Description
Marine Standards Officer (HSSEQ) – Angola
About the role
This role forms part of Svitzer's commitment to developing local technical capability in Angola. We're looking for a talented HSSEQ professional who is eager to grow into a specialist Marine Standards role. If you have experience in another high-risk operational industry and a passion for safety, we'll provide the support and development needed to build your maritime expertise.
Svitzer is looking for a Marine Standards Officer to join our team in Angola. As the country's Marine Standards and HSSEQ representative, you'll play a key role in supporting the safe delivery of marine operations across Svitzer's vessel fleet, operational sites and shore organisation. Working closely with the Operations Manager and Regional Marine Standards team, you'll help embed Marine Standards, strengthen safety culture, support operational excellence and build frontline capability across the business.
Our teams are lean, responsibilities are broad, and everyone contributes. This is a hands-on operational role where you'll spend time working alongside vessel crews, operational teams and leaders, helping build capability, reinforce frontline accountability and continuously improve safety performance. The role reports to the Operations Manager and works closely with the Regional Marine Standards team.
Who we are
Svitzer is a global leader in towage and marine services, helping customers safely and efficiently manoeuvre large vessels in and out of more than 200 ports and terminals worldwide. We build on almost 200 years of experience. Today, our 4,587 colleagues operate 510 vessels across 38 countries, helping keep goods flowing, businesses moving and communities connected. Guided by our values (Constant Care, Humbleness, Uprightness, Our Employees and Our Name), we are also shaping a cleaner, smarter future for towage through digital solutions, greener technologies and new partnerships.
What you can look forward to
You'll join a small and collaborative operational team where you'll have genuine ownership of Marine Standards and HSSEQ activities within Angola. Working closely with the Operations Manager and Regional Marine Standards team, you'll help strengthen safety culture, develop frontline capability and support the safe delivery of marine operations.
This role is suited to someone who enjoys working in operational environments, building trusted relationships with people, coaching others and finding practical ways to improve safety performance.
You'll have the opportunity to develop your maritime knowledge while working in a global organisation that is committed to developing local capability and investing in its people.
What you will do
As Marine Standards Officer, you will:
Act as Svitzer's in-country Marine Standards and HSSEQ representative, working closely with operational teams and regional colleagues.
Support implementation and continuous improvement of Svitzer's Marine Standards and Safety Management System (HMS).
Promote a strong safety culture through coaching, engagement, training and safety awareness initiatives.
Coordinate HSSEQ activities including audits, inspections, incident investigations and assurance programmes.
Coach and support Masters, vessel crews and operational teams in implementing Marine Standards, strengthening frontline ownership and reinforcing safe working practices.
Monitor HSSEQ performance, analyse trends and support continuous improvement initiatives.
Support compliance with company standards, customer requirements and applicable regulatory obligations.
Liaise with customers, regulatory authorities, Flag State, Classification Societies and regional stakeholders on Marine Standards and HSSEQ matters.
Support emergency preparedness activities, operational assurance and Marine Standards improvement initiatives across the business.
Who we are looking for
We're looking for someone with strong HSSEQ fundamentals, a practical approach and the curiosity to learn the maritime industry. You don't need to come from a maritime background. If you've worked in another high-risk operational environment and have a passion for safety, compliance and continuous improvement, we'd like to hear from you.
You will ideally bring:
A university degree in Maritime Studies, Occupational Health & Safety or another relevant discipline
Around 3-5 years' experience in HSSEQ, operational safety or Marine Standards within a safety-critical operational environment such as maritime, oil & gas, mining, aviation, transport, logistics or manufacturing
Experience implementing safety management systems, conducting audits, incident investigations or operational risk management.
Experience promoting safety culture, leading operational safety initiatives or supporting frontline teams in a safety-critical environment will be highly regarded.
Knowledge of Angolan occupational health and safety legislation and regulatory requirements
Experience working in operational environments and engaging with frontline employees
Strong Microsoft Office skills
Fluency in English and Portuguese
Maritime experience, knowledge of the ISM Code, ISPS Code, MLC and OVMSA, or previous sailing experience are advantageous but not essential. We are committed to supporting the successful candidate in developing the maritime-specific knowledge required for the role.
You are:
Safety-focused with a genuine commitment to protecting people and supporting safe operations
Proactive, hands-on and comfortable working independently
An effective communicator who builds trusted relationships across all levels of the organisation
Confident coaching and influencing others while reinforcing accountability
Organised, analytical and solutions-focused
Curious, adaptable and motivated to continuously improve how work gets done
Comfortable working in operational environments and spending time alongside frontline teams.
Why join Svitzer
This is an opportunity to build specialist Marine Standards and HSSEQ expertise within a global organisation while contributing to the development of local capability and the continued growth of Svitzer's operations in Angola. You'll work alongside experienced regional colleagues, gain exposure to international marine standards and play an important role in shaping the future of safety and operational excellence within Svitzer Angola.
