Job Description:

The Program Manager is responsible for the overall leadership, coordination, quality assurance, partner management, and program integration of the emergency response, ensuring the high-quality, timely, and integrated delivery of multisector humanitarian interventions across East Darfur, Khartoum, and Blue Nile. The position oversees the effective design, implementation, monitoring, adaptation, and operational excellence of all sectors, including WASH, Health, Nutrition, Protection, and Education in Emergencies (EiE). 

The Integrated Project Manager works closely with Sector Specialists, Zonal Operations Managers, Base Managers, government counterparts, local partners, clusters, stakeholders, and donors to ensure interventions are high-quality, integrated, evidence-based, conflict-sensitive, and compliant with humanitarian standards and donor requirements. 

The role provides leadership in program planning, implementation, quality assurance, budget management, reporting, adaptive management, and accountability, ensuring effective project delivery and measurable results across target states.

Key Job Responsibilities:

Grant Management, Compliance and Reporting (RISE)

• Lead the overall implementation of the RISE program across East Darfur, Khartoum, and Blue Nile
• Provide overall strategic and technical leadership for the design, implementation, monitoring, and adaptation of all project sectors, including Protection, WASH, Health, Nutrition and Education in Emergencies,
• Lead the development and periodic review of the project's integrated technical strategy, ensuring coherence, complementarity, and synergy across sectors.
• Promote strong collaboration and information sharing within the project and across other related grants to maximize program integration, efficiency, and impact

• Ensure all sector interventions are aligned with humanitarian principles, Sphere Standards, Core Humanitarian Standards (CHS), INEE Minimum Standards, cluster guidance, government policies, and donor requirements.
• Maintain strong working relationships with World Vision Support Office and ensure they receive regular programme updates, success stories, implementation highlights, and early notification of any issues that may affect project delivery
• Lead technical design and review of implementation approaches, tools, guidelines, standard operating procedures (SOPs), and sector-specific technical packages.
• Lead the preparation and submission of high-quality donor reports, briefing notes, presentations and information requests, ensuring accuracy, consistency and compliance with donor requirements.
• Develop and oversee Detailed Implementation Plans (DIPs), procurement plans, work plans, ITTs, cash forecasts and MEAL plans
• Monitor implementation progress and address bottlenecks through adaptive management.
• Coherent and synergized sector interventions achieved through a well-defined and regularly updated integrated technical strategy, maximizing collective impact across WASH, Health, Nutrition, Protection and Education.

Protection, Safeguarding and Capacity Strengthening

• Coordinate organizational capacity strengthening in Protection and Safeguarding
• Provide technical guidance on safeguarding standards and survivor-centred programming.
• Develop and facilitate safeguarding and protection training for programme staff and partners.
• Ensure safeguarding actions comply with World Vision policies and international standards.
• Coordinate capacity assessments and capacity-strengthening plans for staff and local partners.
• Facilitate cross-sector learning, mentorship, coaching, and supportive supervision.
• Organize technical review meetings and learning events to promote continuous improvement.

Programme Quality, Monitoring, Evaluation and Learning (MEAL)

• Ensure project implementation complies with donor requirements, World Vision policies, and humanitarian standards.
• Develop and maintain a quality assurance framework to ensure technical excellence, consistency, accountability, and compliance across project locations.
• Lead the development and implementation of MEAL plans in collaboration with the MEAL team.
• Oversee assessments, baseline studies, monitoring visits, evaluations, and learning activities.
• Monitor project indicators and ensure data quality, accuracy, and timely reporting.
• Ensure monitoring, evaluation, and learning findings inform programme improvement and adaptive management.
• Promote evidence generation, documentation of lessons learned, and dissemination of best practices and success stories.
• Ensure effective documentation, filing, knowledge management, and organizational learning systems.
• Review technical reports to ensure quality, accuracy, and compliance with reporting standards.
• Provide guidance on needs assessments, response analysis, targeting methodologies, vulnerability criteria, and intervention prioritization.

Reporting, Compliance and Donor Accountability

• Review and submit high-quality narrative reports, situation reports, indicator tracking tables, and donor reports within established deadlines.
• Monitor project performance against logframe indicators, targets, and key performance milestones.
• Establish and strengthen reporting systems and ensure staff compliance through capacity building and support.
• Establish partner reporting mechanisms and provide ongoing mentorship to enhance reporting quality and accountability.
• Coordinate with MEAL teams to monitor indicators, analyze performance data, and recommend corrective actions for improved project performance.
• Respond promptly to donor information requests and ensure timely follow-up on recommendations and action points.

Financial Management, Resource Stewardship and Compliance

• Monitor project budgets, expenditures and burn rates.
• Organize a session to conduct a joint review with the project team 
• Coordinate with finance, supply chain, operations managers and base managers to address outstanding issues
• Forecast project expenditure and recommend budget realignments where necessary.
• Review partner financial performance and support grant compliance
• Regularly review donor compliance and take proactive action as necessary
• Efficient and effective use of budget
• Financial risks minimized and project implementation uninterrupted
• Full donor compliance and accountability maintained
• Effective financial oversight of project resources.

Coordination, Representation and Partnerships

• Represent World Vision in coordination meetings, technical working groups, donor engagements and humanitarian forums
• Coordinate with government authorities, UN agencies, clusters and implementing partners
• Strengthen partnerships through regular coordination meetings and joint monitoring.
• Support donor field visits and external reviews.
• Coordinate a joint programmatic field visit with sector leads and stakeholders
• Coordinate project review and reflection session

Team Leadership and Capacity Strengthening

• Provide leadership, supervision and performance management to Project Coordinators and project staff
• Build staff capacity in project management, donor compliance, planning, reporting, safeguarding and humanitarian programming.
• Promote teamwork, collaboration and cross-sector integration between technical teams
• Support recruitment, onboarding and performance appraisal processes

Required Education, Professional Experience and Skills for the Role

• Bachelor's Degree in Social Sciences, International Development, Humanitarian Studies, Law, Social Work, Development Studies or another relevant discipline. A Master's degree is an added advantage.
• Minimum 5 years of progressively responsible humanitarian programming experience.
• At least 3 years managing large donor-funded projects
• Demonstrated experience managing multi-location programmes.
• Experience supervising multidisciplinary teams.
• Demonstrated experience managing multi-sector emergency projects involving Health, Nutrition, WASH, Protection and Education
• Experience in protection programming within humanitarian settings.
• Experience working with government institutions, UN agencies and national NGOs.
• Strong knowledge of USDA programme management and protection programming.
• Excellent understanding of humanitarian principles, Sphere Standards, Core Humanitarian Standard (CHS), Protection Mainstreaming, and AAP.
• Strong leadership, coordination and stakeholder engagement skills.
• Excellent report writing and analytical skills.
• Financial and grant management experience.
• Excellent communication skills in English
• Strong planning, organizational and problem-solving abilities.
• High proficiency in Microsoft Office applications.
• Ability to work effectively in insecure and complex humanitarian environments.
