Raytheon’s Naval Power Requirements and Capabilities organization is seeking a Director of Capture Management to lead strategic competitive and strategic, complex sole source captures for the Shipboard Missiles (SBM) Sub-Strategic Business Unit (SSBU) of Raytheon’s Naval Power SBU.
Shipboard Missiles (SBM) is nearly a $4B Sub-Strategic Business Unit of Raytheon’s Naval Power Business. SBM equips over 300 ships of the U.S. Navy and over a dozen allied fleets with anti-air and anti-surface capabilities to defend against advanced anti-ship missiles, aircraft, surface combatants and next generation threats from space to the surface of the world’s oceans. Four primary program management offices deliver over 1000 combat-proven missiles annually including RAM, ESSM, SM-2, SM-6, and SM-3 from factories across the United States integrating parts manufactured in America and around the world.
We are seeking an experienced capture leader who thrives under pressure, has significant large program capture experience and can operate effectively across both government and internal teams to continue to position Raytheon as the preferred partner.
What You Will Do
- Lead a capture portfolio of Shipboard Missile programs overseeing all phases of the pursuit lifecycle
- Become an integrated leader within the SBM team working closely with the programs and cross-functional teams to ensure the achievement of near and long-term strategic objectives
- Lead both competitive captures and complex sole source captures
- Build and maintain key long-term customer relationships with SBM customers, including key decision makers, potential business partners, teammates and industry associations to provide better solutions for our customers
- Engage and understand the customer, their hot-buttons, stakeholder customer organizations and budgets to better develop win strategy
- Provide regular progress updates, justify the required investments, and ensure alignment with business priorities
- Develop and implement compelling, customer-aligned win strategies and capture products (competition assessment, teaming strategies, and PTW analysis, clear and concise win themes and value propositions) positioning Raytheon to secure critical new business, emphasizing differentiators and key value propositions
- Develop and execute comprehensive capture plans, including detailed customer mapping, engagement strategy, and a Plan of Action and Milestones (POA&M) with clear success metrics
- Lead the capture strategy and execution throughout the Pursuit-to-Startup Phase within the RTX Lifecycle Program Management (RLPM) framework and gating process, ensuring alignment with customer requirements and business objectives
- Build and lead a high-performing, multi-disciplinary capture teams, collaborating across Raytheon SBUs, functional areas (Program Management, R&C, Strategy, Finance, Contracts, Global Supply Chain, Operations, and Engineering), and external partners. Maintain relationships with internal stakeholders and functional organizations involved in the capture.
- Provide data-driven recommendations to secure and optimize investment funding, maximizing Probability of Win (Pwin) while maintaining cost discipline and affordability
- Lead and facilitate critical capture events, such as Black Hat reviews, Win Strategy Workshops, Color Team reviews, and independent assessments to ensure a competitive edge
- Drive early and ongoing customer engagement to shape requirements, anticipate future needs, and influence acquisition strategies ahead of formal solicitations
- Champion proposal excellence ensuring the delivery of a high-quality, compliant, and compelling proposal
- Provide direct support in proposal development, including drafting technical, management, executive volumes and contributing to competitive pricing strategies
- Conduct competitive intelligence analysis and risk assessments to continuously inform and adjust capture strategy and proactively mitigate risks
- Brief and update senior leadership on capture progress, investment needs, risks, and strategic positioning to ensure alignment and informed decision-making
- Collaborate with RTX Global Government Relations (GGR) at the Federal, State/Local on Public Policy in their advocation and development of new technologies and our solutions
- Ensure accuracy and consistency of the capture data contained in the Enterprise Raytheon Pipeline Manager (ERPM) Customer Relationships Management (CRM) tool
- Domestic travel up to 50%
Qualifications You Must Have
- Typically requires a University Degree or equivalent experience and a minimum of 14 years prior Aerospace and Defense industry experience or an Advanced Degree and a minimum of 12 years’ experience
- 4+ years’ experience as a capture manager or acquisition professional using defense industry capture and proposal processes for US customers
- Experience as a key contributor (e.g., capture manager, volume lead, PM, Govt PM) on competitive and sole source captures or acquisitions/solicitations over $500M
- Intermediate Capture Management Certification or equivalent including USG/DoD PM/acquisition certifications
- Experience with customer engagement, the DoD acquisition processes, strategy development, resource planning, delivering strategic recommendations, business case analysis and briefings to C-level executives and senior officers with 10+ years communicating and presenting to senior customers, business unit executives, and supply base executives
Qualifications We Prefer
- Experience as a capture manager with in-depth understanding of capture and proposal processes for US and international customers with Advanced Capture Management Certification (or equivalent)
- Working knowledge of Business Development operations process (e.g., investments, financial planning, pipeline management)
- US Navy mission and weapons experience
- 10 years of industry experience in capture leadership, business development, and/or program management
- Extensive knowledge, experience, and success in leading and winning large and complex captures

The salary range for this role is 186,200 USD - 353,800 USD. The salary range provided is a good faith estimate representative of all experience levels.
