Description

Under the general supervision of the Deputy Director of Public Works and in coordination with the Blight Remediation Superintendent, the Solid Waste Disposal Foreman oversees daily solid waste collection operations. This role supervises Waste Collector-Drivers, ensuring the safe, efficient operation of collection vehicles and equipment, and the proper disposal of waste. the position plays a critical role in protecting public health and maintaining community cleanliness, while supporting the overall success of the City's solid waste management program. 
  • Oversee solid waste services, programs, and operations in the absence of the Solid Waste Disposal Superintendent
  • Assist in developing and managing the division's annual budget, including forecasting staffing, equipment, and material needs; monitor and approve expenditures
  • Coordinate with regulatory agencies, ensure landfill compliance, and oversee preparation of required reports
  • Respond to and resolve resident inquiries, service requests and complaints in a professional manner
  • Plan and assign collection routes; adjust operations based on road, traffic, and weather conditions 
  • Monitor daily route progress and ensure adherence to operational plans; implement adjustments as needed
  • Review daily tonnage reports and operational logs to ensure accuracy and regulatory compliance
  • Supervise, train, motivate and evaluate staff, address performance issues and support professional development
  • Coordinate routine and preventative maintenance of vehicles and equipment
  • Implement and enforce safety protocols to reduce risks of injury, property damage, and accidents
  • Ensure timely compliance with all federal. state, and local reporting requirements
  • Perform additional duties as assigned 
A thorough knowledge of all methods, practices, tools, equipment and materials used in the collection of solid waste and disposal is required.  Must have aValid State of Ohio Class B Commercial Driver’s License required by the time of hire.Must have (5) years of supervisory experience in solid waste operations or related field. Minimum of (3) years of experience operating a waste collection vehicle, straight truck or equivalent. Graduation from an accredited college or university with a BS or BA degree with major course work in public administration, environmental studies, solid waste management or related field (Preferred). Minimum High School Diploma or GED. Must have knowledge of garbage collection and disposal procedures, scheduling systems and procedures, record keeping and knowledge of equipment cleaning standards and procedures. All candidates for employment with the City of Youngstown must be residents of Mahoning County or an Ohio County that is adjacent to Mahoning County at time of hire.

TYPE:TRAINING AND EXPERIENCE EVALUATION: Applicant’s grade will be determined based on education and experience found in the application and resume.

BONUS POINTS WILL BE ADDED FOR APPLICANTS WHO FULFILL THE MINIMUM QUALIFICATIONS:

20%Military (DD-214 showing 180 days of active duty service and proof of honorable discharge required)15%Reserve Component Status (Proof of completion of initial entry-level training)

15%  Proof of City Residency (submit four (4) different proofs of residency from one (1) year ago and four (4) different current proofs of residency – total of 8) 

10%Graduate with a B.S./B.A. from a college/university - Original sealed college transcript required

NOTE:All copies of diplomas, licenses, certificates, and resumes must be presented at the time of filing. Original (Sealed) college transcripts are required as verification of educational attainments. If you are a veteran and wish to claim the military preference credit, please bring a XEROX COPY of FORM DD-214 showing proof of honorable discharge. 



*****As provided for in Youngstown City Ordinance ORD-11-244 and in accordance with the City of Youngstown Charter, Section 52 (E) any candidate who is a bona fide resident of the City of Youngstown for at least one year immediately prior to an entry level examination and remains a resident citizen of the City of Youngstown throughout the selection process, as determined by the Civil Service Commission, at the time of filing his or her application for examination, shall, if a passing grade is attained, have a credit of fifteen percent (15%) added to his or her  raw score.  The Applicant must show proof of residency by providing the following: Driver’s License, Bank Statements, Utility Bills, Mortgage Release/Lease, and/or Insurance Statements. In order to be considered applicants must submit four (4) different proofs of residency from one (1) year ago and four (4) current proofs of residency (Total of 8)
