medical evaluations and respirator fit testing. The ability to safely wear and use a respirator is considered an essential function of this position. Physical Demands

• Frequent exertion of up to 25 pounds of force; occasional exertion of up to 50 pounds. 
• Frequent standing and walking; occasional sitting. 
• Frequent climbing of stairs; pushing, pulling, reaching, and gross manipulation of the hands; operation of City vehicles and equipment. 
• Occasional climbing of ladders, balancing, stooping, kneeling, crouching, fine manipulation, and use of the sense of smell to detect hazardous conditions. 
• Frequent use of hand and power tools, maintenance equipment, and machinery. 
• Vision abilities include standard vision, color vision, sufficient to safely perform essential job functions. 
• Hearing sufficient to communicate effectively and detect equipment alarms, warning signals, and abnormal operating conditions.  Work is frequently performed in high-noise environments requiring the use of hearing protection. 
• Ability to communicate effectively in person, by telephone, and through written communication, including the ability to provide clear instructions during routine and emergency situations.
