Description

The CRA Manager is a senior management position responsible for the day-to-day administration, financial management, redevelopment programming, regulatory compliance, Board support, and strategic initiatives of the North Miami Beach Community Redevelopment Agency.

Under the direction of the CRA Executive Director, the CRA Manager coordinates implementation of the adopted Redevelopment Plan; administers CRA programs, projects, grants, incentives, and contracts; coordinates preparation and monitoring of the Agency's annual budget; supervises assigned CRA personnel; and serves as a principal operational liaison among the CRA, City departments, businesses, property owners, developers, community stakeholders, consultants, and governmental agencies.

A principal strategic responsibility of the position through March 2028 will be assisting the Executive Director and CRA Board in securing continuation and extension of the NMBCRA, including coordination with Miami-Dade County, preparation and amendment of the Redevelopment Plan, documentation of remaining redevelopment needs, and management of the Agency's extension process.

The CRA Manager exercises considerable independent professional and administrative judgment but works under the policy direction and authority of the CRA Executive Director and CRA Board.

CRA Administration and Operations

  • Manages the daily operations, workflow, correspondence, records, projects, programs, and administrative activities of the NMBCRA.
  • Develops and maintains administrative procedures, operating protocols, project schedules, and a comprehensive CRA compliance calendar.
  • Coordinates CRA activities with City departments, the CRA Attorney, consultants, auditors, vendors, contractors, developers, grantees, businesses, and community stakeholders.
  • Implements policies, programs, projects, and directives established by the CRA Board and Executive Director.
  • Tracks CRA Board directives and ensures timely completion and reporting of assigned follow-up items.
  • Identifies operational deficiencies and recommends administrative and organizational improvements to the Executive Director.

Budget and Financial Management

  • Coordinates preparation of the CRA's annual operating and capital budget for consideration by the Executive Director and adoption by the CRA Board.
  • Coordinates submission of the adopted CRA budget and related documentation to Miami-Dade County as required.
  • Monitors budget-to-actual expenditures, revenues, fund balances, project reserves, commitments, and financial performance.
  • Assists in administration and oversight of the Redevelopment Trust Fund and tax increment financing revenues.
  • Reviews proposed expenditures to confirm consistency with the adopted budget and Redevelopment Plan before submission for authorization.
  • Coordinates budget amendments and financial reporting with the City's Finance Department.
  • Coordinates CRA annual audit requirements and preparation of required annual financial and statutory reports.
  • Develops financial controls, monitoring mechanisms, and performance reports for the Executive Director and CRA Board.

Grants, Incentives and Redevelopment Programs

  • Administers CRA grant, incentive, redevelopment, and economic development programs from application through award, agreement, monitoring, reimbursement, and closeout.
  • Develops and periodically reviews program guidelines, eligibility standards, applications, agreements, award criteria, and compliance requirements.
  • Monitors grantee and recipient performance and compliance.
  • Develops new programs and initiatives responsive to conditions within the Redevelopment Area and objectives of the Redevelopment Plan.
  • Prepares program packages including design, eligibility criteria, proposed budget, funding source, implementation schedule, performance measures, and required Board actions.
  • Identifies and pursues appropriate County, State, Federal, philanthropic, and other external funding opportunities to leverage CRA resources.

CRA Board and Governance

  • Coordinates preparation of CRA Board agendas and supporting materials in consultation with the Executive Director, CRA Attorney, City Clerk, and appropriate departments.
  • Prepares staff memoranda, resolutions, fiscal impact analyses, presentations, reports, recommendations, and supporting documentation.
  • Briefs the Executive Director on proposed agenda items and significant matters requiring Board consideration.
  • Attends CRA Board meetings, workshops, community meetings, and other meetings as required.
  • Presents agenda items and recommendations to the CRA Board when directed by the Executive Director.
  • Provides administrative support to the Redevelopment Advisory Board and other CRA advisory bodies.
  • Coordinates responses to inquiries from CRA Board members consistent with applicable law and administrative procedures.

CRA Extension and Redevelopment Plan

  • Serves as the principal staff manager responsible for coordinating the Agency's effort to obtain continuation of the NMBCRA beyond its currently scheduled March 2028 termination.
  • Develops and maintains a comprehensive extension strategy, work plan, critical-path schedule, and governmental engagement strategy.
  • Coordinates documentation supporting continuation of the CRA, including remaining conditions of slum and blight, unfinished Redevelopment Plan objectives, infrastructure requirements, committed and prospective projects, economic conditions, Agency performance, and projected financial requirements.
  • Coordinates preparation and processing of amendments to the Redevelopment Plan necessary to support continuation of the Agency.
  • Works with the Executive Director, CRA Attorney, consultants, and Miami-Dade County officials concerning the proposed extension.
  • Serves, as authorized by the Executive Director, as the Agency's working-level liaison with Miami-Dade County departments and officials concerning CRA matters.
  • Coordinates preparation and transmittal of the formal CRA extension request and supporting materials.
  • Assists with negotiations concerning the term of the CRA extension, amendments to applicable interlocal agreements, tax increment participation, and other conditions associated with continuation.
  • Prepares the Executive Director and CRA Board members for County meetings, hearings, presentations, and proceedings concerning continuation of the Agency.

Statutory and Regulatory Compliance

  • Maintains a comprehensive compliance program addressing applicable requirements of Chapter 163, Part III, Florida Statutes; Miami-Dade County requirements; CRA creating documents; applicable interlocal agreements; the adopted Redevelopment Plan; and other governing requirements.
  • Coordinates periodic compliance reviews and develops corrective-action plans for identified deficiencies.
  • Monitors statutory reporting, financial reporting, procurement, ethics, Sunshine Law, public records, and other requirements applicable to CRA operations.
  • Works with the CRA Attorney on legal and regulatory compliance matters.
  • Monitors legislative and regulatory developments affecting Florida community redevelopment agencies and advises the Executive Director of material developments.
  • Maintains documentation demonstrating that CRA expenditures, programs, and projects further purposes authorized by the Redevelopment Plan.

Economic and Community Redevelopment

  • Develops strategies to encourage private investment, business development, redevelopment, property improvement, and economic activity within the CRA.
  • Establishes working relationships with property owners, businesses, developers, financial institutions, community organizations, and prospective investors.
  • Evaluates proposed redevelopment projects and makes recommendations regarding CRA participation, incentives, partnerships, or other assistance.
  • Identifies underutilized properties, redevelopment opportunities, infrastructure needs, and barriers to private investment.
  • Develops measurable performance indicators to evaluate the effectiveness of CRA programs and investments.

Staff Management

  • Provides day-to-day supervision and direction to assigned CRA personnel.
  • Establishes staff priorities, assignments, deadlines, performance expectations, and operational procedures.
  • Evaluates CRA staffing requirements and recommends appropriate organizational changes to the Executive Director.
  • Assists with recruitment, onboarding, training, professional development, succession planning, and knowledge transfer.
  • Promotes accountability, cross-departmental collaboration, responsive customer service, and high professional standards.
  • Formal hiring, termination, discipline, compensation, and other personnel actions remain subject to the authority of the Executive Director and applicable City policies.

Education

  • Bachelor's degree from an accredited college or university in public administration, business administration, finance, economics, urban planning, real estate development, law, political science, or a closely related field.

  • A master's degree in public administration, business administration, urban planning, finance, economic development, or a related field is preferred.

Experience

  • Minimum of five (5) years of progressively responsible professional experience in community redevelopment, economic development, municipal government, public administration, urban development, real estate development, governmental finance, or a substantially related field, including significant management or supervisory responsibility.

  • Experience working directly with a Florida community redevelopment agency is strongly preferred.

PREFERRED EXPERIENCE

Preference may be given to candidates demonstrating substantial experience in:

  • Florida community redevelopment agencies;

KNOWLEDGE, SKILLS AND ABILITIES

The successful candidate should possess:

  • Thorough knowledge of community redevelopment principles, economic development strategies, and municipal administration.
  • Working knowledge of Florida laws governing community redevelopment agencies.
  • Strong understanding of public budgeting, financial management, tax increment financing, and governmental accountability.
  • Ability to analyze complex redevelopment, financial, legal, contractual, and policy matters.
  • Ability to translate strategic objectives into executable programs, projects, schedules, and performance measures.
  • Strong project-management and organizational skills.
  • Ability to simultaneously manage multiple high-priority projects and statutory deadlines.
  • Ability to establish productive relationships with elected officials, governmental agencies, developers, businesses, residents, consultants, and community organizations.
  • Excellent written and verbal communication skills.
  • Ability to prepare professional reports, memoranda, legislation, presentations, budgets, and recommendations for executive and Board consideration.
  • Ability to exercise sound judgment and maintain confidentiality when handling sensitive governmental matters.
  • Ability to supervise, develop, and hold staff accountable for performance.
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other issued technology devices. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 20 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and toverbally communicate to exchange information.
