Job Summary:
Working under the direction of the Program Director, the Senior Advisor for Field Operations and Surge Management will provide operational leadership, technical assistance, and implementation support across FHI 360 Health Programs, with a particular focus on Francophone Africa, complex integrated health programs, and outbreak response. The Advisor will support field operations, including temporary oversight of country office management; lead the development and implementation of SOPs and operational best practices; and support safeguarding, health and safety, security, and risk management to ensure compliant and effective program delivery. The Advisor will also prepare donor documentation and contribute to key deliverables, lead recruitment efforts for staff and consultants, and coordinate closely with country teams, HQ, government stakeholders, and donors to support the rapid implementation of critical health services and emergency response activities. This is a remote position with regular travels expected in Africa including the Democratic Republic of Congo (DRC). Accountabilities
- Provides field operations and surge program management capacity to health projects in the field of HIV, Maternal, Newborn and Child Health (MCH), Nutrition, Malaria, Polio, Global Health Security (GHS) including outbreak preparedness and response.
- Develops, tailors, and uses program management and operations trackers, protocols, and other tools.
- Coordinates with colleagues in various departments including Finance, Procurement, Logistics, People & Culture (P&C), Security, Digital Transformation and Technology (DTT), programming, and technical.
- Develops and/or tailors safeguarding, security, and occupational health & safety protocols, training and other relevant activities with field teams, in close coordination with country leadership and HQ.
- Develop and implement operational plan for complex project or multiple projects, within the given resource and financial constraints.
- Act as head of office during assigned deployments, including day-to-day oversight of operational activities in field offices.
- Leads and/or support in developing management, staffing sections, and budgets for workplans and proposals.
- Drafts and manages local calls for consultants and proposals; leads and/or participates in selection processes; and supports the development of subaward packages and consultant contracts, including coordination of due diligence requirements.
- Coordinate new staff and consultants onboarding; plays a coaching and mentoring role for others;
- Leads and/or participates in rapid staffing surge preparedness and deployment coordination.
- Draft and review terms of reference, reports, presentations and other documentation.
- Briefs senior project leadership and HQ on operational strategies.
- Approves field project expenses if granted delegation of authority by FHI 360 HQ, in coordination with field leadership and close monitoring of project budgets.
- Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs (non-governmental organizations) and consistently maintained and viewed as a knowledgeable resource in their technical area.
- Performs other duties as assigned.

Education: **
- Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
- Project Management (PM) Certification preferred.
Experience: **
- Requires 12+ years of relevant experience in designing and evaluating applicable programs/services
- Demonstrated experience in USG and global health project management and implementation.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
- Experience working in conflict areas including Eastern DRC preferred.
- International or Domestic (US) Program Development or Program management preferred.
- English and French fluency required.

The expected hiring salary range for this role is XOF 40,000,000 - 50,000,000 for annual basic salary for national local hire. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
