About the ProgramDynamic Systems Technology, Inc. (DysTech) is seeking an experienced Federal Human Resources Assistant to support the U.S. Coast Guard’s Civilian Human Resources Office. This program supports the Coast Guard’s civilian personnel-processing workload and broader workforce-management mission.About the RoleMust be located in the Washington, DC area. Potential for client-approved remote work.In this role, you will support federal personnel and pay operations by processing personnel actions, reviewing employee records, validating Service Computation Dates, and helping resolve transaction-related issues. You will work with EmpowHR, National Finance Center systems, Official Personnel Folders, and other federal HR records to ensure workforce information is complete, accurate, and properly maintained.This is a substantive federal HR processing position rather than a general administrative role. It is well suited for an experienced HR professional who can independently code personnel actions, apply OPM processing guidance, and manage sensitive employee information with accuracy and discretion.Key ResponsibilitiesTasks include but are not limited to:Independently code and process federal personnel actions in accordance with OPM’s Guide to Processing Personnel Actions.Review Official Personnel Folders and related records to validate Service Computation Dates and perform necessary calculations.Process transactions and Requests for Personnel Actions using EmpowHR and National Finance Center systems.Maintain accurate electronic and hard-copy HR case files, records, and supporting documentation.Review, scan, enter, and extract personnel information for processing, reporting, and records-management purposes.Research applicable HR policies, procedures, precedents, and case-related materials.Coordinate with Coast Guard HR personnel to resolve personnel and pay-processing issues.Required QualificationsAt least four years of experience providing federal HR support comparable to the responsibilities described above.Working knowledge of EmpowHR and National Finance Center systems.Demonstrated ability to independently code and process federal personnel actions.Working knowledge of OPM’s Guide to Processing Personnel Actions.Experience reviewing federal personnel records and maintaining accurate HR documentation.Strong organizational, analytical, and communication skills.Ability to handle Privacy Act and security-sensitive information responsibly.Ability to successfully complete Government-required background, credentialing, and system-access processes.Preferred QualificationsExperience reviewing Official Personnel Folders and validating Service Computation Dates.Experience supporting federal personnel and pay problem resolution.Previous HR experience supporting DHS, the Coast Guard, or another federal civilian HR organization.Experience processing Requests for Personnel Actions and researching federal HR policies and precedents.Work Location and FlexibilityThe primary work location is the Douglas A. Munro Coast Guard Headquarters Building in Washington, DC. The position offers potential for remote or telework flexibility when approved by the Government and appropriate for the assigned work.
