Description
Under the general direction of the Community Services Director, manages the operations, staff, budgets, grants, contracts, and programs of the Senior Services Division for Santa Fe County.
- Supervises staff, provides instruction to employees; plans and assigns work; evaluates and approves/disapproves leave requests; approves timesheets; checks final work to ensure compliance with established policies and procedures; recommends the hiring of new employees; recommends disciplinary action; provides feedback on work performance for employees; completes performance evaluations for employees.
- Plans, implements, administers, and evaluates Senior programs that provide services to the public.
- Collects and analyzes program and community data to evaluate needs, goals, services, and program effectiveness; identifies opportunities to maximize program delivery efficiencies for Senior Services; and supports required reporting.
- Provides management and oversight of the daily operations of Senior Services programs and staff, including transportation, home-delivered meals, congregate meals, socialization, and activities.
- Assesses community needs and coordinates resources to enhance existing programs.
- Writesgrantstodevelopnewfunding sources.
- Prepares, administers, and monitors grants, contracts, and associated applications for Senior Services programs, including all New Mexico Aging and Long-Term Services Department and/or Non-Metro Area Agency on Aging grants and the Senior Services Area Plan; works to diversify funding streams and develop additional funding sources to support Senior Services activities.
- Prepares and administers program budgets, including Non-Metro Area Agency on Aging, capital outlay, and Infrastructure Capital Improvement Plan (ICIP) requests; monitors expenditures and prepares and submits required programmatic, financial, grant, performance, and budget-related reports to funding sources and governmental entities.
- Collects and analyzes program and community data to evaluate needs, goals, services, and program effectiveness; identifies opportunities to maximize program delivery efficiencies for Senior Services; and supports required reporting.
- Assumes full responsibility for the preparation, development, oversight, and monitoring of audits and Continuous Quality Improvement (CQI) processes.
- Analyzes policies and procedures to improve program efficiency and effectiveness.
- Provides day-to-day leadership to support a high-performance, customer-service-oriented work environment and ensures adherence to County policies and procedures, applicable federal, state, and local laws, rules, regulations, and policies, procedures, and rules established by the Non-Metro Area Agency on Aging.
- Negotiates,administers,andmonitors contracts.
- Cultivates and maintains effective working relationships with community agencies, organizations, service providers, and state and local governmental partners to support the planning, coordination, and operation of Senior Services programs.
- Develops programs and associated outreach materials to create community awareness of available Senior Services programs and services.
- Collaborates with multiple stakeholders includingthe City of Santa Fe, and relevant providers.
- Must complete all training as designated or assigned.
- Performs other duties as directed or assigned.
- Knowledge of the Older Americans Act and its relationship to and implementation through the New Mexico Aging and Long-Term Services Department (NMALTSD).
- Knowledge of the Non-Metro Area Agency on Aging and its role in the administration, funding, and oversight of Senior Services programs.
- Knowledge of the specific needs of older adults and of community-based providers and resources available to support senior populations.
- Knowledge of public program planning, development, budgeting, and management; of community needs and resources; of grant development and administration.
- Knowledge of principles and practices of effective supervision; principles and practices of providing social services to culturally diverse populations; of software applications commonly used in program management; and of federal, state, and local funding sources.
- Knowledge of the legislative process; of federal, state and local laws; and of financial incentives offered at the federal, state, and local levels.
- Ability to interpret complex federal, state, and local regulations and guidelines; to address the public and professional groups; analyze administrative, personnel, and organizational problems and identify appropriate solutions; train and effectively manage staff; and perform outreach services.
- Ability to establish and maintain effective working relationships with employees, other agencies, and the public; to follow written and verbal instructions; to maintain confidentiality; and to communicate effectively, both verbally and inwriting.
- Ability to lead complex projects effectively and through completion.
- Skill in analyzing programs and services and structuring new programs and improvements.
- Skill in operating various word-processing, spreadsheet, database, and other software programs in a Windows environment.
- Skill in interacting diplomatically with individuals and groups, including government and elected officials.
- Bachelor’s degree in Public or Business Administration, Public Health, Social Work, or a related field
- Five (5) years of public program management experience, including at least two (2) years of supervisory experience.
- Education may substitute for experience on a year for year basis or High School Diploma or GED and nine (9) years of public program management experience, including at least two (2) years of supervisory experience.
- A completed New Mexico EDGE Public Supervisor certification will substitute for two (2) years of required supervisory experience.
Work is performed primarily in an office environment. While performing the duties of this job, the employee regularly uses standard office equipment and is typically required to use manual dexterity, routine hearing, verbal communication and visual acuity to complete standard tasks, may also be required to stand, walk, and sit, reach with hands or arms. Occasional travel and overtime work may be required. Ability to lift up to 20 lbs.
Conditions of Employment:
Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and
maintain a valid New Mexico Class D Driver’s License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
