Overview

The Staffing Specialist provides comprehensive federal recruitment and placement support services utilizing USAStaffing and USAHire. The position assists Human Resources staff with vacancy announcements, job analyses, qualification determinations, hiring actions, certificate issuance, and staffing policy research in support of federal hiring operations.

 

Note** This position is being recruited in support of potential future contract awards, and qualified candidates may be considered for upcoming opportunities supporting federal government clients.

Responsibilities

• Draft and maintain vacancy announcements within automated staffing systems.
• Coordinate job analyses and assessment activities.
• Develop recruitment packages, questionnaires, qualification requirements, and assessment strategies.
• Conduct qualification analyses and applicant evaluations.
• Prepare best-qualified candidate determinations and supporting documentation.
• Coordinate staffing actions with HR specialists and subject matter experts.
• Generate selection certificates and hiring documentation following Government approval.
• Research federal hiring authorities, staffing regulations, and agency policies.
• Support competitive service, merit promotion, direct hire authority, VRA, Schedule A, VEOA, and other applicable hiring authorities.
• Ensure compliance with OPM, DHS, and USCG staffing requirements and merit system principles.
• Other duties as assigned.

Qualifications

• Minimum six (6) years of experience providing federal staffing and recruitment support services.
• Expert-level knowledge of USAStaffing and USAHire.
• Experience preparing vacancy announcements and recruitment actions.
• Experience conducting job analyses and qualification reviews.
• Experience developing selection certificates and applicant qualification determinations.
• Knowledge of federal staffing regulations and hiring authorities.
• Strong analytical, communication, and customer service skills.
• Ability to obtain and maintain required Government suitability determination and system access.

Desired Qualifications

• Experience supporting high-volume federal recruiting operations.
• DHS or Coast Guard staffing support experience.
• Familiarity with Delegated Examining Unit (DEU), Merit Promotion, DHA, VEOA, VRA, and Schedule A hiring processes.
• Expertise supporting USAJobs integrations and assessment strategies.
• Existing DHS or federal suitability determination.
