DEPARTMENT OF PLANNING & BUILDING
The County of El Dorado, Department of Planning & Building is split into providing two services; Building and Planning Services. Building services is responsible for permit processing, scheduling and conducting inspections, parcel data, and building codes and policies. Planning Services is responsible for accuracy and upholding building codes and regulations for land use and development, personal and commercial cannabis guidelines and regulations, update of zoning ordinances as well as has a Planning Commission that is the Board of Supervisor’s advisor on land use planning.

THE OPPORTUNITY 
Use your analytical and regulatory skills to support housing programs in El Dorado County. In this role, you will assist with ensuring compliance with federal, state, County, and funding agency requirements; review and interpret legislation affecting housing programs; and prepare data-driven reports that support program oversight. You will perform quality assurance activities, review revenue claims, and assist in developing and administering budgets, including monitoring expenditures and resolving funding issues. The position also involves preparing program documents, ensuring grant funds are used in accordance with state and federal guidelines, tracking intergovernmental grant-related assets, and supporting departmental personnel on matters involving policies, procedures, and compliance.

The selected candidate will have the opportunity to:
 
  • Assist with ensuring compliance with federal, state, County, and funding agency regulatory and reporting requirements and applicable laws, regulations, and professional practices. 
  • Review existing and proposed local, state, and federal legislation/regulations for impact on the department program activities; consult with department personnel; develop recommendations; and prepare proposed changes. 
  • Perform departmental quality assurance duties by reviewing casework and analyzing time studies and production analyses; extract, review, and analyze data to prepare reports consisting of specific program/caseload data to monitor progress toward goals, including progress of Quality Improvement Plan. 
  • Plan, organize, and create documents related to the activities or operations of the assigned department or program. 
  • Participate in and oversee the development and administration of departmental budgets including revenue projections and forecasting, multi-year cash flow analysis, cost containment and distribution, and grant funds disbursement; ensure that awards stay within funding limits; monitor revenues and expenditures; identify and recommend resolutions for budgetary problems. 
  • Ensure funds received from grants comply with state and federal guidelines in regards to permissible use of monies.

The ideal candidate for the Housing Administrative Analyst is an outgoing, organized, detail-oriented professional who thrives in a fast-paced environment and is committed to supporting programs that advance safe, stable, and affordable housing.

This candidate will communicate clearly, both verbally and in writing. They will act as liaisons to staff, partner agencies, appointed committees and commissions, and other local partners, providing information and assistance on housing programs. They will understand the unique needs of a rural county and feel confident working with people of varied backgrounds. The candidate will collaborate well with County and State partners, consultants, developers, and community members. They will be a dedicated advocate for affordable housing and skilled in guiding programs from concept to implementation.

Ideally, they will have experience with housing programs, public administration, or local government. The candidate will be proficient with standard office software, able to learn new systems quickly, and work to improve processes and programs that enhance efficiency. They will have experience working hands-on with affordable housing grants, loans, and funding programs, including development of new housing, first-time homebuyer assistance, and owner-occupied rehabilitation efforts. They will be skilled in preparing, organizing, and coordinating essential documents that help expand housing opportunities across the County.

Human Resources will assess your application to determine if you are minimally qualified using the following recommendations:

Analyst I:  Equivalent to a bachelor’s degree from an accredited four-year college or university with major coursework in business administration, human resources management, accounting, public administration, economics, or a closely related field.  Paraprofessional administrative experience, comparable to the County’s classes of Administrative Technician, Fiscal Technician, Human Resources Technician, or an equivalent class that would provide the knowledge and abilities listed may be substituted for the required education on a year-for-year basis up to a maximum of two (2) years;

OR

One (1) year of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency.


Analyst II: Equivalent to a bachelor’s degree from an accredited four-year college or university with major coursework in business administration, human resources management, accounting, public administration, or a closely related field; AND three (3) years of professional experience performing administrative, budget, human resources, or administrative management functions, preferably in a public agency;  
OR
One year (1) year of experience at a level equivalent to County’s class of Administrative Analyst I.

Licenses and Certificates:

Possession of, or ability to obtain and maintain, a valid California or Nevada Driver’s License and a satisfactory driving record.

RECRUITMENT PROCESS 
The Human Resources Department will screen all applications to identify qualified candidates. After screening, qualified candidates will be referred to the next step and notified of all further procedures applicable to their status in the recruitment process. 

Best Qualified Evaluation
A best qualified evaluation will be utilized to determine an applicant's ability to continue in the recruitment process.  Based upon the information in the responses to supplemental questions, the applicant's education, training and experience will be evaluated using a pre-determined formula. The subject matter experts are not granted access to the candidate's application; therefore, responses to the supplemental questions should be thorough, detailed, and complete.

Written Examination (Remote Administration)
A written exam will then be utilized to determine an applicant's eligibility to continue in the recruitment process, and ranking for referral to the current vacancy. The examination has been tentatively scheduled for the week of October 12, 2026. If it is determined that you meet the minimum qualifications, are included in the best qualified pool, and are therefore eligible to participate, you will be notified by email at least one week prior to the examination. If you have taken this examination from greater than six (6) months but within twelve (12) months prior to the scheduled date of the examination, you may elect to transfer that examination score or sit for the examination again; you must contact Human Resources prior to the scheduled exam date to request that your previous score be transferred. A transferred examination score does not guarantee passing the current examination administration. Examination pass points are set in accordance with the EEOC Uniform Employee Selection Guidelines.

This recruitment will establish a list to fill current and future full-time, part-time, limited-term, and extra help Housing (Administrative) Analyst I/II vacancies in the Housing program within the Planning and Building Department for at least three (3) months.
