Requirements
As this position is based in Doha, Qatar and offers no relocation assistance, GU-Q is looking for locally based candidates only. This is temporary, non-sponsored position that requires all applicants to already have the necessary sponsorship to live and work in Qatar.
This is a full-time position for up to six months, with a start date in early October. Interested candidates are encouraged to submit their applications as soon as possible.
Key Accountabilities:
- Support and execute the University's procurement activities in a timely, efficient, transparent, and compliant manner.
- Manage assigned procurement activities from requisition through sourcing, competitive solicitation, evaluation, supplier evaluation and selection, purchase order creation, and related procurement documentation.
- Provide procurement guidance and support to faculty, staff, and other stakeholders.
- Identify opportunities to improve procurement processes and enhance the service provided to University stakeholders.
Key Activities:
Procurement Operations and Sourcing
- Review requisitions and purchase requests for completeness, accuracy, approvals, supporting documentation, and compliance with University procurement policies.
- Determine the appropriate procurement process based on the nature, value, and requirements of the purchase.
- Conduct competitive supplier solicitation activities, including RFQs, RFPs, RFIs, and other appropriate quotation or bidding processes.
- Research the market and identify potential suppliers capable of meeting the University's requirements.
- Solicit, receive, document, and evaluate supplier quotations and proposals.
- Conduct commercial and price analysis to evaluate supplier pricing, terms, and overall value.
- Compare supplier quotations and prepare appropriate procurement documentation supporting supplier selection.
- Communicate with suppliers to clarify quotations, specifications, delivery requirements, pricing, and other purchasing information.
- Negotiate supplier pricing by requesting discounts or improved pricing where appropriate and within delegated authority.
- Prepare and process purchase orders accurately and within established service-level expectations.
- Monitor outstanding procurement activities and follow up with requestors and suppliers to ensure timely completion.
- Maintain complete and accurate procurement files and supporting documentation in accordance with University policies, procedures, and accepted accounting practices.
- Ensure procurement activities provide an appropriate audit trail from requisition through purchase order and supplier selection.
Procurement Compliance and Internal Controls
- Ensure procurement activities comply with University policies, procedures, applicable approval requirements, and internal controls.
- Identify missing approvals, documentation, quotations, or other requirements and work with requestors to resolve deficiencies.
- Review and process procurement exceptions and non-compliance requests in accordance with established procedures.
- Support year-end activities and audit requirements.
- Promote consistent application of procurement policies while providing practical and customer-focused guidance to University stakeholders.
- Maintain confidentiality and appropriate security of financial, supplier, employee, and University information.
- Participate in Finance projects, system implementations, process improvement initiatives
Knowledge and Skills:
- Knowledge of accounting principles and concepts.
- Proficiency with Microsoft Office, advanced Excel skills preferred.
- Excellent interpersonal and communication skills (both oral and written).
- Strong prioritization skills with ability to work under pressure with tight deadlines and a high-volume environment.
- Strong analytical and organization skills.
- Ability to work both independently and as part of a larger team.
Qualifications:
- Bachelor’s degree, preferably in business, finance or accounting, or equivalent combination of education and experience.
Experience:
- 3+ years relevant procurement work experience preferably in accounting and/or audit unit for a higher education institution.
- Experience with Workday Financials is preferred.
