CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. Program Overview

 

CHAI is implementing a GiveWell-funded implementation research (IR) program to support the introduction of Lenacapavir (LEN), a twice-yearly long-acting injectable HIV prevention product, in Indonesia. Over a 2.5-year period, the program will assess the feasibility, acceptability, and performance of LEN delivery across two service delivery models: community/private clinics and designated key-population (KP)-friendly public health centers (Puskesmas), targeting approximately 7,000 individuals from key populations, including men who have sex with men (MSM), transgender women (TGW), people who inject drugs (PWID), and female sex workers (FSW), across approximately 20 sites in West and East Java. The study aims to generate evidence on LEN uptake, continuation, cost, and acceptability to inform the Ministry of Health's decisions on national scale-up, policy inclusion, and sustainable financing. Program activities include regulatory approval through Indonesia's National Agency of Drug and Food Control (BPOM) and its Special Access Scheme (SAS), and ethical review by an Institutional Review Board (IRB); Lenacapavir procurement and distribution; monitoring and evaluation (M&E) framework development with the Ministry of Health; provider & community training; and demand generation. Data collection is both quantitative, drawing on extraction from SI PrEP and the National HIV and AIDS Program Information System (SIHA) plus provider surveys, and qualitative, through key informant interviews.

 

Position Overview

 

The Program Officer will support the day-to-day implementation of CHAI's GiveWell-funded Lenacapavir implementation research program in Indonesia, working under the guidance of the Program Manager. The role will support regulatory and ethical approval processes (BPOM/SAS, IRB), procurement and distribution of LEN to study sites, the development of the M&E framework with the Ministry of Health and SI PrEP, community and provider training, demand generation with key populations, and data extraction, provider surveys, and key informant interviews across study sites in West and East Java. Consistent with CHAI's Level 4 (Program Officer) career level, the role is expected to perform defined tasks with increasing independence and to contribute to a larger, more complex country program. The role will be based in Jakarta with periodic travel to study sites in West and East Java.

Responsibilities

• Support the regulatory approval process for Lenacapavir in Indonesia (BPOM/Special Access Scheme) and the development and submission of the IR protocol for ethical review (IRB), under guidance from the Program Manager and regulatory consultants.
• Coordinate procurement and distribution of Lenacapavir to approximately 20 study sites across West and East Java, and track related budgets and expenses in line with CHAI's and the donor's financial requirements.
• Contribute to the development of the M&E framework with the Ministry of Health, and support routine data extraction from SI PrEP and/or SIHA to track Lenacapavir uptake and continuation.
• Support the planning and delivery of training for healthcare workers and civil society organizations on Lenacapavir service delivery ahead of study rollout.
• Support implementation research activities across community/private clinics and KP-friendly public health centers in West and East Java, helping ensure data quality for the study's uptake and continuation outcomes.
• Coordinate provider surveys and key informant interviews with site staff and study participants.
• Support demand generation and community engagement activities tailored to key populations, including MSM/TGW, PWID, and female sex workers, across study sites.
• Build and maintain working relationships with the Ministry of Health, BPOM, IRB/ethics committees, study sites, and CSO partners, and represent CHAI at technical working groups and other coordination forums related to HIV and Lenacapavir, as delegated.
• Prepare written updates, presentations, and technical materials on the program for internal stakeholders, the Ministry of Health, and, as needed, the donor.
• Identify data or process issues affecting program delivery, such as regulatory delays, data quality gaps, or site-level bottlenecks, and recommend practical solutions, escalating issues to the Program Manager as needed.
• Interpret and explain program guidance, protocols, and procedures to other team members, field-based consultants, site staff, or CSO partners on specific tasks supporting Lenacapavir implementation research activities.
• Contribute to broader CHAI Indonesia country program initiatives and cross-programmatic learning as needed.

Qualifications

• Bachelor's degree in Public Health, Medicine, Pharmacy, or a related field; a Master's degree is an advantage.
• Minimum of three to five years of relevant professional experience, ideally in HIV/AIDS, public health programs, or implementation/ operations research.
• Ability to apply basic project management concepts (planning, execution, monitoring, communication, and closure) with some guidance from a supervisor.
• Strong verbal and written communication skills, with the ability to produce clear, well-structured materials with limited oversight.
• Ability to identify data or process issues and recommend practical, data-informed solutions.
• Experience gathering, reviewing, and validating program or health service data, with high attention to quality and accuracy.
• Ability to multitask and manage competing priorities across concurrent workstreams (e.g., regulatory, procurement, training, and M&E) in a fast-paced environment.
• Excellent interpersonal skills, including the ability to engage sensitively and without stigma with key populations such as MSM/TGW, PWID, and FSW.
• Willingness to travel to study sites in West and East Java.

Advantages

• Prior experience with PrEP, long-acting injectables, or other HIV prevention programs.
• Familiarity with Indonesia's HIV information systems (SI PrEP and/or SIHA) or experience with health facility data extraction.
• Experience supporting regulatory (BPOM) or ethical review (IRB) processes for health products or research studies.
• Experience engaging with community-based organizations or key population networks (MSM/TGW, PWID, FSW).
• Professional working proficiency in English and Bahasa Indonesia.
