We are hiring for one full-time, permanent position located at our headquarters in Salem, Oregon.

Your New Role

As the Strategic Initiative Business Analyst (OPA4), you will join the Director’s Office at the Oregon Department of Fish and Wildlife (ODFW) in a highlevel strategic, analytical, and coordination role. It blends enterprise project oversight, organizational performance management, complex process problemsolving, and governmenttogovernment tribal relations. The work directly influences agency effectiveness, public perception, internal operations, and crossagency coordination.  You will support the planning, monitoring, and delivery of large, complex, cross-agency initiatives; help teams stay aligned on goals and outcomes; identify risks and barriers; and bring forward solutions that strengthen ODFW’s operational effectiveness. This role requires exceptional soft skills—strong communication, relationship building, emotional intelligence, and a non‑directive, supportive approach to helping teams do their best work. You will also track and organize government‑to‑government tribal relations for ODFW, ensuring consultation, communication, and partnership are carried out responsibly and lawfully. Minimum Qualifications

Education and Experience:

  • Eight years of experience that demonstrates the ability to perform the essential duties.

OR

  • Bachelor’s degree in Public Administration, Business Administration, or Natural Resource Area, or a related field and five years experience that demonstrates the ability to perform the essential duties.
    OR

  • An equivalent combination of education and experience that demonstrates the ability to perform the essential duties.

Desired Qualifications

  • Experience coordinating large, complex, high‑visibility projects across multiple divisions or agencies.

  • Experience analyzing business needs, redesigning processes, and developing data‑informed improvement recommendations.

  • Demonstrated skill in working collaboratively with diverse groups and maintaining strong professional relationships.

  • Excellent communication skills, including the ability to translate complex information clearly for different audiences.

  • Experience guiding organizational change, supporting adoption of new systems or processes, and facilitating cross-functional alignment.

  • Ability to work in a supportive, non-directive manner—helping teams stay organized, focused, and aligned with expectations.

  • Skill in evaluating system-level problems, identifying root causes, and recommending practical solutions.

  • Experience working with or for tribal governments.
