The Division of Human Resources (DHR) Policy and Compliance Director oversees the daily operations, strategic planning, and goals of the Policy and Compliance team. These functions include the development, upkeep, and management of Universal Policies and Technical Guidance, Personnel Board Rules, and Personnel Director Appeals, State Handbook, DHR Colorado Open Records Act (CORA) requests, DHR fiscal notes, and conducting audits and making recommendations to ensure compliance across the statewide human resources functions.
In managing these regulatory functions, this team creates/drafts legislative or policy language, manages the approval and update process, collaborates with internal and external stakeholders, consults with the Attorney General’s Office, gathers feedback and communicating with the human resources community, and ensures policies are compliant with federal and state laws and applied consistently across the State. This team regularly conducts research and provides input not only on the regulatory documents listed above but also proposed legislation, Executive Orders, standard operating procedures, and initiatives that are of critical importance to the Department of Personnel & Administration and Division of Human Resources (DHR). Finally, this team is responsible for managing operations functions that support the statewide function for human resources.
A summary of the duties and responsibilities will include, but are not limited to, the following:
Program ManagementThis position is a subject matter expert in the personnel system system, Colorado Constitution and Revised Statutes, State Personnel Board Rules and Director’s Administrative Procedures, universal policies, technical guidance, federal employment laws, auditing, and compliance.
Policy
- Recommends changes in statute, guidance, universal policy, rules, and partnership agreement. Reviews and/or drafts policy language and supporting documents, prepares speaking points and presentations, assesses the potential impact of changes, monitors applicable rule or law, and testifies in hearings. Evaluates and updates policies, guidance, and rules for consistency with statute and federal law.
- Presents changes rules, policies or guidance to the HR community.
- Ensures a consistent process for updates exists and is followed.
- Draft or review staff drafts of responses to assigned questions and audit recommendations (e.g., State Auditor and Legislative Audit Committee, outside auditors, legislature, and Governor's Office), develop action plans and monitor implementation of audit recommendations.
- Facilitates the rulemaking process.
- Monitors the appeals process, conducts research, makes recommendations for decisions, and tracks status of appeals.
- Designs, develops, and implements an audit function to ensure statewide human resources functions are in compliance with statute, rule, and universal policy.
- Drafts and delivers audit recommendations.
- Collaborates with teams across DHR to implement audits.
- Facilitates responses to CORA requests on behalf of DHR, including working with the DPA CORA liaison and DHR teams to gather and assess responsive documentation, redact, and draft responses. May coordinate responses with the AGO
- Monitors compliance with the statewide performance management program. Reviews and approves departments performance management programs.
- Collaborates with departments to collect and upload scores into the system of record.
- Plans and develops workload and processes to implement strategic policy direction, initiatives, and goals for policy and compliance units determined by management.
- Plans and implements any division initiatives per direction of CHRO and Deputy CHRO.
- Is the Appointing Authority for their unit. Approves leave and schedules, develops staff performance plans and evaluates performance, makes staff assignments, leads and coaches staff, writes accurate job descriptions and reviews regularly, initiates selection and recommends new hires; trains staff and identifies opportunities for staff development, resolves disputes at the informal stage, takes corrective action and takes disciplinary action.
- Makes and supports budget requests as needed. Responds to questions from the JBC, and fiscal notes. Monitors expenditures against projections, ensures the unit stays in budget.
- Provides strategic program leadership. Serves as a strategic business partner for the human resources community throughout state government.
- Gathers feedback and conducts assessments to understand the needs and goals of customers.
- Develops and implements the use of key performance indicators for human resources functions within state government.
- Collaborates with internal and external stakeholders to solicit feedback and updates universal policies, technical guidance, and proposes changes and/or additions to Director’s Procedures. Represent the unit to various groups (e.g., employee organizations, HR community) by presenting information, gathering input or information, and assessing input to adjust methods, processes, and techniques or recommend adjustments in policy and compliance functions or services.
- Monitor the progress, and participate in, of multi-departmental or cross-functional teams that develop recommendations and plans to address issues assigned to other authorities in the unit, e.g., leave management, personal services contracts, work-life.
- Reviews and provides edits to proposed and/or amended legislation the DPA Legislative Liaison submits to the Governor’s Policy Office, statutorily required reports DHR submits to the Governor, Office of State Planning & Budgeting (OSPB), and Joint Budget Committee (JBC), and policy-related budget supplemental and decision item documents.

Minimum Qualifications:
Experience only:
At least ten (10) years of experience in Human Resources, two years of which must have included experience with public or business administration.
OREducation and Experience:
At least a Bachelor's degree from an accredited institution in a field of study related to the work assignment AND at least six (6) years of experience in Human Resources, two years of which must have included experience with public or business administration.
The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:
- Previous State Service related to the work assigned to the position
- Experience analyzing policy and legislation for statewide impacts and risk.
- Specific experience in managing policies, rules, and/or legislation.
- Specific experience conducting audits, drafting and implementing audit recommendations.
- Advanced strategy and planning skills, including an ability to think strategically on both organizational and systemic levels over multi-year horizons.
- Strong data acumen and ability to use data to drive decision making.
- Comfort with ambiguity and ability to thrive in a fluid environment, and willingness to “roll up one’s sleeves.”
