Position Purpose

Leads, manages, plans, and coordinates construction quality assurance activities for Military Construction (MILCON) projects to ensure project goals and objectives are accomplished within prescribed schedules, funding parameters, and quality standards. Coordinates and oversees on-site Construction Quality Assurance (CQA) Inspectors, serving as the primary integration point between project stakeholders, contractors, design teams, and government representatives to ensure construction work complies with contract requirements, plans, specifications, and applicable regulations.

Essential Duties and Responsibilities

  • Coordinate and manage the activities of on-site Construction Quality Assurance (CQA) Inspectors across one or more MILCON projects.
  • Monitor construction activities to ensure compliance with project plans, specifications, contract requirements, and applicable codes and standards.
  • Review daily inspection reports, quality documentation, deficiency logs, and corrective action reports for completeness and accuracy.
  • Serve as the primary liaison between project management, field inspectors, contractors, designers, and government representatives.
  • Develop and maintain inspection schedules and ensure adequate inspection coverage during all phases of construction.
  • Identify construction quality issues, risks, and deficiencies and coordinate timely resolution with project stakeholders.
  • Participate in pre-construction meetings, progress meetings, quality control meetings, and project closeout activities.
  • Verify contractor compliance with approved submittals, material requirements, and construction sequencing.
  • Monitor project progress and provide routine quality and status updates to project and program leadership.
  • Track project deficiencies, punch list items, and corrective actions through completion.
  • Assist in evaluating Requests for Information (RFIs), change orders, and other construction-related documentation.
  • Ensure proper documentation and maintenance of quality assurance records in accordance with client and organizational requirements.
  • Support project acceptance, turnover, and closeout activities.

Additional Duties and Responsibilities

  • Provide mentoring, training, and technical guidance to CQA Inspectors and project staff.
  • Support development and implementation of quality management procedures and best practices.
  • Participate in project audits, inspections, and compliance reviews.
  • Assist with proposal development, staffing plans, and resource forecasting as required.
  • Develop presentations, reports, and executive-level briefings for client and leadership review.
  • Perform other duties as assigned.

Minimum Qualifications
Education

  • Bachelor's degree in Construction Management, Engineering, Architecture, Engineering Technology, or a related field.
  • Equivalent combination of education and relevant experience may be substituted where appropriate.

Experience

  • Minimum of 8 years of construction management, construction inspection, quality assurance, or engineering experience.
  • Minimum of 5 years supporting Federal, Department of Defense (DoD), United States Army Corps of Engineers (USACE), Naval Facilities Engineering Systems Command (NAVFAC), or MILCON programs.
  • Experience coordinating construction inspection personnel and construction quality assurance activities.
  • Experience reviewing construction plans, specifications, schedules, and project documentation.

Skills and Abilities

  • Thorough knowledge of MILCON project delivery processes and construction management practices.
  • Knowledge of Unified Facilities Criteria (UFC), Unified Facilities Guide Specifications (UFGS), Federal Acquisition Regulations (FAR), and applicable building codes.
  • Strong understanding of construction quality assurance and quality control principles.
  • Ability to read and interpret construction drawings, specifications, and contract documents.
  • Strong organizational and project coordination skills.
  • Ability to manage multiple priorities and projects simultaneously.
  • Excellent written, verbal, and interpersonal communication skills.
  • Strong analytical, problem-solving, and decision-making capabilities.
  • Ability to effectively interact with clients, contractors, project teams, and government personnel.
  • Proficiency with Microsoft Office Suite and construction/project management software applications.
  • Ability to prepare detailed technical reports and project documentation.

Special Requirements

  • Ability to travel to project sites, client locations, and meetings as required.
  • Ability to access active construction sites and comply with all site-specific safety requirements.
  • Possession of a valid driver's license.
  • Ability to obtain and maintain a government security clearance, if required by contract.
  • Occasional extended work hours may be required to support project schedules and critical milestones.

Preferred Qualifications

  • Project Management Professional (PMP) certification.
  • Certified Construction Manager (CCM).
  • Construction Quality Management (CQM) for Contractors certification.
  • OSHA 30-Hour Construction Safety certification.
  • Certified Quality Inspector (CQI) or equivalent quality management certification.
  • Previous experience supporting USACE, NAVFAC, Air Force Civil Engineer Center (AFCEC), or other Federal construction programs.

Physical Demands
Light Work. The employee is regularly required to sit, stand, walk, bend, reach, and use hands to operate office equipment and computers. The position requires periodic visits to active construction sites involving walking over uneven terrain, climbing stairs and ladders, and conducting field inspections. The employee may occasionally lift and carry items weighing up to 25 pounds. Vision requirements include close vision, distance vision, color vision, and the ability to adjust focus.
