This position acts as Deputy to the Director and oversees the self-insured liability program which includes; oversight of the state Insurance broker, negotiates settlement of litigated liability claims and lawsuits, manages contracts for the overall department, authorizes payments for losses and services, manages outside counsel assignments and activities, monitors Medicare compliance and bodily injury claims’ management, manages collections of fees/costs owed to State, and provides risk management and insurance consulting services to alt members of the Risk Management Pool. There are operational duties associated with these programs performed by other positions in Risk Management that are under the direct supervision of this position.

A summary of the duties and responsibilities will include, but are not limited to, the following:

Liability Litigation Program Management
  • Functions as the staff authority to manage the statewide self-Insured liability program.
  • Program management Includes: 
    • 1) Analysis of loss exposure for each lawsuit 
    • 2) Establishment and maintenance of legal and indemnity claim reserve amounts 
    • 3) Direction of Investigation and legal activities by outside legal counsel
    • 4) Approval of settlements and activities recommended by internal counsel (Office of the Attorney General) and external (outside counsel contracts) legal counsel
    • 5) Authorization of maintenance of payment for liability claims and for outside counsel contracts with Risk
    • 6) Development of outside counsel performance standards, monitor contract performance and monthly expenses
    • 7) Representation of the state at lawsuit mediations or settlements
    • 8) Preparation of reports for management detailing loss trends, financial Impact of losses, monthly status of legal counsel activities and evaluation of lawsuit/cases costs
    • 9) Administer processes for reporting compliance with Medicare (MMSEA) with general oversight of liability bodily injury claims administered by the TPA
    • 10) Provide oversight and manage collection processes with external collections agency for costs/fees owed to the State
    • 11) Communicate with managers In other state departments to provide loss information and claim updates as needed
    • 12) Assists Director with claims’ aggregation information
    • 13) Acts as gatekeeper for state-wide claims’ RMIS system (Origami) process changes
    • 14) Supervises administrative support staff for activities connected to the administration of the program
General Risk Management and Insurance Consulting Services
  • Manage broker and TPA contracts
  • Support Risk pool member departments and Participating Institutes of Higher Education with individual insurance needs, Including working with the contracted broker for specific policies, and assisting to procure new policies to meet unique needs
  • Communicate daily with officials in state departments regarding application of state laws to exposure scenarios, coverages available via state liability insurance policies and similar issues.
  • Coordinate with contracted brokers, other team members, and Agencies to collect data for the annual insurance renewal for all programs. 
  • Manages annual contract renewals for State Office of Risk Management (SORM), coordinating with State Purchasing and utilizing the CORE system to create and initiate contracts and purchase orders and manages annual contract payments with accounting. 
Unemployment Insurance Contract Management 
  • Manages the unemployment TPA contract. 
  • Maintains communications between departments and TPA regarding processes, training and reporting mechanisms. 
  • Assists Director with state contract insurance provision review as needed.

MINIMUM QUALIFICATIONS:

Experience Only:
At least seven (7) years of relevant experience in risk management and/or insurance management and consulting related to the work assigned to this position
OR
Education and Experience:
A combination of related education and/or relevant experience in risk management and/or insurance management and consulting related to the work assigned equal to seven (7) years


The exceptional candidate will possess the proven ability or accomplishment in the following preferred qualifications:

  • Previous State or public entity experience in risk management or general liability insurance 
  • Bachelor’s degree
  • Comprehensive knowledge and understanding of various risk management programs (e.g. worker's compensation, property, liability, auto/equipment) rules, regulations, and best practices
  • Experience and knowledge of self-insurance, risk transfer and governmental immunity statutes
  • Extensive knowledge of commercial insurance claims and placement.
  • Proven ability to manage multiple assignments, priorities, and projects in a demanding environment
  • Ability to work under tight deadlines and be adaptable to changing assignments
  • Ability to take initiative to solve problems in an innovative manner
  • Ability to negotiate mutually acceptable solutions and build consensus through communications with all stakeholders.
  • Interpersonal and relationship building skills
  • Strong time and project management skills, including prioritization and multi-tasking ability
  • Excellent reasoning, investigative, analytical, and problem solving ability
  • Excellent facilitation, presentation, and communication skills, both written and oral
  • Strong attention to technical detail and accuracy
  • Ability to work effectively in both independent and team situations
  • Fluency in Microsoft Office Suite (Word, Excel, Access), Google Suite, and Risk Management Systems (e.g. Origami), and the ability to quickly learn other software systems.
