Job Summary    
The Mayor’s Office of Homeless Services seeks an experienced Deputy Director who possesses strong leadership and problem-solving skills; is experienced and knowledgeable about Federal and State grants, regulations, processes; and the Continuum of Care (CoC) program.  This position will play a critical role in promoting the mission of MOHS by overseeing the agency’s legislative and policy activities as well as building and managing relationships with elected officials, business leaders, and community partners to ensure successful implementation of MOHS’s funding and advocacy agenda. The position includes supervising several key leadership positions within the organization and reports to the Agency Director.
Essential Functions     
  • Develops and executes MOHS advocacy agenda in conjunction with the Agency Director, including legal, regulatory, and sustainability polices that will accelerate MOHS’s mission.
  • Oversees the managers of the following teams within the Mayor’s Office of Homeless Services – Chief of Emergency Services, Chief of Programs & Chief of Partnership & Policy. In addition, the incumbent ensures internal and external coordination among the teams.
  • Serves as MOHS’s point of contact for the Baltimore City Council, and the federal government and Continuum of Care; represents MOHS at hearings, public events, and community meetings.
  • Develops and maintains strong working relations with a broad spectrum of entities such as elected officials and city, state, and federal agencies, the service providers community, Continuum of Care, and community stakeholders; and leads proactively to promote MOHS’s advocacy agenda, including supporting the Agency Director.
  • Identifies and provides recommendations on improvements across the organization and helps to solve core problems within the organization; provides tactical support to implement programmatic ideas and strategies and other MOHS staff in their interactions by tracking the ongoing status of each relationship and providing recommendations for next steps.
  • Oversees the grant implementation process and ensures proper allocation of funds.
  • Oversees the preparation and administration of program budgets, develops budget recommendations, and monitors expenditures.
  • Leads in the design and coordination of innovative programming and services that the City/Continuum of Care operates for persons experiencing homelessness.
  • Develops and recommends policy in programs relating to homeless services.
  • Participates on committees and task forces to coordinate and target available resources for the homeless; analyzes data, evaluates performance, and identifies program changes and improvements to effectively prevent, reduce, and end homelessness
  • Serves as the lead contact for monitoring and audits and is responsible for developing responses to findings or concerns.
  • Oversees the planning, coordination, and implementation of complex projects.
  • Responsible for developing and coordinating the compilation of complex narrative and statistical reports and memoranda for the Agency Director’s review and approval.
Minimum Qualifications
Education: Graduate from a master’s program in public policy, Business Administration, Public Administration, Management, Law or related field from an accredited college or university
AND
Experience: Have six years of senior management, policy-driven operational responsibilities including three years of experience in affordable housing and homeless services.  
OR
Equivalency Notes: Have an equivalent combination of education and experience.
Knowledge, Skills, and Abilities   
  • Strong interpersonal and communication skills, including active listening and the ability to engage clients, coworkers, treatment providers, and the public professionally and respectfully.
  • Ability to recognize signs of distress or crisis and respond appropriately using sound judgment and problem-solving skills.
  • Knowledge of peer recovery, substance use, mental health, and recovery-oriented practices.
  • Knowledge of community resources and the ability to develop effective relationships with treatment providers and community partners.
  • Strong organizational, documentation, and writing skills, with the ability to maintain accurate and timely client records and reports.
  • Proficiency with Microsoft Office, Google Workspace, email, and electronic record-management systems.
  • Ability to clearly communicate agency programs, services, and information to clients and community partners.
  • Valid State of Maryland Driver’s License
  • Certified Peer Recovery Specialist (CPRS) credential through the Maryland Addiction and Behavioral-Health Professionals Certification Board (MABPCB) preferred.

Background Check    
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.
Probation   
All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.

This position is required to complete a Financial Disclosure pursuant to Sections 7-7, 7-8, and 7-9 of the City Ethics Law. The initial financial disclosure must be submitted within 30 days of hire.
