• Patrols assigned areas, including City streets and parks, by vehicle, on foot, or bicycle; responds to calls for service and assists with public safety and community concerns.
• Enforces animal control, parking, zoning, and other applicable City ordinances; investigates complaints, follows up on violations, and issues warnings or citations as appropriate.
• Responds to animal-related calls, captures and transports stray animals, assists with animal welfare investigations and kennel license follow-ups, and supports the operation and maintenance of animal containment facilities.
• Provides support to sworn police officers and other City departments during routine and emergency situations, including traffic control, vehicle crashes, vehicle impoundments, medical aid, first aid, and other public safety activities.
• Performs detention facility duties, including monitoring and documenting prisoners, processing and releasing offenders, conducting cell and facility inspections, maintaining inventories, and reporting facility or equipment deficiencies.
• Provides general City and Police Department support, including mail runs, bank deposits, delivery of City Council packets, fleet transportation for service and repairs, medical supply inventory, and assistance with contractors and facility projects.
• Provides customer service and administrative support, including fingerprinting services, front desk and phone coverage, assisting the public, providing directions and roadside assistance, and troubleshooting basic computer equipment issues.
• Participates in community outreach and public safety programs, events, presentations, and facility tours, including youth safety initiatives and City-sponsored events.
• Promotes an equitable, inclusive, and respectful organization by supporting the City’s mission, vision, and core values and communicating effectively and respectfully with diverse customers, residents, and co-workers.

• Principles, procedures, techniques, and equipment of law enforcement.
• Humane animal restraint and care techniques.
• Pertinent Federal, State, and local laws, codes, and regulations.
• City’s geography.
• Operational characteristics, services, and activities of a parking and code enforcement program.
• Occupational hazards and standard safety practices.
• Methods and techniques of conflict resolution.
• Record keeping and file maintenance systems.
• Principles of report preparation.
• Detention operations.

Ability to:

• Interpret and communicate City codes and ordinances to the general public.
• Prepare clear and concise reports.
• Operate departmental equipment.
• Communicate clearly and concisely, both orally and in writing.
• Establish and maintain effective working relationships with those contacted in the course of work.
• Problem-solving and resolving conflict. 
• Maintain mental capacity, which permits making sound decisions and using good judgment, prioritizing work activities, and demonstrating intellectual capabilities.

Any combination of experience that would likely provide the required knowledge is qualifying.  A typical way to obtain the knowledge and abilities would be:

Need to have: 

• High school diploma or equivalent. 
• Currently enrolled or enrolling, or recent graduate of in a law enforcement education program. 
• Possession of, or ability to obtain an appropriate, valid Minnesota driver’s license. 
• Ability to obtain and maintain emergency medical responder- 6 months of hire.

Nice to have: 

• Experience working with animals. 
• Experience working in law enforcement.
• Experience in customer service.

WORKING CONDITIONS

Environmental Conditions:

Primarily an outside environment; While on duty incumbent may have exposure to injury, trauma, angry or violent individuals, animal bites, blood-borne and air-borne pathogens, traffic accidents, visual and emotional trauma, toxic chemicals, adverse road and weather conditions, and other hazardous conditions.

Physical Conditions:

Essential functions may require maintaining physical condition necessary for sitting, standing, or walking for prolonged periods; light to moderately heavy lifting and carrying; may be required to climb, stoop, and kneel in performance of job responsibilities; general manual dexterity; adequate vision, speech, and hearing required; must be able to operate assigned equipment.
