The City of Elk Grove is currently accepting applications for 
SENIOR ADMINISTRATIVE ASSISTANT

The City of Elk Grove’s Public Works Department is seeking a highly motivated, versatile, seasoned problem solver with proven organizational skills to join our team as a Senior Administrative Assistant to support the Operations Divisions. The ideal candidate will have excellent written and verbal communication skills, attention to detail, good time management skills, and the ability to work independently as well as in a team. The individual should be familiar with typical office equipment and technology.

This position will support our Operations & Maintenance, Landscape & Facilities, Capital Maintenance, Fleet Maintenance, and Recycling & Waste Divisions. They will perform high level administrative duties including scheduling and management of high-volume calendars, reviewing and processing complex invoices, tracking budget expenditures, coordinating business travel and training, drafting memos and business correspondence, and coordinating work with other Divisions and Departments when necessary. They are also responsible for leading and supporting other administrative staff within the Department to help ensure that program goals, objectives, policies, and processes are implemented and carried out. This in-person position will be located at the City’s Corporation Yard. Alternative 9/80 schedule is available. This position is not eligible for telework.

DEFINITION


Under direction, leads, oversees, reviews, and participates in the work of staff performing routine to advanced administrative support work in support of assigned programs, division, or department; coordinates assigned activities with other divisions, outside agencies, and the public; assists in the development of contracts, grants and program deliverables; monitors the effectiveness and efficiency of programs or special projects; reviews and monitors budget expenditures; provides information and assistance to other City staff and the general public regarding assigned programs, policies, and procedures; and performs related duties as assigned.


SUPERVISION RECEIVED AND EXERCISED


Receives direction from assigned management or supervisory personnel. Exercises technical and functional direction over and provides training to lower-level staff.


CLASS CHARACTERISTICS


This is the advanced journey and/or lead level classification in the Administrative Assistant series responsible for performing the most complex work assigned to the series. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgment, and, for lead positions, provide lead direction to a work unit of lower-level staff. Positions in the classification rely on experience and judgment to perform advanced administrative work in support of assigned programs, division, or department; coordinates assigned activities with other divisions, outside agencies, and the public. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to complete assignments. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements.

  • Leads, oversees, reviews, and participates in the work of staff performing administrative and programmatic work in support of assigned programs, division, or department; assumes responsibility for the workflow of an assigned work unit by making work assignments, ensuring that work is consistent with quality standards, and timeline expectations are met.

  • Performs the more complex work assignments for the classification series for which there are little or no directly related policies, procedures, or past practice which requires the exercise of independent judgment and discretion in establishing work plans, identifying resources, and completing assignments.

  • Provides input for personnel decisions such as performance evaluations, promotions, hiring, and disciplinary actions.

  • Oversees the requests for information and document management process; responds to inquiries from public and staff; interprets and explains processes and procedures to public or internal inquiries. 

  • Plans, coordinates, and organizes assigned programs, projects, and initiatives; participates in the implementation of program goals, objectives, policies, procedures, and priorities; assists in monitoring assigned programs.

  • Prepares, maintains, and verifies departmental accounting, financial, and grant records, ledgers, logs, and files; compiles, reviews, and records financial data to various departmental accounts; resolves discrepancies; establishes and maintains various files and records; reconcile and process department transactions; prepares financial reports for management.

  • Assists with the preparation and maintenance of department/division annual operating budget; records and monitors expenditures; keeps management informed on the status of budget line items throughout the fiscal year.

  • Receives new contracts, assists in preparation of contract development, reviews contract agreements for changes, forwards to management for approval. 

  • Provides assistance to management staff; participate in and provide staff support to a variety of committees and boards; prepares and presents reports and other correspondence as appropriate and necessary; relieves management staff of administrative work including investigating and answering complaints and providing assistance in resolving operational and administrative problems. 

  • Assists in organization and coordination of department workflow; forecast spending based on needs conveyed by managers throughout the Department and ensures spending stays within budget. 

  • Coordinates training courses for assigned department staff; registers for training and conference events; maintains training records and associate training expenses

  • Coordinates travel for assigned department; coordinates flights, lodging, rental vehicles, registrations; communicate travel arrangements; maintains and records travel spending for area assigned. 

  • Participates in community outreach and/or special events for assigned department; assists in event planning and coordination; prepare materials or presentations.

  • Recommends improvements in workflow, procedure and use of equipment and forms; implements improvements as approved; develops and revises office forms and report formats as required.

  • Researches and reviewpurchase requests for equipment and supplies; retrieves quotes or bids; documents inventory, purchases equipment and supplies and maintains equipment and supplies; verify purchase records are accurate and resolve discrepancies. 

  • Types, word processes, formats, edits, revises, proofreads, and processes a variety of documents and forms including reports, correspondence, memoranda, agenda items and reports, agreements, technical and statistical charts and tables, and other specialized and technical materials from rough draft dictation, modified standard format, and brief verbal instructions; develops, revises, and maintains standardized and master documents; composes correspondence and other documents.

  • May provide clerical/administrative support for Commission/Committee meetings.

  • Performs related duties as assigned.

Education and Experience:


  • Completion of the twelfth (12th) grade and two (2) years of increasingly responsible specialized administrative support experience comparable to an Administrative Assistant II with the City of Elk Grove.
