Description of Work
This posting is for an Employee Relations (ER) Consultant that is a member of the DHHS Human Resources (HR) Employee Relations (ER) Team. The Employee Relations (ER) Consultant openings are at J. Iverson Riddle(Morganton, NC) and Murdoch Development Center(Butner, NC).The Employee Relations Consultant is responsible for the day-to day administration of the Employee Relations program and maintaining compliance with DHHS guidelines relative to all areas of ER, performance management, ADA accommodation requests, and unemployment issues.This position requires a high level of professionalism and the ability to handle difficult situations.
Job responsibilities include, but are not limited to the following:
• Administer and communicate the grievance and disciplinary policies and procedures while applying relevant state and federal laws, regulations, and department directives for employees.
• Collaborate with DHHS Employee Relations leadership regarding potential dismissals, demotions, suspensions or other sensitive ER issues; process grievances, advising management and employees on the appeals process, coaching managers for hearings, and providing expert testimony in hearing and court cases when necessary.
• Work collaboratively with management in conducting investigations relating to employee complaints and employee grievances.
• Review disciplinary action documentation, review investigation outcomes to identify problems and assist management with planning corrective actions.
• Serve as the divisional liaison with the NC Unemployment Insurance Program's third party administrator. Coordinate the Employee Assistant Program (EAP) and Performance Management System.
• Provide consultation and guidance for the division’s ADA accommodation process.
•Collaborate in development and delivery of employee relations training for various audiences on topics including investigations, grievance hearings, documentation and conflict resolution.

Knowledge of the principles and practices of human resources that may include Federal and State laws.
Knowledge of comprehensive principles and practices of Employee Relations.
Experience conducting investigations.
Documented ability to communicate effectively verbally and in writing.
Management Preferences
Demonstrated experience conducting mediations and/or completion of OSHR’s State Mediation Training
Preference will be given to applicants who exhibit good judgement and critical thinking skills; diplomatic interpersonal skills; the ability to work independently, as well as part of a team; strong organizational skills; and ability to prioritize tasks in accordance with a high-volume caseload.

Murdoch Developmental Center in Butner, N.C. is the State Developmental Center for North Carolina’s Central region. Murdoch provides services and support to people with Intellectual and Developmental Disabilities (I/DD), complex behavioral challenges, and/or medical conditions whose clinical treatment needs exceed the level of care currently available in the community.
