Organizational Context and Scope

Established in 1951, the Client is a leading inter-governmental organization providing services to governments and migrants in the field of migration. With its 173 member States and offices in more than 100 countries, the Client is dedicated to promoting humane and orderly migration for the benefit of all.

Pakistan remains the third-largest refugee-hosting country globally, hosting over 1.4 million Afghan refugees holding Proof of Registration (PoR) cards issued by the Government, 840,000 Afghan Citizen Card (ACC) holders, and an estimated 775,000 undocumented Afghan migrants. With the recent unprecedented change in the political and security situation in Afghanistan, the number of Afghan nationals crossing into Pakistan has increased. Owing to their partly informal status, the Afghan migrant populations have largely remained under the radar, not being eligible for any systematic humanitarian assistance – thereby facing significant challenges.

This position is a short-term position for three months (renewable depending on funding), under a third-party contract. Under the overall supervision of the Programme Coordinator (Protection), and the direct supervision of the National Protection Officer (Protection Monitoring & Analysis), the incumbent will assist and support the implementation of protection monitoring and analysis activities as part of the Client's Protection activities, and will be responsible for the following tasks:

SECTION 3

Responsibilities and Accountabilities

1- Coordinate the planning, implementation and monitoring of protection monitoring activities across the country. Review and endorse risk assessments for data collection activities.

2-Spearhead the verification of quality and accuracy of data entered into protection monitoring tools, in line with Standard Operating Procedures (SOPs) and other relevant guidance.

3-Conduct regular data cleaning and organizing, and quarterly analysis of quantitative data.

4-Review, compile, summarize, analyse information and data collected through protection monitoring.

5-Lead the coordination of data collection activities, in close collaboration with project assistants based in Islamabad and field offices, and with implementing partners (IPs). Review workplans and IP progress reports

6-Undertake monitoring visits to different locations across Pakistan, supporting the Protection Assistants overseeing activities at the province level.

7-Develop, review and update capacity-building material on data collection for protection.

8-Coordinate capacity-building plans and training sessions on topics such as, but not limited to, data collection techniques, ethics and principles in data collection, protection mainstreaming, note-taking, use of Kobo and other software for the Client's IPs, where/when required.

9-Organize meetings, workshops and training sessions; provide logistical and administrative support as needed.

10-Maintain an up-to-date and in-depth understanding of protection risks, community dynamics and displacement trends in the various communities and locations monitored by the Client, including through maintaining a policy tracker and biweekly context updates.

11-Provide inputs for the development of data collection tools, capacity-building materials, and Standard Operating Procedures (SOPs).

12-Perform other related duties, as may be assigned.

SECTION 4

Required Qualifications and Experience

EDUCATION

  • School diploma with six years of relevant experience; or,
  • Bachelor's degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law or related fields from an accredited academic institution with four years of relevant professional experience.

EXPERIENCE

  • Experience in supporting data collection activities, developing activity plans and undertaking monitoring and evaluation (M&E) of humanitarian/development field activities.
  • Experience in quantitative and qualitative data collection and analysis.
  • Demonstrated knowledge of social science research methodologies.
  • Experience working on general protection, research and analysis, child protection (CP), gender-based violence (GBV) or counter-trafficking (CT), including in direct contact with beneficiaries.
  • Understanding of the protection environment and migration context in Pakistan.
  • Excellent understanding of critical issues around data protection principles.
  • Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is considered an advantage.

SKILLS

  • Good written and oral communication skills, effective in representation and liaison with external parties (required).
  • Social science research skills, including qualitative and quantitative methods (required).
  • Strong coordination and written/oral communication skills.
  • Excellent computer skills and literacy (MS Word, PowerPoint, Excel, KOBO) and full proficiency in Excel.
  • Good interpersonal and problem-solving skills (required).
  • Team-work oriented, ability to problem-solve, take initiatives and work independently.
  • Strong time management skills and ability to work under pressure and manage competing deadlines.
  • Willing to collaborate with and support people from cultures and backgrounds (required).
  • Knowledge of the broad range of migration-related subject areas dealt with by IOM.
  • Knowledge of UN and bilateral donor standards.
  • Knowledge of financial rules and regulations.

SECTION 5

Languages

REQUIRED

Fluency in English and Urdu.

DESIRABLE

Working knowledge of Pashto and Dari.
