GENERAL STATEMENT OF JOB
Under general supervision, this position is responsible for assisting in the research, development, maintenance, and analysis of the city's emergency preparedness plans and related grant programs to predict and mitigate impacts on infrastructures and population from natural, technological and man-made disasters.
Reports to the Battalion Chief - Emergency Management.
ESSENTIAL JOB FUNCTIONS
Researches and compiles information identifying area layouts, geography, demographics, and any unique issues that are to be considered in planning for emergency and disaster procedures; maintains and updates information including GIS maps, plans, emergency personnel rosters and resource documents; responds to general inquiries from other jurisdictions, organizations and the public to provide information and planning guidance relating to emergency management issues; participates in the delivery of emergency preparedness public education programs as required to support agency public outreach efforts.
Coordinates with City, State and local agencies and businesses to research and identify resources in the areas of personnel, food, housing, medical supplies, equipment, transportation and any other requirements for public health, welfare and safety in the event of emergencies and disasters; maintains plans and procedures for obtaining and utilizing resources; and gathers and compiles statistical data for emergency operations plans.
Serves as project manager for emergency management projects to include testing and evaluating new equipment; responsible for managing grant projects which may include completing grant applications, preparing investment justifications, authorizing and tracking expenditures, and ensuring project completion in a timely manner.
Assists the Emergency Operations Center (EOC) during activations for emergencies or disasters and is subject to recall; attends meetings, exercises, forums and functions relating to emergency management as a representative of the city.
Performs other related duties as required.
PERFORMANCE INDICATORS
Emergency Planning- General knowledge of emergency management principles, practices, organizations and procedures. General knowledge of local, regional, state and federal organizations and available resources and public safety approaches. General knowledge of Continuity of Operations Planning (COOP), National Incident Management System (NIMS), Homeland Security Exercise Evaluation Program (HSEEP), Citizen Corps Program, Urban Area Security Initiative (UASI) Program, Emergency Management Assistance Compact (EMAC) and state reports to include Bi-Annual Strategic Implementation Report (BSIR), Local Capability Assessment Report (LCAR), National Incident Management System Capability Assessment Status (NIMS CAST) and Regional Hazard Mitigation Report.
Technology- Knowledge of general office equipment and personal computers to include word processing, spreadsheet, and related software.
Customer Service- Considerable knowledge of principles and processes for providing customer service. This includes setting and meeting quality standards for services, and evaluation of customer satisfaction.
Critical Thinking- Uses logic and reasoning to understand, analyze, and evaluate complex situations and research information to identify the strengths and weaknesses of alternative solutions, conclusions or approaches.
Interpersonal Relationships- Develops and maintains cooperative and professional relationships with employees and all levels of management to include representatives from other departments and organizations.
Time Management- Plans and organizes daily work routine. Estimates expected time of completion of elements of work and establishes a personal schedule accordingly. Implements work activities in accordance with priorities and estimated schedules.
Communication- Ability to communicate complex and technical ideas and proposals effectively so others will understand to include preparation of reports, schedules, and documentation. Ability to listen and understand information and ideas presented verbally and in writing.
Research and Analysis- Ability to analyze, interpret, and apply research findings and recommendations. Ability to research and develop training and safety related programs and curricula from a variety of sources to include federal and state safety regulations.
Financial Management- Ability to perform arithmetic, algebraic, and statistical applications to perform financial transactions. Ability to employ economic and accounting principles and practices in the analysis and reporting of budgeting data.
EDUCATION & EXPERIENCE
Requires a Bachelor's Degree in Public Administration, Business Administration, Emergency Management or a related field and 5 years of related experience in emergency management, or an equivalent combination of education and experience.
SPECIAL REQUIREMENTS
Emergency Management Institute (EMI) Professional Development Series and Advanced Professional Series certification is preferred.
Must possess certifications for National Incident Management Systems (NIMS) courses IS-100, 200, 300, 700, and 800, or equivalent certifications. Must obtain IS-400 or equivalent certification within one year of employment in this position.
MINIMUM QUALIFICATIONS OR STANDARDS REQUIREDTO PERFORM ESSENTIAL JOB FUNCTIONS
Physical Requirements- Required to perform work in a variety of locations and conditions including office areas and emergency scenes, providing presentations in a variety of settings including inside and outside environments, working in inclement weather and hazardous environments; working non-traditional hours to include evenings and weekends, primary functions require physical condition necessary for sitting for prolonged periods of time, standing, walking, kneeling, stooping/bending, and lifting.

Intelligence- Requires the ability to apply principles of logical or scientific thinking to define problems, collect data, establish facts, and draw valid conclusions, to interpret an extensive variety of technical instructions in mathematical or diagrammatic form; and to deal with several abstract and concrete variables.
Verbal Aptitude- Requires the ability to record and deliver information, to explain procedures, to follow oral and written instructions. Must be able to communicate effectively and efficiently in a variety of technical or professional languages including medical terminology and emergency response codes.
Numerical Aptitude- Requires the ability to utilize mathematical formulas; to add and subtract; to multiply and divide; to calculate decimals and percentages; to interpret graphs; to perform calculations involving variables, formulas, square roots, and polynomials.
Form/Spatial Aptitude- Requires the ability to inspect items for proper length, width and shape.
Motor Coordination- Requires the ability to coordinate hands and eyes rapidly and accurately in using emergency medical equipment and hand tools.
Manual Dexterity- Requires the ability to handle a variety of items such as emergency medical equipment and hand tools. Must have minimal levels of eye/hand/foot coordination.
Color Discrimination- Requires the ability to differentiate between colors, and shades of color.
Interpersonal Temperament- Requires the ability to deal with people beyond giving and receiving instructions. Must be adaptable to performing under stress and when confronted with emergency situations.
Physical Communication- Requires the ability to talk and hear: (Talking: expressing or exchanging ideas by means of spoken words. Hearing: perceiving nature of sounds by ear.) Must be able to communicate via a telephone and two-way radio.
