The Senior Manager – Infra Asset Integrator (LCP Roads) is the primary technical and analytical lead responsible for the long-term asset lifecycle management, financial forecasting, and data integration of the development’s extensive road, highway, and civil transport infrastructure.- Support the develop of and continuously refine the 10-to-30-year Capital Asset Replacement Plans (CARP) specifically for roads, pavements, civil structures, and highway assets across all districts.
- Build and calibrate advanced pavement degradation curves and predictive models tailored to the specific climate, environmental stresses, and traffic loads of the region.
- Conduct strict Total Cost of Ownership (TCO) and financial trade-off analyses to determine optimal timing for preventative pavement rejuvenation versus full structural rehabilitation (OPEX vs. CAPEX optimization).
- Deliver data-driven capital expenditure (CAPEX) forecasts to the Director of LCP and the Service Charge Director to establish accurate long-term community sinking funds.
- Define and enforce the structural asset hierarchy, naming conventions, and data classification systems for all civil transport infrastructure within the enterprise system.
- Partner with the enterprise asset management systems team to ensure that raw field inspection data, pavement conditions, and maintenance histories are flawlessly captured in the central SAP Enterprise Asset Management database.
- Lead the "Digital Vesting" process for roads, ensuring that when construction contractors finish a transport sector, all technical manuals, as-built data, material specs, and warranty data are instantly integrated.
- Act as a vital operational gatekeeper on the Handover and Vesting Committee alongside the Estate Vesting and Design Director.
- Conduct detailed technical design reviews during early project phases to analyze proposed construction materials, advocating for modifications that reduce long-term operational and replacement costs.
- Ensure all newly constructed roads, bridges, and tunnels comply with ISO 55001 asset management standards and internal governance policies before formal operational sign-off.
- Provide data-driven insights to the Director for Roads and Car Parks (SME) to help transition field teams from reactive maintenance to highly advanced, predictive maintenance regimes.
- Establish and monitor technical Key Performance Indicators (KPIs) and data-logging compliance policies for Tier-1 external Operations & Maintenance (O&M) contractors.
- Bachelor’s Degree in Civil Engineering, Transportation Engineering, Infrastructure Asset Management, or a highly relevant quantitative technical discipline.
- Master’s Degree or MBA with a focus on Infrastructure Management or Engineering Finance is highly desirable.
- Professional Certifications: Possession of a Certified Asset Management Assessor (CAMA) designation, an Institute of Asset Management (IAM) Diploma, or a PMP is strongly preferred.
- Minimum of 15 years' experience in highway asset management, infrastructure lifecycle planning, or pavement management systems (PMS).
- Direct experience working within international mega-projects, major public transportation authorities, airport infrastructure networks, or master-planned smart cities.
- Proven track record of managing massive infrastructure datasets and translating engineering metrics into financial lifecycle projections.
- Deep proficiency in Pavement Management Systems (PMS) software, Lifecycle Costing tools, and GIS mapping platforms.
- Advanced operational familiarity with enterprise software, specifically SAP (PM and MM modules).
