Job Summary:

The Senior Technical Advisor (STA), Systems Strengthening and Demand Planning, provides technical and operational leadership for supply chain activities aimed at strengthening national demand planning, forecasting, and supply planning systems across HIV/AIDS, TB, MNCH, NTDs, and essential medicines. The role oversees technical staff and project implementation, ensuring alignment with work plans, budgets, and donor requirements. The STA leads the development of supply chain best practices, supports project reporting and knowledge dissemination, and collaborates closely with the Ministry of Health and other stakeholders to build sustainable capacity and institutionalize evidence-based forecasting and supply planning practices.

Accountabilities:

Technical Requirements:

  • Experience working on problems of a complex scope that requires evaluation of variable factors.
  • Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with little supervision.
  • Networks with key internal and external personnel in the supply chain ecosystem.
  • Provides input to senior technical leadership on national guidelines and normative policies for supply chain activities.
  • Interprets findings and makes recommendations for improvements.
  • Planning, Implementation and monitoring of project activities.
  • Leads the development of the national demand creation, forecasting and supply planning activities across health programs within the given budgets.
  • Oversees all day to day technical and operational elements of demand planning & quantification activities.
  • Coordinates with technical and programmatic staff members to ensure that activities are performed as per award requirements and consistent with relevant policies.
  • Oversees staff members’ assignments.
  • Provides technical support to MoH, Pharmaceutical Services Unit (PSU), Medical Stores department (MSD), NASHCoP, National Malaria Control Program (NMCT), Reproductive & Child Health (RCH), in conducting national essential medicines quantifications.
  • Oversees the annual work planning and budgeting process for demand planning activities.
  • Strengthens partners’ capacity in commodity budgeting and resource planning to meet the financing need of commodities. Mentors MoH in pipeline analysis and in monitoring in country supply levels.
  • Contributes to planning and making recommendations for project concepts, operations, and/or implementation.
  • Influences design and scope of demand planning related initiatives and programs.
  • Develops strategies and tools for the design and implementation of supply chain components.
  • Ensures technical implementation is consistent with best practices in the industry / subject and meet MoH / funder contractual obligations for moderately complex technical units of demand planning, directing other professional staff members.
  • Stakeholder Engagement, Donor Relations, and Business Development
  • Participating in funder and stakeholder meetings and providing technical input.
  • Developing donor reports and presentations.
  • Representing the project at professional meetings and conferences.
  • Maintaining relationships with donors, government agencies, NGOs, and partners.
  • Providing technical inputs to proposals.
  • Contributing supply chain data and technical information for business development efforts.
  • Performs other duties as assigned.

  • Proven ability to lead and manage complex technical projects, establish strategic priorities, and plan for the successful implementation and monitoring of activities within agreed timelines and budgets.
  • Advanced technical expertise in supply chain management, demand planning, forecasting, health systems strengthening, and related disciplines, with strong understanding of interconnected functional areas.
  • Strong understanding of the external operating environment and its impact on public health chains, including political, legal, environmental, financial, and social factors.
  • Comprehensive knowledge of the organization’s structure, policies and procedures, and operational practices, and the ability to apply this knowledge to achieve project objectives.
  • Excellent analytical, strategic thinking, and problem-solving skills with the ability to interpret complex data, identify risks, and develop practical, evidence-based solutions.
  • Ability to effectively communicate technical information, present findings and recommendations, and collaborate with multidisciplinary teams, senior leadership, government counterparts, donors, and external stakeholders.
  • Demonstrated ability to influence decision making, build consensus, and drive adoption of evidence-based approaches among diverse stakeholder groups.
  • Strong negotiation, facilitation, and stakeholder management skills with the ability to build partnerships and achieve mutually beneficial outcomes.
  • Demonstrated ability to strengthen institutional capacity and mentor technical staff and counterparts in forecasting, demand planning, and supply planning methodologies.
  • Proficiency in the use of supply chain data, analytics, and relevant forecasting and planning tools to support strategic decision-making and continuous improvement.

Supervision Given/Received:

  • Supervises Senior level staff members.
  • Work is reviewed in terms of meeting the organization’s objectives and schedules.
  • Accomplish results through managers or senior members of a team.
  • Manages technical area staff and function area within the organization.
  • Plays a coaching and mentoring role for others; may assist in team management as necessary, although has no formal management responsibility.
  • Typically reports to an Associate Director – Supply Chain.

Education: **

  • Bachelor’s degree in pharmacy, Supply Chain management, logistics or related fields.
  • Master’s degree or international equivalent in Public Health, Pharmacy, Laboratory sciences, supply chain management Is preferred.

Experience: **

  • 14+ years of progressively responsible professional experience in public health supply chain management, demand planning, quantification, forecasting, commodity security or a related technical field.
  • Demonstrated experience leading national quantifications for malaria, HIV/AIDS, tuberculosis (TB) and maternal, newborn and child health (MNCH).
  • Experience in and knowledge of leading practices related to strategic planning, strategic plan implementation, logistics/supply chain management and/or public health commodities management desirable.
  • Experience working with the Government of Tanzania and other NGOs is preferred.
  • Excellent written and verbal English.
  • Ability to prepare and present information related to commodity availability.
  • Ability to coach and mentor public sector stakeholders to develop strategies and manage implementation of projects.
  • Ability to work independently.
  • Previous work experience with USG-funded projects is desirable.
  • Proficiency in common computer packages (eg. Word, PowerPoint, Excel) relevant to the work.
  • Ability to work within a team.
  • Ability to travel for extended periods in-country to support technical activities.

  • Typical office environment.
  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
  • Ability to sit and stand for extended periods of time.

Technology to be Used:

Travel Requirements:

  • 10% - 25%

The expected hiring salary range for this role is TZS 90,000,000 - 130,000,000 for annual  basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay,  and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
