OVERVIEW

We are currently seeking a Quality Manager I for our Transportation Group in Chicago, IL.

The Quality Manager oversees quality assurance and quality control performed by Systems contractors, ensuring quality records, testing documentation, certifications, and turnover packages are complete, accurate, and compliant with project requirements. The position works closely with engineering, construction, systems integrators, and representatives to maintain high-quality delivery across the project lifecycle.

RESPONSIBILITIES

  • General:
    • Apply the project rules and be proactive in terms of Health and Safety when visiting site or at the office.
    • Support the implementation of the Quality Assurance & Quality Control Processes on the project.
    • Manage and supervise the assigned QC consultants and schedule daily activities for inspectors and testers as needed.
    • Coordinate with the construction area managers and the project engineers to schedule inspections for quality-related items as needed.
    • Coordinate with construction forces for resolution of quality issues in field.
    • Assist QC consultants with review and interpretation of plans and specifications.
    • Participate in project closeout, punch list inspections, and project meetings, as needed.
    • Build a good and collaborative relationship with all stakeholders, including the CTA Owner Representative Quality personnel.
    • Promote WVTCP’s Right First-Time culture by developing, sharing, and presenting Lessons Learned, Toolbox Talks, Quality Bulletins.
  • AQCL-S Responsibilities:
    • Provide quality assurance oversight for all Systems and Integration activities within the assigned area of the project.
    • Ensure that Systems contractors implement and maintain their approved Quality Plans, Inspection and Test Plans (ITPs), procedures, and quality records in accordance with project requirements.
    • Act as the primary Quality representative for Systems and Integration scopes, including coordination with project teams, subcontractors, suppliers, designers, and the Owner.
    • Monitor and verify that Systems contractors are performing required inspections, testing, and quality control activities in accordance with approved project documentation.
    • Review and assess quality documentation generated by Systems contractors to ensure completeness, accuracy, traceability, and compliance with contractual requirements.
    • Track the development, execution, and closure of systems inspection records, test reports, commissioning records, and turnover documentation.
    • Monitor contractor compliance with approved ITP hold points, witness points, and testing requirements.
    • Coordinate with Systems construction teams to ensure quality requirements are identified, understood, and incorporated into planning and execution activities.
    • Participate in pre-activity meetings, quality meetings, readiness reviews, and integration planning activities.
    • Conduct quality surveillances and audits of Systems contractors to verify effective implementation of their Quality Management Systems.
    • Review contractor nonconformance reports, corrective actions, and lessons learned to ensure issues are effectively addressed and closed.
    • Support the management and resolution of quality-related issues affecting Systems installation, testing, commissioning, and integration activities.
    • Coordinate and report the creation and management of QIRs within a timely manner.
    • Track the status and progression of systems testing, integrated testing, and final acceptance testing activities.
    • Verify that all required material certifications, factory acceptance test records, site acceptance test records, commissioning documentation, and turnover packages are properly maintained and submitted.
    • Monitor interface management between Systems disciplines and other project functions, including civil, structural, trackwork, traction power, communications, signaling, and facilities.
    • Support systems integration activities by verifying that quality requirements and testing prerequisites have been satisfied prior to progression to the next phase of testing.
    • Track and report quality performance metrics, testing completion status, document status, deficiencies, and nonconformances within assigned Systems scopes.
    • Ensure all required quality deliverables associated with Systems and Integration work are submitted, reviewed, and maintained in accordance with project requirements.

QUALIFICATIONS

  • Minimum 5 years' experience in quality management, construction, testing & commissioning, or systems integration on transportation, rail, transit, or infrastructure projects.
  • Familiarity with AREMA, IEEE, NFPA, and transit agency standards.
  • Familiar with KB/Alstom/Hitachi train control products.
  • Demonstrated experience overseeing quality activities associated with communications, signaling, traction power, SCADA, facilities systems, or other complex infrastructure systems.
  • Preferred certified as a Quality professional, e.g. ASQ certification or and ISO 9001 auditing certifications.
  • Bachelor’s degree in engineering or construction management preferred.
  • Working knowledge of Lean and Six Sigma would be an asset.
  • Valid Driving License to drive in the state of Illinois.
  • Salary Range: $100,000 - $140,000/Yr.
