[What the role is]
The officer will support the Principal Economist in establishing a new team dedicated to aviation economic analysis in support of Singapore's air hub strategy. As the middle-level manager of the team, the officer will have supervisory responsibilities for a junior-level economist and will be integral in formulating the team’s analytical direction, ensuring the quality and rigour of work, and translating economic insights into actionable recommendations for senior leadership and policy stakeholders.The officer will play a crucial role in shaping evidence-based aviation policy and hub development strategy, drawing on deep expertise in econometric analysis, quantitative modelling, and transport economics. Working together with the Principal Economist, the officer will have opportunities to lead research projects across government agencies and the OneAviation community that meaningfully inform national aviation policy and Singapore's long-term hub competitiveness.
[What you will be working on]
The officer will have responsibilities in the following areas:
a. Day-to-day direction and oversight of the unit’s demand modelling, including projections, policy counterfactuals and other quantitative research programme to inform national aviation policy.
b. Analysis on global aviation trends, market dynamics, and competitive positioning, with a focus on translating findings into strategic insights for decision-makers.
c. Middle-level engagement with government agencies, industry stakeholders, and inter-agency partners to ensure the unit's analytical work is well-integrated into air hub strategy and policy.
d. Presentation and communication of economic analysis and forecasting results to senior management and MOT to support policy, programme, and investment decisions.
e. Stewardship of the unit's work on economic assessments and data-driven insights for industry consultations and public-facing engagements.
Beyond the unit’s core analytical mandate, the officer will be responsible for building and sustaining organisational capabilities in economic analysis and transport economics across CAAS. This includes mentoring junior staff, establishing best practices, and contributing to the development of a strong analytical culture.
[What we are looking for]
Strong training in Economics, Econometrics, or a quantitative discipline with substantial economics content. Advanced studies in Economics would be an advantage
Strong background in theoretical and empirical economics
Minimum of 8 years work experience, with at least 5 years professional experience in quantitative economic analysis
Proven record of conducting independent research
Advanced programming skills (for eg Python, R, Stata)
Excellent written and oral communication
Passion in contributing to Singapore’s aviation sector and public policy in general
Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
