Description

The City of Kodiak is recruiting for a full-time Community Service Officer. Under general supervision, this position is responsible for performing a variety of specialized and technical non-sworn duties in support of one or more law enforcement functions and/or programs. Specific responsibilities can include, but are not limited to: proactively enforcing local codes, ordinances, and regulations; issuing warnings and citations; overseeing the collection and disposal of abandoned vehicles; responding to animal complaints; providing information and assistance to the general public and answers citizen inquiries; overseeing fleet maintenance; maintaining associated records; and assisting sworn officers as directed.  

The Community Service Officer must be characterized by unquestionable personal and professional character and integrity, be free of cultural and ethnic bias, maintain a strong ethical code in both personal and professional life, desire to diligently protect and serve the community through courage, compassion and respect, and display personal conduct above reproach. 

The Police Department provides quality law enforcement services to the community and assistance to citizens who request services that may be related to the well-being of life, health, and property. The Community Service Officer must perform these duties in a manner that reflects positively on the City and the Department.

  • Patrols assigned areas on foot and/or in a vehicle to proactively enforce local codes, ordinances, and regulations including parking regulations and abandoned vehicle codes; responding to parking complaints and identifying violations; and providing verbal warnings, writing citations, and/or towing vehicles.
  • Responds to animal complaints and investigates instances of aggressive animals, dog bites, and animal cruelty.
  • Performs foot patrols downtown to proactively enforce local codes, ordinances, and regulations and notifying on duty police officers of criminal conduct.
  • Assists the public by providing information by phone or in person regarding a variety of inquiries, issues or concerns, which can include: parking, vehicle and animal related ordinances; public nuisance ordinances; court dates and/or other local code or procedural items. Listens and refers them to proper authorities if necessary.
  • Conducts traffic control at accident scenes or during special events.
  • Performs a variety of office support activities including: data entry, documentation, prepares written reports, logs and tracking statistics related to field work and fleet maintenance. Enters and retrieves information from records management systems, spreadsheets, and/or other applicable systems including a person’s contact information, home address, driver’s license number, and vehicle information.
  • Coordinates fleet maintenance activities.
  • Performs light maintenance activities to include moving or transporting supplies and equipment; changing light bulbs; snow removal; or duties of a similar nature.
  • Acts as an authorized representative with local vendors to purchase necessary supplies.
  • Testifies in court.
  • Performs other duties as assigned.

High school diploma or General Education Development (GED) and one to three years of related experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above. 

Licensing Requirements:

  • Valid Alaska Driver’s License or ability to obtain within 30 days of hire 
  • Possess or ability to obtain First Aid/CPR/AED/Blood Borne Pathogens certifications
  • Ability to obtain certification in less-lethal tools and defensive tactics


KNOWLEDGE, SKILLS, AND ABILITIES(Generally describes the knowledge, skills, and abilities required to enter the job and/or be learned within a short period of time to successfully perform the assigned duties.)
Knowledge of:
  • Pertinent federal, state, and local laws, codes, and regulations;
  • Street layout and geography of the City;
  • Principles and practices of effective public relations;
  • Data entry techniques;
  • English usage, spelling, grammar, and punctuation;
  • Computers and basic office software.
Skill in:
  • Providing customer service in a law enforcement setting;
  • Safely operating a light duty passenger vehicle in all types of weather and road conditions;
  • Maintaining accurate records and logs;
  • Communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc., sufficient to exchange or convey information and to give and receive work direction.
Ability to:
  • Work independently in the absence of supervision and prioritize work assignments;
  • Analyze situations quickly and objectively;
  • Read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals;
  • Write clearly, accurately, concisely, legibly, and with correct English grammar and spelling;
  • Cope with stressful situations firmly, tactfully, and with respect;
  • Be resourceful, have sound judgement, think clearly and act quickly in a variety of situations;
  • Operate smartphones, tablets, computers, cameras and two-way radios;
  • Establish and maintain effective working relationships with those contacted during the course of work.


PHYSICAL REQUIREMENTSPositions in this class typically require: climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, lifting, pushing, pulling, grasping, finger dexterity, feeling, talking, hearing, smelling, seeing and repetitive motions. Specific vision abilities required include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. 

Medium Work: Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. 

Primary functions require ability to work indoors and outdoors; walk, stand, or sit for prolonged periods of time; occasionally stoop, bend, kneel, crouch, reach, and twist; occasionally climb and balance; regularly push, pull, lift, and/or carry light to moderate weights; frequently lift and/or move light to moderate weights; operate office equipment including use of computer keyboard; requires a sense of touch, finger dexterity, and gripping with hands and fingers; ability to speak and hear to exchange information; ability to operate a vehicle and other equipment and specialized tools.

WORKING CONDITIONS:
Some work performed in an office environment. Majority of work is performed outdoors with frequent exposure to inclement weather. Potential exposure to dangerous, intoxicated and/or disagreeable people under stress and in unsanitary conditions; works with animals, including potentially vicious animals. Required to take breaks and meals when workload permits. May be subjected to fumes, odors, dusts, gases, poor ventilation, blood and other bodily fluids, inadequate lighting, work space restrictions. Regular contact with the general public and various public agencies and departments, as well as other federal, state and local law enforcement agencies. 

Non-traditional work hours are necessary; works rotating shifts, weekends, holidays and overtime; subject to recall when off duty; and required to wear a uniform.
