Overview

The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to our mission of saving lives and reducing the burden of disease in low-and middle-income countries. We work at the invitation of governments to support them and the private sector to create and sustain high-quality health systems.

 

CHAI was founded in 2002 in response to the HIV/AIDS epidemic with the goal of dramatically reducing the price of life-saving drugs and increasing access to these medicines in the countries with the highest burden of the disease. Over the following two decades, CHAI has expanded its focus. Today, along with HIV, we work with our partners to prevent and treat infectious diseases such as COVID-19, malaria, tuberculosis, and hepatitis. Our work has also expanded into cancer, diabetes, hypertension, and other non-communicable diseases, and we work to accelerate the rollout of lifesaving vaccines, reduce maternal and child mortality, combat chronic malnutrition, and increase access to assistive technology. We are investing in horizontal approaches to strengthen health systems through programs in human resources for health, digital health, and health financing. With each new and innovative program, our strategy is grounded in maximizing sustainable impact at scale, ensuring that governments lead the solutions, that programs are designed to scale nationally, and learnings are shared globally.

Position Overview

 

Your responsibilities will involve supporting the malaria program in scaling up interventions to effectively reduce the disease burden in Angola. The selected candidate will be responsible for a wide range of tasks, from conducting quantitative and qualitative analyses, to designing data-driven strategic plans, to providing operational support to ensure the execution of effective, high-impact programs. The Associate will develop and maintain strong relationships with CHAI teams supporting the malaria program, as well as with relevant government, technical, and implementing partners. They will also identify areas for intervention related to improvements in vector control, surveillance, and program implementation, and be able to initiate work plans to address these issues quickly and with limited guidance.

 

The candidate must have excellent analytical, problem-solving, organizational, communication, and project management skills, as well as strong cultural sensitivity and emotional intelligence. The selected candidate must embody CHAI's values, including resourcefulness, patience, tenacity, humility, independence, frugality, and a strong work ethic.

 

The position will be based in Luanda, with frequent travel to Angola's provinces and occasional international travel.

Responsibilities

• Provide technical assistance to the national malaria program to refine malaria control interventions. 
• Support the development and monitoring of government strategies, roadmaps, and costed work plans. 
• Work with CHAI colleagues and government counterparts to assess strategies, identify and prioritize resource gaps, and develop new funding proposals for the country. 
• Contribute to the drafting, review, and feedback of technical products, which may include strategic plans, guidelines, grant proposals, donor reports, or implementation updates. 
• Contribute to the design and execution of monitoring and evaluation to measure progress toward malaria control objectives (analysis of key indicators, design, and execution of monitoring and evaluation of surveillance platforms, etc.). 
• Monitor program activities against project objectives and donor commitments, identify bottlenecks or operational shortcomings, and work collaboratively with national and global CHAI teams to achieve exceptional results within tight timelines. 
• Identify new opportunities within and beyond the project's initial scope, anticipate risks, and be proactive in responding to them. 
• Support the drafting of programmatic reports for government and donors, as well as concept notes or other external communication products. 
• Perform any other duties requested by management. 

Qualifications

• Professional fluency in Portuguese and English, with excellent written and verbal communication skills in both languages. 
• Bachelor's degree and two to three years of relevant professional experience. 
• High level of proficiency in the MS Office suite, particularly Excel and PowerPoint. 
• Ability to work independently and autonomously, balancing multiple tasks simultaneously. 
• Exceptional analytical, quantitative, and problem-solving skills. 
• Ability to deliver persuasive presentations and reports. 
• Ability to think strategically while maintaining strong organizational skills and a detail-oriented approach. 
• Ability to manage multiple tasks simultaneously and set priorities. 
• Excellent interpersonal skills and a proven ability to build and maintain strong relationships in a multicultural environment. 
• Willingness to travel frequently (30-50 percent of the time), including occasional travel to rural areas. 

Preferred qualifications 

• A master's degree or postgraduate qualification. 
• Prior knowledge of malaria control and infectious diseases. 
• Experience working in resource-limited settings, particularly in Angola. 
• Fluency in at least one relevant local language. 
• Prior experience working in fast-paced, results-oriented environments, such as consulting, management, investment banking, or industry. 
• Experience working and communicating with government officials, multilateral organizations, or development donors. 
• Experience working remotely with a decentralized/remote team. 
• Experience working in developing-country contexts.
