We're delivering one of the most ambitious infrastructure programmes in New Zealand. As Regional Manager Infrastructure Development & Delivery (Auckland Northland), you'll play a pivotal role in ensuring major transport investments move from strategy to successful delivery, while building the partnerships that make progress possible.

This is a rare opportunity to lead at the intersection of infrastructure, stakeholder influence, regional leadership, and public impact.

As the senior Infrastructure Development & Delivery representative for Auckland, you'll be the critical link between NZTA, councils, transport partners, infrastructure providers, iwi and hapū, and project teams. You'll help unblock challenges, build alignment, influence outcomes, and ensure projects are positioned for success from early development through to delivery.

Te Whiwhinga mahi | The opportunity

This highly influential leadership role sits within Infrastructure Development & Delivery, the group responsible for developing and delivering New Zealand's national land transport capital programme. You'll represent NZTA across the Auckland region, ensuring regional priorities, opportunities and challenges are reflected in planning, investment, and delivery decisions.

You'll work across complex programmes and high-profile projects, partnering with senior leaders, regional stakeholders, project sponsors and delivery teams to strengthen relationships, navigate issues, and create the conditions for successful delivery. You'll also contribute to long-term infrastructure planning, helping shape a sustainable pipeline of work that supports the future growth and resilience of Auckland and New Zealand.

Key responsibilities include:

  • Building enduring relationships with councils, infrastructure providers, industry partners, iwi and key regional stakeholders

  • Acting as the senior escalation point for stakeholder issues impacting major infrastructure projects

  • Influencing governance and strategic decision-making across complex transport programmes

  • Championing regional priorities and bringing the delivery perspective into planning and investment discussions

  • Supporting the development of a long-term infrastructure pipeline and State Highway Investment Proposal (SHIP)

  • Leading regional supplier engagement and fostering strong industry partnerships

  • Representing NZTA in regional forums, external engagement activities and media opportunities where required

  • Driving collaboration, innovation and continuous improvement across NZTA’s project development and delivery programmes

  • Project sponsorship, where appropriate.

You are a highly credible and influential senior leader with a proven ability to build trust, create alignment, and lead through complexity. You understand how major infrastructure programmes are developed and delivered, and you're comfortable operating across governance, stakeholder management, public sector engagement, and strategic planning environments.

You bring the confidence to engage with senior executives, elected members, infrastructure partners and project leaders, while maintaining a strong focus on outcomes, relationships and long-term value for New Zealand.

You will bring:

  • Significant experience leading relationships with senior stakeholders in complex infrastructure, transport, utilities or comparable sectors

  • Outstanding influencing, negotiation and stakeholder management capability

  • Experience operating within governance environments and supporting strategic decision-making

  • Strong understanding of infrastructure development and delivery programmes, including business cases, design, consenting and construction

  • The ability to operate effectively within large, matrixed organisations

  • Experience working with iwi and hapū, alongside an understanding of Te Tiriti o Waitangi obligations

  • Exceptional communication skills with the ability to simplify complex issues and influence diverse audiences

  • A commitment to collaboration, delivery excellence and public value.
