Position Focus:

Reporting to the Senior Director, Research, this position is responsible for directing and managing the operation and maintenance of the technical facilities in PSEB Phase 1 including the Wright Laboratory complex and the Advanced Instrumentation Development Center (AIDC). This includes individual research laboratories and shared research and support spaces, including Principal Investigator laboratories, high-bay areas, cleanrooms, cryogenic laboratories, CAD and remote operations rooms, laser rooms, an RF-shielded room, and mechanical rooms. In addition, this position will support the machine shops, electronics, and prototyping spaces in the AIDC.

This position oversees activities to ensure the safety of all personnel in Wright Lab and AIDC, including faculty, students, staff, and visitors. The Research Facility Manager coordinates access to the facilities and formulates area-specific rules, instructions, and codes of practice for the safe use of the building and facilities. The Research Facility Manager will provide safety introduction to the Wright Lab and AIDC spaces and maintain the inventory, storage, and license of radioactive sources in consultation with EH&S.
In addition, the Research Facility Manager schedules regular maintenance of specialized systems and responds to new experimental initiatives and technical needs of programs housed in PSEB Phase 1 (Wright Lab and AIDC) by coordinating space improvements/modifications with Yale Facilities. The Research Facility Manager will also assist in coordinating the PSEB Phase II construction work with the ongoing Wright Lab and AIDC programs.
The Manager will work closely and communicate regularly with the Wright Lab and AIDC Directors, the Principal Investigators of labs in the building and their research groups, Yale Environmental Health and Safety, and Yale Facilities - as well as the technical and administrative support staff housed within the PSEB Phase 1 building. A significant fraction of their time is spent on-site in the Wright Lab and AIDC building complex for in-person interactions.
 

Essential Duties:
Operations and Compliance

  • Develops and approves administrative policies affecting assigned functional areas of the University
  • Directs and establishes parameters for all facilities-related projects for the department and the University
  • Reviews applicable policies and regulations through coordination with relevant offices such as ORA and EHS. Educates staff and administration regarding regulations, restrictions, and the legal responsibilities of the University.
  • Directs and implements policy and program modifications and develops standards to ensure compliance with federal, state, and local regulations
  • Develops cost savings objectives and goals; authorizes major purchases and negotiates contracts that range from routine to complex in nature
  • Directs the development of related automated systems to support the function; determines office policies and procedures for use of automated systems
  • Directs the evaluation and selection of vendors and negotiates contract details including work steps and pricing with the vendors on behalf of the assigned functional area
  • Works with internal and external contractors to solve problems that range from routine to complex in nature
  • May perform other duties as assigned


Required Skills and Abilities:
1. Demonstrated effective administration and management of the laboratory technical support, personnel safety, laboratory operations, and research projects. Strong working knowledge of mechanics, safety and emergency protocols, project management systems, operational behavior, and laboratory facilities.
2. Demonstrated excellent oral and written communication skills, including public presentation, networking, and electronic mail (email).

3. Proven ability to manage multiple priorities amid overlapping deadlines by delegating operational and project tasks appropriately and effectively to achieve laboratory and project goals and objectives. Self-motivated demonstrates a desire by taking on additional tasks and pursuing continuing education and training.
4. Demonstrated attentiveness, broad-mindedness; proven ability to adapt to changing environments, leadership, and roles effectively. Proven independence; able to complete tasks and goals with little or no supervision. Strong problem-solving and re-engineering skills.

Preferred Skills and Abilities:

1. Working knowledge of the Yale administrative systems (including online).
2. Working knowledge of Yale policies and procedures

Physical Requirements:
1. Ability to lift up to 35 lbs.

Principal Responsibilities

1. Evaluates unit, department, or school needs and determines the appropriate maintenance and custodial services required. 2. Develops and implements departmental policies and procedures pertaining to facility maintenance, use, and safety. 3. Ensures complaints regarding building maintenance, custodial services, and safety are resolved. 4. Monitors supply, procurement, inventory control, and shipping and receiving functions to ensure building maintenance supplies are available. 5. Develops and implements contractual safeguards to ensure fulfillment of work and materials warranties. 6. Investigates and resolves building system malfunctions; coordinates repairs and maintenance to facility and physical plant. 7. Assures compliance with safety and building code standards and specifications within University policies and procedures guidelines. 8. Interacts with internal contacts to arrange for custodial services, discuss fire and safety systems, and coordinate departmental requirements for facility use. 9. Interacts with outside contacts to engage maintenance services, arrange for repairs, and obtain information and price quotes for programs as needed. 10. Participates in budget development process to ensure adequate operating funds are available for buildings and physical plant. 11. Manages a staff of exempt and nonexempt employees. 12. May perform other duties as assigned. Required Education and Experience Bachelor’s Degree in a related field. Five years of related experience or an equivalent combination of education and experience.
