The Oregon Health Authority (OHA), Public Health Division (PHD), HIV, STD, TB (HST) Program in Portland, Oregon is excited to announce a career opportunity for an HIV Care and Treatment Compliance Specialist (Program Analyst 2). This vital role is part of a dedicated, collaborative team and is responsible for developing, monitoring, and maintaining the HIV Care and Treatment Compliance Plan to ensure that all programs and services align with state and federal guidance.

In this position, you will lead direct onsite program monitoring and coordinate fiscal monitoring for external contracts. You will create tools, evaluate data, and provide technical assistance to support compliance across the HIV Care and Treatment program. You will also track, analyze, and interpret performance and outcomes to help strengthen program operations and ensure high-quality services for communities across Oregon.

What We Are Looking For

Minimum Qualifications: These qualifications must be reflected in your application for consideration.

A bachelor's degree in public health, social or human services, or a degree related to the program AND two years experience coordinating or administering a program.

OR

Any combination of experience or education equivalent to five years of technical experience in public health, social or human services, case management or any experience related health care access and communicable disease.

Note: Relevant knowledge and experience may include work in administering public health programs, including developing guidelines, coordinating training, managing budgets, and overseeing grants. They are skilled in monitoring program performance, conducting onsite reviews, ensuring compliance, and recommending improvements. They also excel in explaining program requirements, delivering trainings and presentations, and collaborating with community partners and stakeholders to strengthen services and promote program goals.

• This announcement is for one, full-time, permanent, SEIU represented, HIV Care and Treatment Compliance Specialist (Program Analyst 2) based in Portland, Oregon.

• Employment is contingent upon a criminal records check that meets OHA criteria at the time of hire and throughout employment.
• The salary listed is the non-PERS qualifying range. If the successful candidate qualifies for PERS, the salary range will increase by 6.95%. For more information, see the Classification and Compensation page.
