Service Manager – First Response
3–6-month interim contract
East Midlands | £400 per day | Inside IR35 (via umbrella)
Hybrid working – 3 days on-site
A leading Local Authority is seeking an experienced Service Manager to take operational responsibility for the Multi-Agency Safeguarding Hub (MASH) and the Emergency Duty Team (EDT). This is a pivotal leadership role providing a single point of access for concerns and requests for support in relation to vulnerable children and young people who have complex needs or may be at risk of harm.
You will ensure that all contacts are dealt with in a timely and consistent manner in line with the Threshold of Need document, and that children and their families receive high-quality information, support, and protection provided by children’s services and other agencies.
Your Role as Service Manager – First Response:
- Lead and manage MASH and EDT services, including evenings, weekends, and bank holidays, ensuring effective safeguarding and emergency response.
- Drive strategic development of the service and contribute to the operation of the strategic safeguarding partnership.
- Ensure Early Help support needs are identified and met, and that children who need to be looked after, protected, or assessed receive services according to departmental thresholds.
- Manage staff performance through regular safeguarding supervision, coordination, and direction, driving quality and taking corrective action when required.
- Manage resources efficiently, including personnel and finance, within corporate and departmental policies.
- Represent the service and department at regional and national forums, promoting best practice and statutory compliance.
- Ensure compliance with Children Act 1989, Working Together to Safeguard Children, and other statutory guidance.
- Handle complaints in line with legislation and standards, and maintain strong relationships with partner agencies.
Essential Experience:
- Qualified Social Worker with evidence of post-qualifying management development.
- Thorough understanding of good social work practice for children and families.
- Strong knowledge of Children Act 1989, Assessment Framework for Children in Need, and safeguarding legislation.
- Proven ability to lead multi-agency teams and manage complex safeguarding cases.
- Skilled in strategic planning, risk management, and partnership working.
